The National Park Service is soliciting comments on the significance of properties nominated before September 2, 2017, for listing or related actions in the National Register of Historic Places.

We, the U.S. Fish and Wildlife Service (Service), intend to prepare a joint environmental impact statement (EIS) with the Bureau of Land Management (BLM). We are a cooperating agency with the BLM on the development of this EIS. The BLM will be analyzing potential impacts of their decision regarding Hycroft Resource and Development Incorporated's (Hycroft/applicant) proposed expansion as described in BLM's notice of intent published in December 2014. This EIS will also analyze impacts associated with the Service's eagle take permit decisions. The Service will evaluate the applicant's Eagle Conservation Plan (ECP), which describes their request to remove inactive golden eagle nests and their request for incidental take authorization for impacts resulting from removing eagle nests, mining operations, and expansion of the existing facility. We are considering the applicant's request, as allowed under the Bald and Golden Eagle Protection Act (Eagle Act), for nest removal for the purpose of resource development and recovery operations and incidental take. The BLM has already conducted public scoping regarding the proposed expansion of the Hycroft mine.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Steens Mountain Advisory Council's (SMAC) Public Land Access subcommittee will meet as indicated below.

In accordance with the Federal Land Policy and Management Act (FLPMA), the Federal Lands Recreation Enhancement Act, and the Federal Advisory Committee Act, the U.S. Department of the Interior, Bureau of Land Management (BLM) Mojave-Southern Great Basin Resource Advisory Council (RAC) and its Planning and Recreation Subcommittees will meet as indicated below.

The plats of survey of the following described lands were officially filed in the Bureau of Land Management (BLM), Arizona State Office, Phoenix, Arizona, on the dates indicated. Surveys announced in this notice are necessary for the management of lands administered by the agencies indicated.

We, the U.S. Fish and Wildlife Service (Service), list the Sonoyta mud turtle (Kinosternon sonoriense longifemorale), a turtle from Arizona in the United States and Sonora in Mexico, as an endangered species under the Endangered Species Act of 1973 (Act), as amended. This rule adds the Sonoyta mud turtle to the Federal List of Endangered and Threatened Wildlife and extends the Act's protections to this subspecies.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered and threatened species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

The National Park Service is soliciting comments on the significance of properties nominated before August 26, 2017, for listing or related actions in the National Register of Historic Places.

The Governor of Connecticut has requested that the Secretary of the Interior add a 41-mile segment of the Housatonic River to the National Wild and Scenic Rivers System. The National Park Service will conduct an evaluation of the Governor's request and make a recommendation to the Secretary about whether to include the proposed segments in the System after public and agency comment on the evaluation.

We (U.S. Geological Survey) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act of 1995 (PRA), and as a part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. As a Federal agency, we may not conduct or sponsor and you are not required to respond to, a collection of information unless it displays a currently valid OMB control number.

In accordance with the National Historic Preservation Act of 1966, the National Park Service is publishing New York (NY) and New Jersey (NJ) State Historic Preservation Officers' (SHPOs) comments to the National Park Service Federal Preservation Officer (FPO) as well as responses to SHPOs' comments by the Keeper of the National Register (Keeper) prior to including the property in the National Register (NR).

The U.S. Department of the Interior is announcing its intent to establish the Bureau of Indian Education (BIE) Standards, Assessments, and Accountability System Negotiated Rulemaking Committee (Committee) to advise the Secretary of the Interior (Secretary) through the BIE on a proposed rule to revise the Adequate Yearly Progress regulation and invite Tribes whose students attend BIE-funded schools operated by either the BIE or by the Tribe through a contract or grant who would be affected by the final rule to nominate a representative for membership on the Committee. The BIE also invites nominations for Committee members who will adequately represent the interests that are likely to be significantly affected by the proposed rule such as: Students enrolled, or parents of students enrolled at the 174 BIE- funded schools, school teachers and administrators, Tribes, and Indian communities served by these schools. The BIE also solicits comments on the proposal to establish the Committee.

In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Land Management (BLM), are proposing renew an information collection with revisions.

