The preparation of an Environmental Impact Statement (EIS) for Spring Creek Coal Mine is no longer necessary and the process is hereby terminated.

We, the U.S. Fish and Wildlife Service (Service), invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA) and foreign or native species for which the Service has jurisdiction under the Marine Mammal Protection Act (MMPA). With some exceptions, the ESA and the MMPA prohibit activities with listed species unless Federal authorization is issued that allows such activities. The ESA and MMPA also require that we invite public comment before issuing permits for any activity otherwise prohibited by the ESA or MMPA with respect to any endangered species or marine mammals.

The Bureau of Reclamation (Reclamation) is terminating preparation of an Environmental Impact Statement (EIS) for the Navajo Generating Station-Kayenta Mine Complex (NGS-KMC). The proposed action was modified in 2017, and Reclamation determined that an Environmental Assessment (EA) rather than an EIS was the appropriate level of environmental documentation for the modified proposed action. An EA was prepared on an Extension Lease by Reclamation and the Bureau of Indian Affairs (BIA)-Navajo Region as joint lead agencies. Signed Findings of No Signficiant Impact (FONSI) were announced to the public on November 30, 2017.

We, the U.S. Fish and Wildlife Service (Service), received an application for an enhancement of survival permit (permit) pursuant to the Endangered Species Act of 1973, as amended (ESA). If granted, the requested permit would authorize the applicant's take of the fisher, incidental to otherwise lawful activities should the species become federally listed under the ESA. The application is associated with a template candidate conservation agreement with assurances (CCAA) developed by the Service for the conservation of the fisher. The conservation measures in the CCAA are intended to provide a net conservation benefit to the fisher. We have also prepared a draft environmental action statement that the permit decision may be eligible for categorical exclusion under the National Environmental Policy Act. We provide this notice to open a public comment period and invite comments from all interested parties regarding the documents.

The Bureau of Land Management (BLM) proposes to convey an approximately 80-acre parcel of public lands located in Cache County, Utah, to the City of Hyde Park, pursuant to Section 1013 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019.

If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

We, the Fish and Wildlife Service (Service), announce receipt of an application from Asma & Asma (applicant) for an incidental take permit (ITP) under the Endangered Species Act. The applicant requests the ITP to take the federally listed sand skink incidental to construction in Lake County, Florida. We, the U.S. Fish and Wildlife Service (Service), announce the availability of a final environmental impact statement (EIS) analyzing the impacts of issuance of two incidental take permits (ITPs) under the Endangered Species Act for implementation of the Upper Santa Ana River Wash Habitat Conservation Plan (HCP). Our proposed decision is to issue 30-year ITPs to the San Bernardino Valley Water Conservation District (District) and the San Bernardino County Flood Control District (SBCFCD) covering two federally listed animal species, two federally listed plant species, and one non-listed animal species. The HCP covers activities for water conservation, aggregate mining, recreation, flood control, and other public services in San Bernardino County, California. The final EIS is a joint Environmental Impact Statement/ Supplemental Environmental Impact Report (EIS/SEIR). The final SEIR portion of the joint document was prepared by the District in compliance with the California Environmental Quality Act.

The plats of survey of lands described in this notice are scheduled to be officially filed in the Bureau of Land Management (BLM), Alaska State Office, Anchorage, Alaska. This survey was executed at the request of Sealaska, Corporation and is necessary for the management of these lands.
