Temporary Closure to All Public Use on Public Land in Doña Ana County, NM
Notice is hereby given that effective immediately, the Las Cruces District Office is implementing the following closure to all public use, including casual use, to protect person, property, and public land and resources, and generally to provide for public safety. Notice of Interim Final Supplementary Rules for Public Lands Managed by the California Desert District
The Bureau of Land Management (BLM) California Desert District (CDD) Office and the five Field Offices within the CDD, are issuing interim final supplementary rules for public lands administered by the BLM. The BLM has determined these interim final supplementary rules are necessary to enhance the safety of visitors, protect public health, protect natural resources, and improve recreation experiences and opportunities.
Notice of Availability of Record of Decision for the Canyons of the Ancients National Monument Resource Management Plan/Environmental Impact Statement
The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Canyons of the Ancients National Monument located in Montezuma and Dolores counties in southwest Colorado. The Colorado State Director signed the ROD on June 14, 2010, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS) for the Winnemucca District and by this notice is announcing the opening of the comment period.
Public Land Order No. 7743; Partial Revocation of Five Secretarial Orders for Reclamation Project Purposes on the Colorado River, California.
This order partially revokes five Secretarial Orders insofar as they affect 2,865.86 acres of public lands previously withdrawn for reclamation project purposes on the Colorado River. The lands are no longer needed for reclamation purposes and the Bureau of Reclamation has relinquished the lands accordingly. This order opens the lands to the Act of Congress dated January 12, 1891, as amended by the Act of Congress dated March 1, 1907, to facilitate the issuance of a trust patent to the Chemehuevi Indian Tribe. The lands will remain withdrawn from all forms of settlement and entry under the terms of an Order of the Secretary of the Interior dated February 2, 1907.
Notice of Realty Action: Competitive Sale of Public Lands in Tehama County, CA
The Bureau of Land Management (BLM) proposes to sell three parcels of public land totaling approximately 243.82 acres in Tehama County, California. The sale will be subject to the Federal Land Policy and Management Act of 1976 (FLPMA), and BLM land sale and mineral conveyance regulations. The sales will be conducted as a competitive bid auction in which interested bidders must submit written sealed bids equal to, or greater than, the appraised fair market value of the land. Bidders who submit written sealed bids will have the opportunity to increase their bids in a silent auction to be held after BLM opens all written sealed bids.

Notice of Intent To Establish and Call for Nominations for the Rio Grande Natural Area Commission, Colorado
The BLM is publishing this notice in accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act (FACA). The Bureau of Land Management (BLM) gives notice that the Secretary of the Interior (Secretary) is establishing the Rio Grande Natural Area Commission (Commission) in the State of Colorado. This notice is also to solicit public nominations for the Commission. The Commission will advise the Secretary with respect to the Rio Grande Natural Area (Natural Area) and prepare a management plan relating to non-Federal land in the Natural Area.

Final Supplementary Rules for Public Land Administered by the Bureau of Land Management in Colorado Relating to Camping and Occupancy of Public Lands
The Bureau of Land Management (BLM) is amending supplementary rules relating to camping on public lands in Colorado. These rules extend the time the public must remain absent from a site once the current 14-day camping stay limit is reached. They also require that once campers have camped for 14 days, they must move away from that particular location for 30 days, rather than seven days, before returning. These rules are needed to further protect natural resources and provide for public health and safety. These supplementary rules will be more consistent with camping and occupancy regulations on public lands in other western states.

In compliance with the National Environmental Policy Act of 1969, as amended, (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, (FLPMA), the Bureau of Land Management (BLM) Carlsbad Field Office, Carlsbad, New Mexico, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Carlsbad Field Office and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The RMP will replace the existing 1988 Carlsbad RMP.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease CACA 44900 from NW. Lost Hills Petroleum Holdings, LLC. The petition was filed on time and was accompanied by all required rentals and royalties accruing from February 1, 2010, the date of termination.

Final Supplementary Rules for Camping on Undeveloped Public Lands in Montana, North Dakota, and South Dakota
The Bureau of Land Management (BLM) is issuing final supplementary rules regarding time limits for camping and the storage of personal property on undeveloped public lands managed by the BLM in Montana, North Dakota, and South Dakota. These final supplementary rules consolidate existing rules for camping on undeveloped BLM- administered public lands throughout Montana, North Dakota, and South Dakota. These final supplementary rules will supersede prior published rules.
Notice of Availability of Record of Decision for the Kemmerer Resource Management Plan/Environmental Impact Statement
