The plats of survey of lands described in this notice are scheduled to be officially filed in the Bureau of Land Management (BLM), California State Office, Sacramento, California, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U. S. Fish and Wildlife Service, U. S. Forest Service and the Bureau of Land Management, are necessary for the management of these lands.

We, the U.S. Fish and Wildlife Service (Service), invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA) and foreign or native species for which the Service has jurisdiction under the Marine Mammal Protection Act (MMPA). With some exceptions, the ESA and the MMPA prohibit activities with listed species unless Federal authorization is issued that allows such activities. The ESA and MMPA also require that we invite public comment before issuing permits for any activity otherwise prohibited by the ESA or MMPA with respect to any endangered species or marine mammals.

We, the U.S. Fish and Wildlife Service, received an application for a permit to conduct activities intended to enhance the propagation or survival of endangered or threatened species under the Endangered Species Act. We invite the public and local, State, Tribal, and Federal agencies to comment on this application. Before issuing the requested permit, we will take into consideration any information that we receive during the public comment period.

The National Park Service (NPS) is hereby giving notice that the Aniakchak National Monument Subsistence Resource Commission (SRC), will hold a public meeting to develop and continue work on NPS subsistence program recommendations, and other related regulatory proposals.

In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) intends to prepare an Environmental Impact Statement (EIS) to analyze potential Resource Management Plan (RMP) amendments for BLM Wyoming's Cody, Worland, Buffalo, Casper, Lander, Pinedale, Kemmerer, Rawlins and Rock Springs field offices. The proposed amendments would designate pipeline corridors as part of the Wyoming Pipeline Corridor Initiative (WPCI) proposed by the State of Wyoming. By this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues.

The National Park Service is soliciting comments on the significance of properties nominated before October 26, 2019, for listing or related actions in the National Register of Historic Places.

In accordance with the Oil Pollution Act of 1990 (OPA), the National Environmental Policy Act of 1969 (NEPA), the Final Programmatic Damage Assessment Restoration Plan and Final Programmatic Environmental Impact Statement (Final PDARP/PEIS), and the Consent Decree, the Federal and State natural resource trustee agencies for the Louisiana Trustee Implementation Group (LA TIG) have prepared the Louisiana Trustee Implementation Group Draft Restoration Plan/ Environmental Assessment #1.3:Rabbit Island Restoration and Shoreline Protection at Jean Lafitte Historical National Park and Preserve (Phase 2 RP/EA #1.3). The Phase 2 RP/EA #1.3 proposes construction activities to help restore injured resources under two restoration types identified in the Final PDARP/PEIS:

We, the U.S. Fish and Wildlife Service (Service), propose additions to the November 28, 2018, proposed rule to update the List of Migratory Birds protected by the Migratory Bird Treaty Act (MBTA). The proposed revisions in this document consist of further updates to taxonomy and distribution published in 2019. The net increase of 8 additional species (10 added and 2 removed) to the November 28, 2018, proposed rule would bring the total number of species protected by the MBTA to 1,093. We request public comments on the revisions described in this document, as well as on our November 28, 2018, proposed rule. If you previously submitted comments on our November 28, 2018, proposed rule, please do not resubmit them, as we will fully consider those comments when preparing our final rule.

On May 9, 2019, the State of Utah and Washington County (Applicants) filed an application with the Bureau of Land Management (BLM) for a Recordable Disclaimer of Interest (RDI) from the United States in a public highway right-of-way identified by BLM Serial Number UTU-94260 for Manganese Road in Washington County, Utah. An RDI, if issued, would disclaim the United States' interest in this public highway right-of-way. This Notice is to notify the public of the pending application and the Applicants' grounds supporting it. Specific details of the application are provided in the SUPPLEMENTARY INFORMATION section.