In December 2008, the U.S. Fish and Wildlife Service completed an environmental assessment (EA) on the take of peregrine falcons for use in falconry. In 2009 and 2010, we published notices in the Federal Register describing the take limits and geographic allocation of take for first-year fall-migrant (passage) peregrine falcons consistent with the selected alternative in that EA. The overall take limits have remained constant since 2009. This notice is to inform the public that, at the request of the Atlantic, Mississippi and Central Flyway Councils, we have reviewed recent data and are revising the take limits for passage peregrine falcons beginning in the fall of 2017.

The National Park Service (NPS) announces the availability of the Final Environmental Impact Statement (Final EIS) for the proposed Vista Grande Drainage Basin Project (Project), prepared in cooperation with the City of Daly City (Daly City). The Final EIS incorporates the Final Environmental Impact Report (EIR) prepared by Daly City. Daly City is seeking a Special Use Permit from the NPS for construction activities proposed at Fort Funston, a possible Right of Way approval for outfall-related infrastructure on the beach below Fort Funston, and modernization of an existing easement to clarify the rights and obligations of the parties with regard to proposed structures within Fort Funston.

We, the U.S. Fish and Wildlife Service (Service), have issued the following permits to conduct certain activities with endangered species, marine mammals, or both. We issue these permits under the Endangered Species Act (ESA).

We, the U.S. Fish and Wildlife Service, have received an application from the San Lorenzo Valley Water District for a 20-year incidental take permit under the Endangered Species Act of 1973, as amended (Act). The application addresses the potential for ``take'' of the federally endangered Mount Hermon June beetle and Zayante band- winged grasshopper that is likely to occur incidental to the replacement of a water storage tank and infrastructure at the existing water storage tank site in Felton, Santa Cruz County, California. We invite comments from the public on the application package, which includes a low-effect habitat conservation plan.

In accordance with the Paperwork Reduction Act of 1995, we, the U.S. Fish and Wildlife Service (Service) are proposing to renew an information collection with revisions.

We, the U.S. Fish and Wildlife Service, are making a technical correction to remove the endangered Tonkin snub-nosed monkey (Rhinopithecus avunculus) from certain regulations that apply to certain threatened primates. These regulations apply only to threatened species, and Tonkin snub-nosed monkeys were reclassified as an endangered species in 1990. Therefore, the provisions of the regulations for threatened primates do not apply to this species. We are correcting this error in the Code of Federal Regulations.

On July 17, 2017, the Bureau of Indian Affairs (BIA) approved the Osage Nation (Nation) leasing regulations under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). With this approval, the Nation is authorized to enter into business site leases without further BIA approval.

Under the Endangered Species Act, as amended (ESA), we, the U.S. Fish and Wildlife Service, invite the public to comment on federally listed American burying beetle incidental take permit applications. The applicants anticipate American burying beetle take as a result of impacts to habitat the species uses for breeding, feeding, and sheltering in Oklahoma. The take would be incidental to the applicants' activities associated with oil and gas well field and pipeline infrastructure (gathering, transmission, and distribution), including geophysical exploration (seismic), construction, maintenance, operation, repair, decommissioning, and reclamation. If approved, the permits would be issued under the approved American Burying Beetle Amended Oil and Gas Industry Conservation Plan (ICP) Endangered Species Act Section 10(a)(1)(B) Permit Issuance in Oklahoma.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Boise District Resource Advisory Council (RAC) will meet as indicated below.

The Tennessee Valley Authority (TVA) has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate federally recognized Indian Tribes, and has determined that a cultural affiliation between the human remains and associated funerary objects and present- day federally recognized Indian Tribes can reasonably be traced. Lineal descendants or representatives of any federally recognized Indian Tribe not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to TVA. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the federally recognized Indian Tribes stated in this notice may proceed.

The U.S. Fish and Wildlife Service, Alaska Region, (Alaska Region USFWS), has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and present- day Indian Tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization, including Alaska Native Tribes, not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Alaska Region USFWS. If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Department of the Interior, Bureau of Indian Affairs, and Arizona State Museum, University of Arizona, have corrected an inventory of human remains and associated funerary objects, originally published in a Notice of Inventory Completion in the Federal Register on February 27, 2012, and subsequently published in a corrected Notice of Inventory Completion in the Federal Register on November 17, 2014. This notice corrects the minimum number of individuals and number of associated funerary objects. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Bureau of Indian Affairs. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.
