This document corrects the regulatory text of a proposed rule published in the Federal Register of November 22, 2005, regarding permits for recreation on public lands. First, it corrects two prohibited acts provisions to make it clear that persons who fail to pay a permit fee will incur a maximum penalty of $100, as provided in the Federal Lands Recreation Enhancement Act (the Act), but that those who fail to obtain a permit will be subject to the higher penalties of the Federal Lands Policy and Management Act and other laws, as provided by the Act. Second, it corrects a penalty provision to be consistent with the correction in the prohibited acts provisions. Also, the document extends the comment period in light of the substantive nature of the corrections.

The planning area encompasses approximately 608,000 surface acres of public land withdrawn by the Department of Army and jointly managed by the Las Cruces District Office and Fort Bliss Texas. It is located in south central Otero County in southern New Mexico. The BLM has and will continue to work closely with all interested parties to identify management decisions that are best suited to the needs of the public. Final decisions will supersede those in the previous RMPA for McGregor Range that was completed in 1990, and will provide direction for management of the resources and public uses of the withdrawn public land.

On Monday, December 12, 2005, the Bureau of Land Management published a Notice of Availability of the Draft Environmental Impact Statement for the Atlantic Rim Natural Gas Development Project in the Federal Register [Vol. 70, No. 237, p. 73482]. The SUPPLEMENTARY INFORMATION on alternatives analyzed in detail contained naming errors. The correct information is as follows: The Atlantic Rim DEIS analyzed four alternatives in detail: 1. The Proposed Action Alternative; 2. Alternative A, the No Action Alternative, which means the project as proposed would be rejected by the BLM; 3. Alternative BPhased development; and, 4. Alternative CSpecial protection of sensitive of sensitive resources. ``The agency's preferred alternative is a combination of Alternative B and C.'' These corrected alternative names also correct references to the alternatives for the remainder of the notice.
