On Tuesday, December 18, 2018, the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, published a Notice of Filing of Plats of Survey in the Federal Register (83 FR 64870) to inform the public of the acceptance of the supplemental plat of section 25 in Township 37 North, Range 3 East, New Mexico Principal Meridian, Colorado. Due to the partial government shutdown, the plat was unable to be officially filed on January 17, 2019, in the BLM Colorado State Office, as stated in the Federal Register. Therefore, the plat was officially filed on January 30, 2019.

The Bureau of Ocean Energy Management (BOEM), as the National Environmental Policy Act (NEPA) Federal lead agency, has rescheduled the public hearings and reopened the public comment period for the Draft Environmental Impact Statement (EIS) for the Construction and Operation Plan (COP) submitted by Vineyard Wind LLC (Vineyard Wind).

The George Fox University, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of sacred objects and objects of cultural patrimony. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the State Center Community College DistrictFresno City College. Princeton University has completed an inventory of human remains, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian Tribes or Native Hawaiian organizations. Representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to Princeton University. If no additional requestors come forward, transfer of control of the human remains to the Indian Tribes or Native Hawaiian organizations stated in this notice may proceed.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of the final environmental impact statement (EIS), final habitat conservation plan (HCP), and associated documents for the R- Project transmission line in north-central Nebraska. The Nebraska Public Power District (NPPD) applied for an incidental take permit for take of the American burying beetle (Nicrophorus americanus), which is listed as endangered under the Endangered Species Act of 1973 (ESA), as amended. The permit would authorize take likely to result from the construction, operation, and maintenance of the transmission line. The HCP describes the applicant's actions and required measures to minimize, mitigate, and monitor incidental take. The final EIS analyzes the effects of authorizing the take and implementation of the HCP on the natural and human environment in accordance with the National Environmental Policy Act (NEPA).

Consistent with past practice, through this Notice, the Department of the Interior (Department) is taking the initial step of requesting input from the Governors of each of the seven Colorado River Basin States (Basin States) for their specific recommendations on prompt Departmental actions that would be appropriate to take to reduce the risks the Colorado River Basin is facing, and can be adopted prior to the August 2019 determinations of operations for Lake Powell and Lake Mead in 2020.

The Bureau of Indian Affairs (BIA), as lead agency in cooperation with the Moapa Band of Paiute Indians (Moapa Band), the Bureau of Land Management (BLM), and other agencies, intend to prepare an Environmental Impact Statement (EIS) that will evaluate a photovoltaic (PV) solar energy generation project on the Moapa River Indian Reservation and a transmission line located on Tribal lands, Federal lands administered and managed by BLM, and land owned by NV Energy in Clark County, Nevada. This notice announces the beginning of the scoping process to solicit public comments and identify potential issues related to the EIS. It also announces that two public scoping meetings will be held in Nevada to identify potential issues, alternatives, and mitigation to be considered in the EIS.

The San Diego Museum of Man, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of unassociated funerary objects and sacred objects. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to claim these cultural items should submit a written request to the San Diego Museum of Man. If no additional claimants come forward, transfer of control of the cultural items to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The plats of survey of lands described in this notice are scheduled to be officially filed in the Bureau of Land Management (BLM), Alaska State Office, Anchorage, Alaska. The surveys, which were executed at the request of the BLM, are necessary for the management of these lands.
