The Bureau of Land Management (BLM) proposes direct (non- competitive) sales of two parcels of public land, containing 1.07 acres and 1.04 acres located in San Miguel County, New Mexico. The described public land has been examined and through the public-supported land use planning process has been determined to be suitable for disposal by direct sale pursuant to section 203 of the Federal Land Policy and Management Act of 1976 (90 Stat. 2750, 43 U.S.C. 1713), as amended, at no less than the appraised fair market value. These sales will resolve two inadvertent trespasses on public land. An appraisal of the subject parcels fair market value is being prepared and when completed will be available for review at the BLM's Taos Field Office at the address stated below. Upon the completion and approval of the appraisal report, a subsequent notice will be published in the local newspaper specifying the fair market value.

It will begin at 8 a.m. and conclude at 4:30 p.m. Morning agenda items include: Review of the September 6, 2007, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; presentations on: BLM Energy Corridors in Arizona, BLM Recreation Webpage Redesign, BLM Route Evaluation and Designation Process; and Recreational Shooting on Public Lands; review and discussion of the 2008 RAC Annual Work Plan; and, reports by RAC working groups. A public comment period will be provided at 11:30 a.m. on December 6, 2007, for any interested publics who wish to address the Council on BLM programs and business. Under the Federal Lands Recreation Enhancement Act, the RAC has been designated the RRAC, and has the authority to review all BLM and Forest Service (FS) recreation fee proposals in Arizona. The afternoon meeting agenda on December 6, will include discussion and review of the Recreation Enhancement Act (REA) Working Group Report, the Fiscal Year 2008 quarterly schedule for BLM and FS recreation fee proposals, and proposed modifications to the RRAC protocol, business cycle, and fee proposal guidelines. After completing their RRAC business, the BLM RAC will discuss future meetings and locations.

The Department of Energy has filed an application requesting the Secretary of the Interior to permanently transfer 500 acres of public land to the Department of Energy (DOE) to be used for the Crescent Junction Uranium Mill Tailings Repository. As a result of the transfer, except for oil and gas leasing, the land would no longer be subject to the general land laws, including the United States mining laws, other mineral or geothermal leasing, and mineral material sales. The Secretary of the Interior would retain jurisdiction of any prior existing claims, rights, and interests in this land.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the California Environmental Quality Act (CEQA), the Department of the Interior, Bureau of Land Management (BLM), together with the California Energy Commission (CA EC), intend to prepare an Environmental Impact Statement/Final Staff Assessment (EIS/FSA), on the impacts of the Ivanpah Solar Electric Generating System (Ivanpah SEGS), consisting of three concentrating solar-powered steam/electricity generating plants and related facilities, and a proposed land use plan amendment to the 1980 California Desert Conservation Area (CDCA) Plan, as amended. The Ivanpah SEGS is proposed by Solar Partners I, LLC; Solar Partners, II, LLC; Solar Partners IV, LLC; Solar Partners VIII,LLC; collectively the Applicants. The Applicants have requested a right-of-way (ROW) for each of three solar power plants and a ROW for related shared facilities on approximately 3,400 contiguous acres of public lands in San Bernardino County, approximately 4.5 miles southwest of Primm, Nevada. The EIS will analyze the site-specific impacts to the environment from the proposed grant of the ROWs and amend the CDCA Plan to permit this site-specific use of the CDCA. The CA EC is the lead State of California agency for the licensing of thermal power plants over 50 MW and compliance with the requirements of CEQA.

The Secretary of the Interior proposes to withdraw on behalf of the Bureau of Land Management (BLM) approximately 944,343 acres of public lands from settlement, sale, location, entry, or patent under the United States mining laws, for a period of 2 years for the BLM to protect desert tortoise habitat, archaeological and cultural resources, and special wildlife and riparian values on 24 Areas of Critical Environmental Concern (ACEC). This notice temporarily segregates the lands for up to 2 years from location and entry under the United States mining laws while a proposed 20-year withdrawal application is being processed in accordance with Sec. 204 of the Federal Land Policy and Management Act of October 21, 1976, 43 U.S.C. 1714 (2000).