The University of Tennessee, Department of Anthropology (UTK) and the U.S. Army Corps of Engineers, Omaha District (Omaha District) have completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and have determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian Tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to UTK and Omaha District. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Robert S. Peabody Institute of Archaeology (formerly the Robert S. Peabody Museum of Archaeology) has corrected an inventory of associated funerary objects, published in a Notice of Inventory Completion in the Federal Register on September 22, 2017 and amended in a Notice of Inventory Completion Correction published in the Federal Register on January 30, 2018. This notice further corrects the number of associated funerary objects. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these associated funerary objects should submit a written request to the Robert S. Peabody Institute of Archaeology. If no additional requestors come forward, transfer of control of the associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Arkansas Archeological Survey has corrected an inventory of human remains published in a Notice of Inventory Completion in the Federal Register on February 24, 2017. This notice corrects the minimum number of individuals. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the Arkansas Archeological Survey. If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Assistant SecretaryIndian Affairs made a final agency determination to acquire 13.3 acres, more or less, of land in trust for the Agua Caliente Band of Cahuilla Indians of the Agua Caliente Indian Reservation, California, for gaming and other purposes on October 7, 2019.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, the Bureau of Land Management (BLM), Idaho Falls District, and the U.S. Department of Agriculture, Forest Service (USFS) Caribou-Targhee National Forest (CTNF), have prepared a Final Environmental Impact Statement (EIS) for the proposed Dairy Syncline Mine Project (Project) and by this notice are announcing its availability. This notice also announces the availability of the associated Proposed Resource Management Plan (RMP) Amendment for the 2012 BLM Pocatello Resource Management Plan, in accordance with the Federal Land Policy and Management Act of 1976, as amended.

In accordance with the Paperwork Reduction Act of 1995, we, the U.S. Fish and Wildlife Service (Service, we), are proposing to reinstate a previously approved information collection with revisions.

Notice is hereby given, that the National Indian Gaming Commission has adopted its annual fee rates of 0.00% for tier 1 and 0.062% (.00062) for tier 2, which remain the same as current fee rates. The tier 2 annual fee rate maintains the lowest fee rate of the last nine years. These rates shall apply to all assessable gross revenues from each gaming operation under the jurisdiction of the Commission. If a tribe has a certificate of self-regulation, the fee rate on Class II revenues shall be 0.031% (.00031) which is one-half of the annual fee rate. The National Indian Gaming Commission has also adopted its fingerprint processing fee of $22 per card effective November 1, 2019. These new fee represent a $4 increase from the current fingerprint processing fee of $18 per card which have been in effect since 10/1/ 2016. The increase for this year's fingerprint fee is a result of bolstering information security systems and additional measures necessary to ensure compliance with Federal Bureau of Investigation requirements. The annual fee rates and fingerprint fee being adopted here are effective November 1, 2019, and will remain in effect until the Commission adopts new rates and fee.

The Bureau of Land Management (BLM) has examined certain public lands in Pershing County, Nevada, and has found them suitable for classification for conveyance to Pershing County under the provisions of the R&PP Act, as amended, Section 7 of the Taylor Grazing Act, and Executive Order No. 6910. The lands consist of 10 acres, must conform to the official plat of survey, and are legally described below. Pershing County proposes to continue use of the land as a cemetery, and to maintain, preserve, and improve the cemetery.

We, the U.S. Fish and Wildlife Service, announce a public meeting of the Hunting and Shooting Sports Conservation Council (Council), in accordance with the Federal Advisory Committee Act. The Council's purpose is to provide recommendations to the Federal Government, through the Secretary of the Interior and the Secretary of Agriculture, regarding policies and endeavors that benefit wildlife resources; encourage partnership among the public; sporting conservation organizations; and Federal, State, tribal, and territorial governments; and benefit recreational hunting and recreational shooting sports. The meeting is open to the public.

In accordance with the Mineral Leasing Act of 1920 as amended, COG Operating LLC., Keohane, Inc., CD Ray, Marathon Oil Permian LLC., JTD Resources LLC, and Chevron USA Inc., timely filed a petition for reinstatement of competitive oil and gas leases NMNM 119270, NMNM 010192, NMNM 116002 in Eddy County, New Mexico, and NMNM 126064, NMNM 130871, NMNM 130872, NMNM 130873, NMNM 121491 in Lea County, New Mexico. The lessees paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate these leases.

The Bureau of Land Management (BLM) Alaska State Office will hold an oil and gas lease sale bid opening for 350 tracts in the National Petroleum Reserve in Alaska (NPR-A).
