In accordance with Section 102(2)(C) of the National Environmental Policy Act (NEPA) 42 U.S.C. 4321 et seq., the NIGC, in cooperation with the Jamul Indian Village has prepared a Final Supplemental Environmental Impact Statement (Final SEIS) for the proposed Gaming Management Agreement (GMA) between the Jamul Indian Village (JIV) and San Diego Gaming Ventures (SDGV). If approved, the GMA would allow SDGV to assume responsibility for operation and management of the JIV Gaming Facility located in San Diego County, California. The Final SEIS addresses the effects of GMA approval and the No Action Alternative, which assumes no GMA, is approved. The SEIS also updates the environmental baseline given the time that has passed and the changes that have been made to the scope of the Proposed Action, which was originally addressed in the 2003 Final EIS.

The U.S. Fish and Wildlife Service (Service or we) is revising our civil procedure regulations. The regulations provide uniform rules and procedures for the assessment of civil penalties resulting from violations of certain laws and regulations enforced by the Service. We are issuing this interim rule, in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (Inflation Adjustment Act) and Office of Management and Budget (OMB) guidance, to adjust for inflation in the statutory civil monetary penalties that may be assessed for violations of Service-administered statutes and their implementing regulations. We are required to adjust civil monetary penalties as necessary for inflation according to a formula specified in the Inflation Adjustment Act. This interim rule also revises the authority citation of part 11, updates the scope of the regulations, and corrects the address for the Departmental Cases Hearings Division, Office of Hearings and Appeals, U.S. Department of the Interior.

The United States Department of Agriculture, Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting the Secretary of the Interior to withdraw approximately 107.02 acres of National Forest System land from the mining laws to protect the Dump Creek Diversion Ditch within the Salmon National Forest in Idaho. This notice temporarily segregates the land for up to 2 years from the United States mining laws while the application is being processed. This notice also gives an opportunity for the public to comment on the application and to request a public meeting.

With this Call for Information and Nominations (Call), BOEM invites the submission of information and nominations from parties interested in obtaining one or more commercial wind energy leases that would allow lessees to propose the construction of wind energy projects on the Outer Continental Shelf (OCS) \1\ offshore the island of Oahu, Hawaii. In general, the OCS is defined as 3200 nautical miles from shore. Although this announcement is not itself a leasing announcement, the area described herein as the ``Oahu Call Area,'' or portions thereof, may be made available for future leasing. BOEM will use responses to this Call to gauge specific interest in acquiring commercial wind leases in some or all of the Oahu Call Area, as required by 43 U.S.C. 1337(p)(3).

BOEM is announcing its intent to prepare an Environmental Assessment (EA) of potential commercial wind leasing and site assessment activities on the OCS offshore the island of Oahu, Hawaii. The EA will address environmental impacts and socioeconomic effects related to the proposed action, issuance of one or more commercial wind energy leases and approval of site assessment activities on those leases. This notice serves to announce the beginning of the formal scoping process. Scoping will help identify reasonable alternatives to the proposed action, focus the analysis in the EA on potentially significant issues, and eliminate those issues that are determined to be insignificant or considered irrelevant to the analysis. BOEM will also use the scoping process to seek public comment on the full range of potential environmental impacts, including input relevant to the National Historic Preservation Act (NHPA). The United States, as a Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), will attend the seventeenth regular meeting of the Conference of the Parties to CITES (CoP17) in Johannesburg, South Africa, September 24 to October 5, 2016. Currently, the United States is developing its negotiating positions on proposed resolutions, decisions, and amendments to the CITES Appendices (species proposals), as well as other agenda items that have been submitted by other Parties, the permanent CITES committees, and the CITES Secretariat for consideration at CoP17. With this notice we announce the provisional agenda for CoP17, solicit your comments on the items on the provisional agenda, and announce a public meeting to discuss the items on the provisional agenda.
Public Meetings of the Invasive Species Advisory Committee

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee (ISAC). Comprised of 26 nonfederal invasive species experts and stakeholders from across the nation, the purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. Purpose of Meeting: To convene the full ISAC and to provide expert input and recommendations to NISC federal agencies and their partners on invasive species matters of national importance. While in session, ISAC will: (1) Consider adoption of the white paper entitled, Addressing the Needs of Classical Biocontrol Programs, as proposed by ISAC's Subcommittee on Control and Management; (2) receive update of progress in Federal agency implementation of prior recommendations from ISAC as well as new Federal initiatives as outlined in the National Invasive Species Council Management Plan; and, (3) commence work on NISC priority initiatives through subcommittees (task teams) focused on: (a) Strengthening Federal/State coordination; (b) strengthening Federal/Tribal coordination; (c) identifying risks and opportunities for the application of gene editing as a means of eradication or controlling invasive species; (d) assessing implications of and needs to regulate invasive species that impact infrastructure; and, (e) assessing implications of and needs to regulate invasive species that impact wildlife health. We, the U.S. Fish and Wildlife Service (Service), have received an application from Renee and Kurt Mammen for a 10-year incidental take permit (ITP) under the Endangered Species Act of 1973, as amended. The application addresses the potential for ``take'' of the federally endangered Morro shoulderband snail likely to result incidental to the construction and maintenance of a single-family residence on an existing legal parcel, associated infrastructure, and use of an existing access road in the unincorporated community of Los Osos, San Luis Obispo County, California. We invite comments from the public on the application package, which includes a draft low-effect habitat conservation plan (HCP) and draft low-effect screening form and environmental action statement, which constitutes our proposed National Environmental Policy Act (NEPA) compliance.
