The Secretary of the Interior is requesting 64 nominations for representatives to serve on the Coos Bay, Eugene, Medford, Roseburg, and Salem District Resource Advisory Committees (RACs). The Committees will advise the Secretary, through the Bureau of Land Management (BLM), on the selection and prioritization of projects funded under Title II of the Secure Rural Schools and Community Self-Determination Act. Terms will begin on the date of appointment and will expire three years from the date of appointment. The initial call for nominations, published in the Federal Register on April 29, 2010, did not result in a sufficient number of candidates to fill all vacant positions. Nominations received during the earlier Call for Nominations will be considered after this closing date, so applicants do not need to submit a new form.

The plats of survey of lands described below are scheduled to be officially filed in the Bureau of Land Management California State Office, Sacramento, California, on the next business day following the plat acceptance date.

In accordance with the National Environmental Policy Act of 1969 (NEPA) and the Federal Land Policy and Management Act of 1976 (FLPMA), the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for the Wright Area Coal project that contains four Federal coal Lease-by-Applications (LBAs), and by this notice announces the availability of the Wright Area Coal Final EIS for review.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for Vegetation Treatments Using Herbicides on Bureau of Land Management lands in Oregon and by this notice is announcing its availability. The EIS proposes to increase the number of herbicides currently in use on BLM- managed lands in Oregon and increase the number of objectives for which they can be used.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, thirty (30) days from the date of publication in the Federal Register.

Under the provisions of the Mineral Lands Leasing Act of 1920, the Bureau of Land Management (BLM) received a petition for reinstatement from Heyser Gas Field, Inc., for competitive oil and gas leases NVN-83789, NVN-83790, NVN-85288, NVN-85299, NVN-85303, NVN- 85318, NVN-85324, NVN-85325, NVN-85328, NVN-85332, NVN-85409, NVN- 85410, NVN-85411, NVN-85416, NVN-85423, NVN-85424, NVN-85440, NVN- 85446, and NVN-85518 for land in White Pine County, Nevada. The petition was timely filed and was accompanied by all the rentals due since the date the lease terminated under the law.

As provided for under the Mineral Lands Leasing Act of 1920, as amended, Longshot Oil LLC timely filed a petition for reinstatement of competitive oil and gas lease MTM 97827, Carbon County, Montana. The lessee paid the required rental accruing from the date of termination.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Central Montana Resource Advisory Council (RAC) will meet as indicated below.

The Bureau of Land Management (BLM) proposes to classify approximately 26.99 acres of public land for lease and eventual conveyance under the authority of the Recreation and Public Purposes (R&PP) Act, as amended, to the 10th Mountain Division Hut Association, a not-for-profit organization. The 10th Mountain Division Hut Association intends to use the lands to site a small warehouse, administrative offices, and two units of employee housing.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision approving the conveyance of surface estate for certain lands to Aleknagik Natives Limited, pursuant to the Alaska Native Claims Settlement Act. The subsurface estate in these lands will be conveyed to Bristol Bay Native Corporation when the surface estate is conveyed to Aleknagik Natives Limited. In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Eastern Montana Resource Advisory Council (RAC) will meet as indicated below.

This order withdraws 1,278.09 acres of National Forest System land from location and entry under the United States mining laws for a period of 20 years on behalf of the United States Forest Service to protect the Inyan Kara area of the Black Hills National Forest in Crook County, Wyoming. The land has been and will remain open to mineral leasing and to all other forms of disposition which may by law be made of National Forest System land.

Under the Class II provisions of the Federal Oil and Gas Royalty Management Act of 1982, the Bureau of Land Management received a petition for reinstatement of oil and gas lease NMLC 066147 from the lessee(s), Estate of C.W. Trainer, Zia Royalty LLC, Grady Thompson, Collin S. Smith, R.G. Barton Jr., Trust, E.F. Howe, HOG Partnership LP, Phillip G. Herkenhuff, Gordon E. Herkenhuff, Edna Gay H. Dwyre, Devon Energy Production Company LP, College of Southwest, George W. Baker, for lands in Lea County, New Mexico. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from CKT Energy LLC for competitive oil and gas lease WYW164386 for land in Campbell County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) for the Proposed Over The RiverTM Art Project (Over The RiverTM Draft EIS) and by this notice is announcing the opening of the comment period.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision approving the conveyance of surface and subsurface estates for certain lands to Cook Inlet Region, Inc., pursuant to the Alaska Native Claims Settlement Act and the Act of January 2, 1976. The lands are in the vicinity of Healy, Alaska, and are located in:

This order partially revokes two withdrawals created by Executive Orders insofar as they affect approximately 170 acres of public lands withdrawn for Power Site Reserve Nos. 510 and 515. This order also opens the lands to exchange.

On behalf of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration and the U.S. Geological Survey, the Assistant Secretary of the Interior for Land and Minerals Management proposes to extend the duration of Public Land Order (PLO) No. 2344, as modified by PLO No. 6839, for an additional 20-year period. These PLOs transferred jurisdiction of approximately 171 acres of public land withdrawn for the Naval Arctic Research Laboratory near Barrow, Alaska from the Department of the Navy to the National Oceanic and Atmospheric Administration and the U.S. Geological Survey, and withdrew an additional 45 acres of public land on behalf of these agencies for the Barrow Base Line Observatory and the Barrow Magnetic Observatory. This notice also gives an opportunity to comment on the proposed action.

Pursuant to the Federal Land Policy and Management Act and the Federal Advisory Committee Act, the U.S. Department of the Interior, Bureau of Land Management (BLM) Southeast Oregon Resource Advisory Council (SEORAC) will meet as indicated below:

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Craig Settle for competitive oil and gas lease WYW161375 for land in Natrona County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

The Bureau of Land Management (BLM) proposes to sell four parcels of public land totaling 262.11 acres in Minidoka County, Idaho, to the owners of the surrounding private land for the appraised fair market value of $85,200. The private land surrounding the public land is owned by the Western Mortgage and Realty Company.

The Bureau of Land Management (BLM) proposes to sell two small parcels totaling 60 acres in Chaves County, New Mexico. These parcels are being proposed for direct sale to the Roswell Gun Club at no less than the appraised fair market value (FMV) to resolve inadvertent, unauthorized use and occupancy of public lands. The sale is pursuant to Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and is consistent with the BLM Roswell Resource Management Plan dated October 1997, as amended. No significant resource values will be affected by disposal of these parcels from Federal ownership.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year renewal of OMB Control Number 1004-0132 under the Paperwork Reduction Act. This control number includes paperwork requirements in 43 CFR parts 3200 and 3280, which cover management of Federal geothermal resources.

The Bureau of Land Management (BLM) proposes to sell a 139.76- acre parcel of public land in Madison County, Idaho, to Madison County for continued use as a construction and demolition (C&D) landfill. In addition, this notice will terminate the Recreational and Public Purpose Act (R&PPA) classification that encumbers the land identified for sale.
