Indiana University has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian Tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to Indiana University. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

We, Office of Surface Mining Reclamation and Enforcement (OSMRE), are announcing receipt of a proposed amendment to the existing West Virginia Federal Lands Cooperative Agreement. Section 523(c) of the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) and the Federal regulations authorize a State with an approved permanent regulatory program to enter into an agreement for the State regulation and control of surface coal mining and reclamation operations on Federal lands. West Virginia's existing cooperative agreement was adopted in February of 1984, between the State and the Secretary of the Interior (the Secretary), to allow the State administration of SMCRA on Federal lands within West Virginia under its approved permanent regulatory program (the West Virginia program). Since several years have passed since the original agreement was adopted, West Virginia is now proposing to amend the existing cooperative agreement to reflect the current statutory schemes, regulatory requirements, and agency responsibilities associated with the regulation of coal mining and reclamation activities on Federal lands. Additionally, the revised cooperative agreement would grant the State the authority to regulate all coal exploration activities on Federal lands, and would delegate the primary responsibility to review and approve coal mining permits involving federally and privately owned coal. This document gives the times and locations that the West Virginia program and this proposed amendment to that program are available for your inspection, the comment period during which you may submit written comments on the amendment, and the procedures that we will follow for the public hearing, if one is requested.

The Assistant SecretaryIndian Affairs made a final agency determination to acquire 63.1 acres, more or less, of land known as the Pawhuska Property in Osage County, Oklahoma, in trust for the Osage Nation for gaming and other purposes on June 26, 2020.

We, the U.S. Fish and Wildlife Service (Service), have received an application from Susan Sorrells (applicant) for an enhancement of survival permit (permit) under the Endangered Species Act. The application includes a draft safe harbor agreement (SHA) to facilitate reintroduction and recovery of the federally endangered Amargosa vole on non-Federal land in California. We have prepared a draft environmental action statement (EAS) for our preliminary determination that the SHA and permit decision may be eligible for categorical exclusion under the National Environmental Policy Act. We invite the public to review and comment on the permit application, draft SHA, and the draft EAS.

We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list the dunes sagebrush lizard as an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that the petition presents substantial scientific or commercial information indicating that listing the dunes sagebrush lizard may be warranted. Therefore, with the publication of this document, we announce that we plan to initiate a review of the status of the dunes sagebrush lizard to determine whether listing the species is warranted. To ensure that the status review is comprehensive, we are requesting scientific and commercial data and other information regarding the species. Based on the status review, we will issue a 12-month finding that will address whether or not listing the dunes sagebrush lizard is warranted, in accordance with the Act.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM), intends to prepare an Environmental Impact Statement (EIS) to consider a right-of- way (ROW) application submitted by the Central Iron County Water Conservancy District (CICWCD), referred to as the Pine Valley Water Supply (PVWS) Project.

We, the U.S. Fish and Wildlife Service, have received applications for permits to conduct activities intended to enhance the propagation or survival of endangered species under the Endangered Species Act of 1973, as amended. We, the U.S. Fish and Wildlife Service, have received an application from the Texas Parks and Wildlife Department (TPWD) for an incidental take permit (ITP), accompanied by TPWD's habitat conservation plan (HCP) for the Balmorhea State Park Management Plan. The ITP, which would be granted under the Endangered Species Act, would authorize incidental take of five federally endangered species. A low- effect screening form supporting a categorical exclusion is also available for public review. We request public comment on the ITP application, HCP, and low-effect screening form.

The U.S. Fish and Wildlife Service (FWS) and National Park Service (NPS) have terminated the preparation of an Environmental Impact Statement (EIS) for a proposal to develop and implement a Grizzly Bear Restoration Plan for the North Cascades ecosystem, a portion of the species' historical range. The Agencies have discontinued the proposal.

The Bureau of Land Management (BLM) proposes to issue regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under Section 1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of March 12, 2019 (Dingell Act). The Dingell Act requires the BLM to issue regulations to implement the Act's land allotment provisions. This proposed rule would enable certain Alaska Native Vietnam-era veterans who, because of their military service, were not able to apply for an allotment during the late 1960s and early 1970s to do so now.

The National Park Service (NPS) is seeking nominations for individuals willing to represent subsistence users on the following Subsistence Resource Commissions (SRC): The Aniakchak National Monument SRC, the Cape Krusenstern National Monument SRC, the Denali National Park SRC, the Gates of the Arctic National Park SRC, the Lake Clark National Park SRC, the Kobuk Valley National Park SRC, and the Wrangell-St. Elias National Park SRC.

The U.S. Army Corps of Engineers, Nashville District (USACE), has corrected an inventory of human remains and associated funerary objects, published in a Notice of Inventory Completion in the Federal Register on July 19, 2017. This notice corrects the number of associated funerary objects.

We, the U.S. Fish and Wildlife Service, published a document in the April 30, 2020, Federal Register that provided a list of permits issued under the Endangered Species Act. We inadvertently made unsubstantive errors, which we correct via this notice.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Northeastern States District, Milwaukee, Wisconsin, intends to prepare an Environmental Impact Statement (EIS) to analyze the potential impacts of issuing a proposed new preference right lease (MNES 57965) and approving a Mine Plan of Operation in the Superior National Forest in Lake and St. Louis Counties, Minnesota. The approval of a Mine Plan of Operation allows the lessee to access, and once other necessary permits are obtained, to mine federal minerals. The BLM will conduct a public scoping process, including public meetings. During this time, the public will be invited to submit comments.
