Under the Class II provisions of Title IV, Public Law 97-451, the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease NMNM 97871 from the lessee, Energen Resources Corp, for lands in Eddy County, New Mexico. Notice of Correction to the Notice of Minor Amendments to the Charter of the Science Technical Advisory Panel for the North Slope Science Initiative and Call for Nominations
The Bureau of Land Management published a Notice of Minor Amendments to the Charter of the Science Technology Advisory Panel for the North Slope Science Initiative in the Federal Register on November 5, 2007 [72 FR 62487]. This notice corrects the e-mail address of John Payne and the statement in the SUPPLEMENTARY INFORMATION section which stated that appointees would serve with monetary compensation. This sentence is corrected to read: ``Appointees will serve without monetary compensation, but may be reimbursed for travel and per diem expenses at current rates for Federal government employees.''
Notice of Availability (NOA) of the Final Environmental Impact Statement (FEIS) for the Bald Mountain Ski Resort Master Development Plan EIS
In accordance with the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et. seq., as amended, and the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4321 et. seq., as amended, the Bureau of Land Management (BLM), Shoshone Field Office, announces the availability of the Final Environmental Impact Statement (FEIS) for the Bald Mountain Ski Resort Master Development Plan EIS. The FEIS analyzes and discloses the effects of the updated Bald Mountain Ski Area Master Development Plan and 40-year term ski permit application for the Bald Mountain Ski Area near Ketchum, Idaho.
Direct Sale of Public Land in San Miguel County, NM
The Bureau of Land Management (BLM) proposes direct (non- competitive) sales of two parcels of public land, containing 1.07 acres and 1.04 acres located in San Miguel County, New Mexico. The described public land has been examined and through the public-supported land use planning process has been determined to be suitable for disposal by direct sale pursuant to section 203 of the Federal Land Policy and Management Act of 1976 (90 Stat. 2750, 43 U.S.C. 1713), as amended, at no less than the appraised fair market value. These sales will resolve two inadvertent trespasses on public land. An appraisal of the subject parcels fair market value is being prepared and when completed will be available for review at the BLM's Taos Field Office at the address stated below. Upon the completion and approval of the appraisal report, a subsequent notice will be published in the local newspaper specifying the fair market value.
State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on December 6, 2007, in Phoenix, Arizona, at the BLM Arizona State Office, One North Central Avenue, 8th floor. It will begin at 8 a.m. and conclude at 4:30 p.m. Morning agenda items include: Review of the September 6, 2007, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; presentations on: BLM Energy Corridors in Arizona, BLM Recreation Webpage Redesign, BLM Route Evaluation and Designation Process; and Recreational Shooting on Public Lands; review and discussion of the 2008 RAC Annual Work Plan; and, reports by RAC working groups. A public comment period will be provided at 11:30 a.m. on December 6, 2007, for any interested publics who wish to address the Council on BLM programs and business. Under the Federal Lands Recreation Enhancement Act, the RAC has been designated the RRAC, and has the authority to review all BLM and Forest Service (FS) recreation fee proposals in Arizona. The afternoon meeting agenda on December 6, will include discussion and review of the Recreation Enhancement Act (REA) Working Group Report, the Fiscal Year 2008 quarterly schedule for BLM and FS recreation fee proposals, and proposed modifications to the RRAC protocol, business cycle, and fee proposal guidelines. After completing their RRAC business, the BLM RAC will discuss future meetings and locations.
Temporary Closure of Selected Public Lands in La Paz County, AZ
The Bureau of Land Management (BLM) Lake Havasu Field Office announces the temporary closure of selected public lands under its administration in La Paz County, Arizona. This action is being taken to help ensure public safety and prevent unnecessary environmental degradation during the permitted running of the Best in the Desert 2008 Parker 250, and 2008 Blue Water Resort and Casino Parker 425 Desert Races. Areas subject to this closure include all public land; including county maintained roads and highways located on public lands that are located within two miles of the designated course. The race course and closure areas are described in the Supplementary Information section of this notice and maps of the designated race course are maintained in the Bureau of Land Management Lake Havasu Field Office, 2610 Sweetwater Avenue, Lake Havasu City, AZ 86406.
Notice of Extension for the Final Environmental Impact Statement (FEIS) for the Smoky Canyon Mine, Panels F and G
The Bureau of Land Management (BLM) announces an extenion of the mandatory 30-day waiting period prior to releasing the Record of Decision (ROD) for the Smoky Canyon Mine, Panels F and G Mine Expansion Project. The original availability notice, issued October 26, 2007, provided for a 30-day waiting period prior to the release of the ROD. The BLM is extending this period until December 26, 2007.

Emergency Closures and Restrictions on Public Land in Oregon
Pursuant to Title 43 Code of Federal Regulations (CFR), Sec. 8364.1 and 43 CFR 8341.2(a), the Bureau of Land Management (BLM) Medford District Office is publishing these closures and restrictions for motorized vehicles on certain public lands in Jackson County Oregon. These lands are located within the Timber Mountain Off-Highway Vehicle (OHV) Area, under the jurisdiction of the BLM Medford District Office. The closures and restrictions are needed in order to protect the area's natural resources and provide for public health and safety and address ongoing resource damage, vehicles and off-road vehicles, and conduct.

