Outer Continental Shelf, Alaska Region, Cook Inlet, Proposed Oil and Gas Lease Sale 258
The Bureau of Ocean Energy Management (BOEM) is issuing this Call for Information and Nominations (Call) for proposed Lease Sale 258 in the Cook Inlet Planning Area in 2021, as included in the current 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Program (2017-2022 Program) that BOEM published on November 18, 2016. The purpose of this Call is to solicit industry nominations for areas of leasing interest, including nominations or indications of interest in specific blocks within the Call Area. BOEM will also use the Call to gather comments and information for consideration in planning for this proposed OCS oil and gas lease sale. Given the long lead time needed to prepare for a lease sale, BOEM is beginning the planning process for this potential sale at this time. However, this Call is not a decision to hold a lease sale in the Cook Inlet Planning Area, but to evaluate the area described herein for potential oil and gas leasing.

Consistent with the regulations implementing the National Environmental Policy Act (NEPA), the Bureau of Ocean Energy Management (BOEM) is announcing its intent to prepare an Environmental Impact Statement (EIS) for the proposed 2021 Cook Inlet Lease Sale 258 in the Cook Inlet Planning Area. The EIS will focus on the potential effects of leasing, exploration, development, and production of oil and natural gas in the proposed lease sale area. In addition to the no action alternative (i.e., not holding the lease sale), other alternatives will be considered.

The Bureau of Land Management (BLM) has examined certain public lands in Dawson County, Montana, and has found them suitable for classification for conveyance to Montana Department of Fish, Wildlife and Parks (MT FWP) under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and Section 7 of the Taylor Grazing Act dated June 8, 1934. The lands consist of 6.41 acres. MT FWP proposes to continue to manage the land for public use and access as the Intake Campground and Fishing Access Site.
Categorical Exclusion and Draft City of Santa Cruz Operations and Maintenance Habitat Conservation Plan; Santa Cruz County, California
We, the U.S. Fish and Wildlife Service, have received an application for a permit to conduct activities with the potential for take of endangered species that is incidental to, and not the purpose of, carrying out an otherwise lawful activities. With some exceptions, the Endangered Species Act prohibits certain activities that may impact endangered species unless a Federal permit allows such activity. We invite comments on this application which we will take into consideration before issuing a permit.
Draft Environmental Assessment and Habitat Conservation Plan for the Endangered American Burying Beetle; City of Oklahoma City's Second Atoka Pipeline Project, in Six Oklahoma Counties
We, the U.S. Fish and Wildlife Service (Service), announce via a Federal Register notice the availability of a draft environmental assessment (dEA) under the National Environmental Policy Act, and habitat conservation plan (HCP) for construction of a public water supply pipeline, the Second Atoka Pipeline Project, in six Oklahoma counties. Under the Endangered Species Act, the City of Oklahoma City and the Oklahoma City Water Utilities Trust (applicants) applied for an incidental take permit (ITP) to cover incidental take of the American burying beetle (ABB) from activities associated with construction of the pipeline project. The applicants have proposed an HCP that would be implemented to address project impacts on the ABB. The dEA evaluates the impacts of, and alternatives to, implementation of the proposed HCP. We seek public comment on the dEA and the requested Service approval of the HCP and ITP.
Oil and Gas Site Security, Oil Measurement, and Gas Measurement Regulations
On November 17, 2016, the Bureau of Land Management (BLM) published in the Federal Register three final rules dealing with onshore oil and gas measurement and site security. In accordance with Executive Order 13783, Promoting Energy Independence and Economic Growth (March 28, 2017), and Secretary's Order No. 3349, American Energy Independence, (March 29, 2017), the BLM reviewed the affected regulations to determine if certain provisions may have added regulatory burdens that unnecessarily encumber energy production, constrain economic growth, and prevent job creation. As a result of this review, and in light of implementation issues that have arisen, the BLM is now proposing to modify certain provisions to reduce unnecessary and burdensome regulatory requirements.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW-178369 from WPX Energy RM Company for land in Sweetwater County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.
Minor Boundary Revision at First State National Historical Park
The boundary of First State National Historical Park is modified to include approximately 254 acres of land located in Concord Township, Delaware County, Pennsylvania, immediately adjoining the boundary of First State National Historical Park. Subsequent to the boundary revision, the National Park Service will acquire the land by donation from The Conservation Fund, a nonprofit conservation organization.

