In accordance with the Federal Land Policy and Management Act of 1976, the Federal Advisory Committee Act of 1972, and the Federal Lands Recreation Enhancement Act of 2004, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Northwest Oregon Resource Advisory Council (RAC) will meet as indicated below.

We, the U.S. Fish and Wildlife Service (Service), determine endangered species status under the Endangered Species Act of 1973 (Act), as amended, for the Texas hornshell (Popenaias popeii), a freshwater mussel species from New Mexico, Texas, and Mexico. The effect of this regulation will be to add this species to the List of Endangered and Threatened Wildlife.

In accordance with the Paperwork Reduction Act of 1995, we, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are proposing to renew an information collection for requirements for certification and noncoal reclamation.

The Bureau of Indian Affairs (BIA) will host three Tribal consultation sessions on the development of the Indian Trust Asset Management Demonstration Project authorized by the Indian Trust Asset Management Reform Act (ITARA), Public Law 114-178.

In accordance with the Mineral Leasing Act of 1920, Cimarex Energy Company timely filed a petition for reinstatement of competitive oil and gas lease NMNM 11949, Eddy County, New Mexico. The lessee paid the required rentals accruing from July 1, 2014, the date of termination. No leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate this lease.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Office of Natural Resources Revenue (ONRR), is proposing to renew an information collection with revisions under 30 CFR part 1218.

This rule prescribes special migratory bird hunting regulations for certain Tribes on Federal Indian reservations, off- reservation trust lands, and ceded lands. This rule responds to tribal requests for U.S. Fish and Wildlife Service (hereinafter Service or we) recognition of their authority to regulate hunting under established guidelines. This rule allows the establishment of season bag limits and, thus, harvest at levels compatible with populations and habitat conditions.

The North American Wetlands Conservation Council will meet via teleconference to select U.S. small grant proposals for reporting to the Migratory Bird Conservation Commission under the North American Wetlands Conservation Act. This teleconference is open to the public, and interested persons may present oral or written statements.

On September 14, 2016, the Bureau of Land Management (BLM) issued the Record of Decision (ROD) for the Desert Renewable Energy Conservation Plan Land Use Plan Amendment (DRECP), which amended the California Desert Conservation Area (CDCA) Plan, Bishop Resource Management Plan (RMP), and the Bakersfield RMP in the Mojave and Colorado/Sonoran Desert regions of southern California. On March 28, 2017, the President issued Executive Order 13783, ``Promoting Energy Independence and Economic Growth,'' which directs all Federal agencies to review all actions that could ``potentially burden the development or use of domestically produced energy resources.'' To facilitate the BLM's review of the DRECP, including potential burdens on domestic renewable energy production in California, the BLM, by this notice, is announcing the beginning of the scoping process to solicit public comments and identify issues.

Under the Endangered Species Act of 1973, as amended (ESA), we, the Fish and Wildlife Service (Service), announce the receipt and availability of a proposed habitat conservation plan and environmental assessment related to an application for a permit associated with relocation of a 1.3-mile segment of Dude Ranch Road (project) located in Polk County, Florida. If issued, the permit would authorize take of the threatened sand skink and blue-tailed mole skink incidental to project construction. We invite the public to comment on these documents.
