The National Park Service is seeking public comments on three potential national monument designations: The Medgar and Myrlie Evers Home, Mississippi; Mill Springs Battlefield, Kentucky; and Camp Nelson, Kentucky.

In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a draft Environmental Impact Statement (EIS), and, in collaboration with Riverside County, a draft Environmental Impact Report (EIR) for the Desert Quartzite Solar Project (DQSP). A draft Land Use Plan Amendment to the California Desert Conservation Area Plan (CDCA) is also included. This notice announces the opening of the public comment period, following the date the Environmental Protection Agency (EPA) publishes its Notice of Availability (NOA) in the Federal Register.

In accordance with the Paperwork Reduction Act of 1995, the U.S. Geological Survey (USGS) is proposing to renew an information collection.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, (FLPMA), the Bureau of Land Management (BLM) Bakersfield Field Office, Bakersfield, California, intends to prepare a supplemental Environmental Impact Statement (EIS) and a potential Resource Management Plan (RMP) amendment for the Bakersfield Field Office Resource Management Plan. The supplemental EIS will analyze the impacts of hydraulic fracturing technology on BLM-administered public land and mineral estate in the Bakersfield Field Office Planning Area exclusive of the California Coastal National Monument and the Carrizo Plain National Monument. This effort is in response to a settlement agreement in case No. 2:15-cv-04378-MWF/JEM, filed with, and approved by, the U.S. District Court for the Central District of California on May 3, 2017. This notice announces the beginning of the scoping process to solicit public comments and identify issues.

The Albuquerque Museum has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian Tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Albuquerque Museum. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The New York University (NYU) College of Dentistry has completed an inventory of human remains, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian Tribes or Native Hawaiian organizations. Representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the NYU College of Dentistry. If no additional requestors come forward, transfer of control of the human remains to the Indian Tribes or Native Hawaiian organizations stated in this notice may proceed.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) is proposing to renew an information collection.

The Bureau of Land Management (BLM) intends to dispose of the reversionary interest held by the United States in a 140-acre parcel of public land in Las Vegas, Nevada, pursuant to Section 203 of the Federal Land Policy and Management Act of October 21, 1976 (FLPMA), as amended, for a non-competitive direct sale to the Black Mountain Golf and Country Club (BMGCC). The BLM has found this parcel suitable for disposal under the authority of Section 202 of FLPMA.

We, the U.S. Fish and Wildlife Service (Service), are initiating 5-year status reviews of 42 species under the Endangered Species Act of 1973, as amended. A 5-year review is an assessment of the best scientific and commercial data available at the time of the review. We are requesting submission of information that has become available since the last reviews of these species.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS) for the Carlsbad Field Office, and by this Notice is announcing the opening of the comment period.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.

The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Notice to conduct an auction and sale from the Federal Helium Program, administered by the BLM New Mexico, Amarillo Field Office. The Helium Stewardship Act of 2013 (HSA) requires the BLM to conduct an annual auction and sale of crude helium. Accordingly, the BLM will once again use the auction and sale process established in the Federal Register dated June 20, 2017, for a previous sale.

This notice informs the public that the Principal Deputy Assistant SecretaryIndian Affairs proclaimed approximately 520 acres, more or less, an addition to the reservation of the Rincon Band of Luiseno Mission Indians of the Rincon Reservation, California on July 9, 2018.

The Bureau of Land Management (BLM) is processing an application under the Federal Land Policy and Management Act (FLPMA) of October 21, 1976, to convey the federally owned mineral interests in 591.21 acres of land located in Pima County, Arizona, to the surface owner, Waste Management of Arizona, Inc. Publication of this notice temporarily segregates the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application.
