Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Sacramento Mountains Checkerspot Butterfly
We, the U.S. Fish and Wildlife Service (Service), are reopening the public comment period on our August 10, 2023, proposed rule to designate critical habitat for the Sacramento Mountains checkerspot butterfly (Euphydryas anicia cloudcrofti), a butterfly from New Mexico, under the Endangered Species Act of 1973, as amended (Act). We are taking this action to conduct a public hearing and to allow all interested parties additional time to comment on the proposal to designate critical habitat for the Sacramento Mountains checkerspot butterfly. Comments previously submitted need not be resubmitted and will be fully considered in preparation of the final rule.

We request public comment on the application, which includes the applicant's proposed habitat conservation plan (HCP), and on the Service's preliminary determination that the proposed permitting action may be eligible for a categorical exclusion pursuant to the Council on Environmental Quality's National Environmental Policy Act (NEPA) regulations, the Department of the Interior's (DOI) NEPA regulations, and the DOI Departmental Manual. On Wednesday, December 20, 2023, the Bureau of Ocean Energy Management (BOEM) will open and publicly announce bids received for blocks offered in the Gulf of Mexico (GOM) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 261 (GOM Lease Sale 261), in accordance with the Outer Continental Shelf Lands Act (OCSLA), as amended, and its implementing regulations. This revised GOM Lease Sale 261 Final Notice of Sale (Final NOS) package contains information essential to potential bidders and comprises this notice, Information to Lessees, and Lease Stipulations. Bids submitted under the Revised Final NOS published on October 6, 2023 (see SUPPLEMENTARY INFORMATION below) will be held and opened on December 20, 2023, unless the bidders withdraw their bid or bids in accordance with the bid withdrawal procedures described in Section VIII``Bid Withdrawal.''

Request for Public Nominations for Authors and Scientific/Technical Inputs for the First National Nature Assessment
The U.S. Department of the Interior, on behalf of the U.S. Global Change Research Program (USGCRP), is soliciting nominations for authors and scientific/technical inputs for the First National Nature Assessment (NNA1). Refer to the NNA1 Draft Prospectus for further information on the scope, topics, and overarching themes for the report. NNA1 will adhere to the Global Change Research Act, Information Quality Act, and Evidence Act requirements for quality, transparency, and accessibility as appropriate for a Highly Influential Scientific Assessment. NNA1 will also adhere to USGCRP standards and guidelines requiring it to be a policy-neutral and policy-relevant product.

Draft Environmental Impact Statement for the Barred Owl Management Strategy; Washington, Oregon, and California
The U.S. Fish and Wildlife Service (Service) developed a proposed barred owl management strategy (management strategy) to address the threat of the nonnative, invasive barred owl (Strix varia) to the native northern spotted owl (Strix occidentalis caurina) and California spotted owl (Strix occidentalis occidentalis). In accordance with the National Environmental Policy Act, this notice announces the availability of a draft environmental impact statement (DEIS) evaluating the impacts on the human environment related to the proposed management strategy and associated take of barred owls, which is prohibited under the Migratory Bird Treaty Act unless authorized by the Service by permit or regulation. We invite public comments on the proposed management strategy and DEIS from the public and Federal, Tribal, State, and local governments.
Management and Protection of the National Petroleum Reserve in Alaska; Extension of Comment Period
On September 8, 2023, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule that would revise the framework for designating and assuring maximum protection of Special Areas' significant resource values and protect and enhance access for subsistence activities throughout the National Petroleum Reserve in Alaska (NPR-A). The proposed rule would also incorporate aspects of the NPR-A Integrated Activity Plan approved in April 2022. On October 24, 2023, the BLM extended the comment period to November 17, 2023. The BLM has determined that it is appropriate to further extend the comment period for the proposed rule by 20 days, until December 7, 2023, to allow for additional public comment.

Wild Bird Conservation Act; Receipt of Permit Applications
We, the U.S. Fish and Wildlife Service (Service), invite the public to comment on permit applications regarding foreign bird species for which the Service has jurisdiction under the Wild Bird Conservation Act (WBCA). With some exceptions, the WBCA prohibits activities with listed species unless Federal authorization is issued that allows such activities. The WBCA also requires that we invite public comment before issuing permits for any activity it otherwise prohibits.

Notice of Proposed Class II Reinstatement of Terminated Oil and Gas Leases UTU88835 and UTU88838, San Juan County, Utah
In accordance with the Mineral Leasing Act of 1920, as amended, ST Oil Company, LLC, Moore Energy LLC, Shoreline Company LLC, and Leaf River Resources LLC, filed a timely petition for reinstatement of oil and gas leases UTU88835 and UTU88838 for lands in San Juan County, Utah. The petition was accompanied by all required rentals and royalties accruing from April 1, 2018, the date of termination. No leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate these leases.
Fee Rate and Fingerprint Fees
Notice is hereby given that the National Indian Gaming Commission has adopted its annual fee rates of 0.00% for tier 1 and 0.08% (.0008) for tier 2, which maintain the current fee rates. These rates shall apply to all assessable gross revenues from each gaming operation under the jurisdiction of the Commission. If a tribe has a certificate of self-regulation, the fee rate on Class II revenues shall be 0.04% (.0004) which is one-half of the annual fee rate. The annual fee rates are effective November 1, 2023, and will remain in effect until new rates are adopted. The National Indian Gaming Commission has also adopted its fingerprint processing fee of $53 per card which represents an increase of $8 per card. The fingerprint processing fee is effective November 1, 2023, and will remain in effect until the Commission adopts a new rate.
Gulf of Mexico Outer Continental Shelf Oil and Gas Lease Sale 261
With this notice, the Bureau of Ocean Energy Management (BOEM) is announcing that it is postponing Gulf of Mexico Lease Sale 261 pending further action by the United States Court of Appeals for the Fifth Circuit. To comply with an injunction sought and obtained by the State of Louisiana and other plaintiffs from the district court, as well as a subsequent order from the Fifth Circuit, BOEM had previously provided notice of its intent to hold Lease Sale 261 on November 8, 2023. On October 26, 2023, however, the Fifth Circuit stayed the relevant injunction and order pending the merits panel's decision on appeal. To avoid preempting the Fifth Circuit's decision, and avoid duplication of effort, BOEM is now deferring Lease Sale 261 pending disposition of the appeal that is before the Fifth Circuit. Therefore, BOEM will not open and announce bids for the sale on November 8, 2023. BOEM will make future announcements regarding when and under what terms Lease Sale 261 will be held after the Court issues its ruling or provides additional direction to BOEM. Additional information and announcements will be made available on BOEM's website prior to the sale date. See https://www.boem.gov/sale-261.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Yuma Field Office, Yuma, Arizona, intends to prepare an Environmental Impact Statement (EIS) to consider the effects of the Ranegras Plains Energy Center Project (Project) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The BLM also announces the segregation of 4,763 acres of public lands from appropriation under the public land laws, including the Mining Law, but not the mineral leasing or materials acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation will facilitate the orderly administration of the public lands while the BLM considers potential solar and battery energy storage development on the described parcels.