Endangered and Threatened Wildlife and Plants; Regulations for Designating Critical Habitat
We, the U.S. Fish and Wildlife Service (FWS), propose to amend portions of our regulations that implement section 4 of the Endangered Species Act of 1973, as amended (Act). The proposed revisions set forth a process for excluding areas of critical habitat under section 4(b)(2) of the Act, which mandates our consideration of the impacts of designating critical habitat and permits exclusions of particular areas following a discretionary exclusion analysis. We want to articulate clearly when and how FWS will undertake an exclusion analysis, including identifying a non-exhaustive list of categories of potential impacts for FWS to consider. The proposed rulemaking would respond to applicable Supreme Court case law, reflect agency experience, codify some current agency practices, and make some modifications to current agency practice. The intended effect of this proposed rule is to provide greater transparency and certainty for the public and stakeholders.

Notice of Cancellation of Environmental Impact Statement for Proposed Coquille Indian Tribe Fee-To-Trust and Gaming Facility Project, City of Medford, Jackson County, Oregon
The Bureau of Indian Affairs (BIA) announces that it has discontinued preparation of an Environmental Impact Statement (EIS) for the Coquille Indian Tribe's (Tribe) application for the proposed conveyance of 2.4-acres of land into trust and development of a gaming facility in the City of Medford, Jackson County, Oregon. The Proposed Action included (1) conveyance of the Medford Site into trust by the BIA, and (2) conversion of an existing bowling alley on the Medford Site into a gaming facility by the Tribe. On May 27, 2020, the Assistant SecretaryIndian Affairs declined to accept conveyance of the Medford Site into trust. Accordingly, the Department will take no Federal action, and there is no longer a need for an EIS.

Current Federal policy allows non-Federal development of electrical power resource potential on Federal water resource projects. The Bureau of Reclamation (Reclamation) will consider proposals for non-Federal development of hydroelectric power at Taylor Park Dam, a feature of the Uncompahgre Project, located in Colorado. Reclamation is considering such hydroelectric power development under a Lease of Power Privilege (LOPP). No Federal funds will be available for such hydroelectric power development.

Endangered and Threatened Wildlife and Plants; Determination That Designation of Critical Habitat is Not Prudent for the Rusty Patched Bumble Bee
We, the U.S. Fish and Wildlife Service (Service), have reconsidered whether designating critical habitat for the rusty patched bumble bee (Bombus affinis) would be prudent. On January 11, 2017, we published a final rule listing the rusty patched bumble bee as an endangered species under the Endangered Species Act of 1973, as amended (Act). In that final rule, we stated that designation of critical habitat may be prudent, but not determinable. We have now determined that such a designation would not be prudent. The present or threatened destruction, modification, or curtailment of habitat is not the primary threat to the species, and the availability of habitat does not limit the conservation of the rusty patched bumble bee now, nor will it in the future.
Endangered and Threatened Wildlife and Plants; Two Species Not Warranted for Listing as Endangered or Threatened Species
We, the U.S. Fish and Wildlife Service (Service), announce 12- month findings on petitions to add Big Cypress epidendrum (Epidendrum strobiliferum) and Cape Sable orchid (Trichocentrum undulatum) to the List of Endangered and Threatened Plants under the Endangered Species Act of 1973, as amended (Act). After a thorough review of the best available scientific and commercial information, we find that it is not warranted at this time to list the Big Cypress epidendrum or Cape Sable orchid. However, we ask the public to submit to us at any time any new information relevant to the status of either of the species mentioned above or their habitats.
Notice of Intent To Accept Proposals, Select Preliminary Lessee, and Contract for Hydroelectric Power Development on Lake Roosevelt Reservoir, Grand Coulee, Washington
Current Federal policy allows non-Federal entities to develop electrical power resources on Federal water resource projects. This Notice seeks proposals to develop pumped-storage hydroelectric power utilizing Lake Roosevelt, located in Washington. This Notice provides background information, proposal content guidelines, and information concerning the selection of a non-Federal entity as a preliminary lessee. The Bureau of Reclamation (Reclamation) is considering such hydroelectric power development under its lease of power privilege (LOPP) process. Interested entities are invited to submit proposals on this project. This Notice of Intent to accept proposals does not obligate Reclamation to select a preliminary-lessee; the decision to select a preliminary-lessee will ultimately be made based on the qualifications of submitted proposals.

Endangered and Threatened Wildlife and Plants; Initiation of 5-Year Status Review of the Spectacled Eider (Somateria fischeri)
We, the U.S. Fish and Wildlife Service, are initiating a 5- year status review of the spectacled eider under the Endangered Species Act. A 5-year status review is based on the best scientific and commercial data available at the time of the review. We are requesting submission of any new information on this species that has become available since the last review of this species.