Notice of Proposed Land Transfer; Utah
The Department of Energy has filed an application requesting the Secretary of the Interior to permanently transfer 500 acres of public land to the Department of Energy (DOE) to be used for the Crescent Junction Uranium Mill Tailings Repository. As a result of the transfer, except for oil and gas leasing, the land would no longer be subject to the general land laws, including the United States mining laws, other mineral or geothermal leasing, and mineral material sales. The Secretary of the Interior would retain jurisdiction of any prior existing claims, rights, and interests in this land.
Notice of Proposed Supplementary Rules on Public Land in Nevada
The Bureau of Land Management (BLM) Winnemucca Field Office, Nevada, and Surprise Field Office, California, are proposing supplementary rules for the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area (NCA), associated designated wilderness, and other contiguous lands as identified in the Resource Management Plan (RMP) and Record of Decision. The rules are needed in order to protect the area's natural and cultural resources and provide for public health and safety on public lands. These rules do not propose or implement any land use limitation or restrictions other than those limitations or restrictions included within the decisions in the RMP or allowed for by existing law or regulation.
Meeting Notice for the John Day/Snake Resource Advisory Council
The John Day/Snake Resource Advisory Council (JDSRAC) meeting is scheduled for December 4, 2007, in Pendleton, Oregon. The John Day/Snake Resource Advisory Council meeting is scheduled for December 4, 2007. The meeting will take place at the Red Lion Inn, 304 SE. Nye Avenue, Pendleton, OR from 8 a.m. to 4 p.m. The meeting may include such topics as Forest and Resource Management Planning, Salmon Recovery, Transportation Planning, and other matters as may reasonably come before the council. The meeting is open to the public. Public comment is scheduled for 1 p.m. to 1:15 p.m. (Pacific Time) December 4, 2007. Notice of Intent to Prepare a Joint Environmental Impact Statement and Final Staff Assessment, and Amend the California Desert Conservation Area Plan; California
In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the California Environmental Quality Act (CEQA), the Department of the Interior, Bureau of Land Management (BLM), together with the California Energy Commission (CA EC), intend to prepare an Environmental Impact Statement/Final Staff Assessment (EIS/FSA), on the impacts of the Ivanpah Solar Electric Generating System (Ivanpah SEGS), consisting of three concentrating solar-powered steam/electricity generating plants and related facilities, and a proposed land use plan amendment to the 1980 California Desert Conservation Area (CDCA) Plan, as amended. The Ivanpah SEGS is proposed by Solar Partners I, LLC; Solar Partners, II, LLC; Solar Partners IV, LLC; Solar Partners VIII,LLC; collectively the Applicants. The Applicants have requested a right-of-way (ROW) for each of three solar power plants and a ROW for related shared facilities on approximately 3,400 contiguous acres of public lands in San Bernardino County, approximately 4.5 miles southwest of Primm, Nevada. The EIS will analyze the site-specific impacts to the environment from the proposed grant of the ROWs and amend the CDCA Plan to permit this site-specific use of the CDCA. The CA EC is the lead State of California agency for the licensing of thermal power plants over 50 MW and compliance with the requirements of CEQA.
Notice of Minor Amendments to the Charter of the Technical Advisory Panel for the North Slope Science Initiative and Call for Nominations
This notice is published in accordance with section 9(a)(2) of the Federal Advisory Committee Act of 1972, Public Law 92-463. Notice is hereby given that the Charter for the Science Technical Advisory Panel for the North Slope Science Initiative is amended to reflect the implementing legislative language in section 348(d), Energy Policy Act of 2005, establishing the Science Technical Advisory Panel. This amendment is a minor technical change in accordance with 41 CFR 102- 3.80(1). The North Slope Science Initiative is also seeking nominations for five, three-year appointments to the North Slope Science Technical Advisory Panel. Any individual or organization may nominate one or more persons to serve on the Science Technical Advisory Panel. Individuals may nominate themselves for Science Technical Advisory Panel membership. The purpose of the Science Technical Advisory Panel is to provide advice on proposed inventory, monitoring and research functions related to the North Slope Science Initiative.
Emergency Closure of Selected Public Lands in Eastern San Diego County, CA
The Bureau of Land Management, El Centro Field Office (BLM), is providing notice pursuant to Title 43 Code of Federal Regulations (CFR) 8364.1 (Closure and Restriction Orders), which provides, in part, for the Authorized Officer to close or restrict use of designated public lands for the protection of persons, property, and public lands and resources. Notice is hereby given that the El Centro Field Office (BLM) will immediately close selected public lands to public access in Eastern San Diego County, CA. Due to extreme fire conditions currently in this area and in the interest of public safety, the following areas will be temporarily closed until the end of the current fire emergency. (1) McCain Valley Conservation Area (22,852 acres) to include Cottonwood Campground, Lark Canyon Campground and Lark Canyon Day Use OHV Area, Boulevard, CA. Filing of State Indemnity Selection Application and Termination of Exchange Segregation; Utah
On September 11, 2007, the State of Utah, School and Institutional Trust Lands Administration (State) filed indemnity selection application UTU-85820, to have the surface and mineral estate of 281.72 acres of Federal land transferred to the State pursuant to Sections 2275 and 2276 of the Revised Statutes, as amended (43 U.S.C. 851-852). The lands have been selected by the State in lieu of school section lands granted to the State pursuant to the Utah Enabling Act of July 16, 1894, but for which title could not pass because the lands were otherwise encumbered or reserved at the time of statehood.

The Secretary of the Interior proposes to withdraw on behalf of the Bureau of Land Management (BLM) approximately 944,343 acres of public lands from settlement, sale, location, entry, or patent under the United States mining laws, for a period of 2 years for the BLM to protect desert tortoise habitat, archaeological and cultural resources, and special wildlife and riparian values on 24 Areas of Critical Environmental Concern (ACEC). This notice temporarily segregates the lands for up to 2 years from location and entry under the United States mining laws while a proposed 20-year withdrawal application is being processed in accordance with Sec. 204 of the Federal Land Policy and Management Act of October 21, 1976, 43 U.S.C. 1714 (2000).
