Endangered and Threatened Species; Recovery Plans; Recovery Plan for the Northwest Atlantic Population of the Loggerhead Sea Turtle
We, NMFS and USFWS, announce the availability of the revised Recovery Plan for the Northwest Atlantic Population of the Loggerhead Sea Turtle (Caretta caretta). The revised recovery plan includes specific recovery objectives and criteria to be met in order to delist this species under the Endangered Species Act of 1973, as amended (Act).
Endangered and Threatened Wildlife and Plants; Status Review of the Bald Eagle (Haliaeetus leucocephalus)
We, the U.S. Fish and Wildlife Service (Service), announce the continuation of information collection on a status review for the bald eagle (Haliaeetus leucocephalus) in the Sonoran Desert area of central Arizona and northwestern Mexico, hereafter referred to as the ``Sonoran Desert area bald eagle.'' Through this action, we encourage all interested parties to provide us with information regarding the status of, and any potential threats to, the Sonoran Desert area bald eagle. Information previously submitted for this status assessment does not need to be resubmitted, and will be incorporated into the public record and fully considered in our status review.
2008-2009 Refuge-Specific Hunting and Sport Fishing Regulations - Modifications
The Fish and Wildlife Service proposes to implement pertinent refuge-specific regulations and amend other existing refuge-specific regulations that pertain to migratory game bird hunting, upland game hunting, big game hunting, and sport fishing for the 2008-2009 season.
Wind Turbine Guidelines Advisory Committee; Amendment to Announcement of Public Meeting
We, the U.S. Fish and Wildlife Service (Service), announced in the September 19, 2008, Federal Register a meeting of the Wind Turbine Guidelines Advisory Committee (Committee) on January 27-29, 2009. The notice indicated that the meeting would begin on January 27, 2009, at 8:00 a.m. We will instead begin the meeting at 1:30 p.m. EST that day. The meeting is open to the public. The meeting agenda will include reports from the Subcommittees on Incentives, Legal, Scientific Tools & Procedures, and Synthesis.
Endangered and Threatened Wildlife and Plants; Mexican Wolf (Canis lupus baileyi
We, the U.S. Fish and Wildlife Service (Service) announce the availability of the Draft Mexican Wolf Conservation Assessment (draft assessment) for public review and comment. The draft assessment provides scientific information relevant to the conservation of the Mexican wolf (Canis lupus baileyi) in Arizona and New Mexico as a component of the Service's gray wolf (Canis lupus) recovery efforts. Not required by the Endangered Species Act (Act), the draft assessment is a non-regulatory document that does not require action by any party. We solicit review and comment from the public on this document.
Atchafalaya National Wildlife Refuge, St. Martin and Iberville Parishes, LA
We, the U.S. Fish and Wildlife Service (Service), intend to prepare a comprehensive conservation plan (CCP) and associated National Environmental Policy Act (NEPA) documents for Atchafalaya National Wildlife Refuge (NWR). We provide this notice in compliance with our CCP policy to advise other agencies, tribes, and the public of our intentions, and to obtain suggestions and information on the scope of issues to consider in the planning process.
Harvest and Export of American Ginseng
We, the U.S. Fish and Wildlife Service (Service), announce a public meeting on American ginseng (Panax quinquefolius). This meeting will help us gather information from the public in preparation of our 2009 findings on the export of American ginseng roots, for the issuance of permits under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
Endangered and Threatened Wildlife and Plants; Partial 90-Day Finding on a Petition To List 475 Species in the Southwestern United States as Threatened or Endangered With Critical Habitat
We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on 270 species from a petition to list 475 species in the southwestern United States as threatened or endangered under the Endangered Species Act of 1973, as amended (Act). We find that for these 270 species the petition does not present substantial scientific or commercial information indicating that listing these species may be warranted. Therefore, for these 270 species, we will not initiate a further status review in response to this petition. We ask the public to submit to us any new information that becomes available concerning the status of these 270 species or threats to them or their habitat at any time. This information will help us monitor and encourage the conservation of these species. An additional 5 species of the 475 included in the petition do not fall within the scope of the petition or are not a listable entity and, therefore, were not considered in this finding (see Petition).
Papaha
This notice advises the public that NOAA, FWS, the State of Hawai`i's Department of Land and Natural Resources (DLNR), and the Office of Hawai`ian Affairs have completed a Monument Management Plan (MMP) for the Papahaanaumokuaakea Marine National Monument (Monument) located in the Northwestern Hawai`ian Islands (NWHI). The Monument's resources, and current and future management activities, are described in the MMP and associated environmental assessment (EA). The NOAA and FWS developed separate findings of no significant impact (FONSIs) to address each agency's MMP/EA findings. Both FONSIs are available with the MMP/EA.
