We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

The boundary of Yosemite National Park is modified to include 400 acres of land located in Tuolumne County, California, immediately adjoining the current park boundary. Subsequent to the proposed boundary revision, the National Park Service (NPS) will acquire the land by donation from The Trust for Public Land, a nonprofit conservation organization.

We (National Park Service, NPS) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act of 1995 and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

The National Park Service is soliciting comments on the significance of properties nominated before December 19, 2015, for listing or related actions in the National Register of Historic Places.

The Bureau of Land Management (BLM) has examined and found suitable for classification and lease to the City of Port Angeles under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 16.91 acres of public land in Clallam County, Washington, more commonly known as Ediz Hook. The City of Port Angeles proposes to use the area for public recreation and other public purposes.

The Department of the Interior is issuing public notice of its intent to delete the Office of the Special Trustee for American Indians Privacy Act system of records, ``Accounting Reconciliation Tool (ART) Interior, OS-11,'' from its existing inventory.

On January 4, 2016, the Bureau of Indian Affairs (BIA) approved the Ohkay Owingeh leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business; residential; agricultural wind and solar resource; public; religious; educational; cultural; and other authorized purposes.

The U.S. Fish and Wildlife Service is amending its regulations under the Lacey Act to add all species of salamanders from 20 genera, of which there are 201 species, to the list of injurious amphibians. With this interim rule, both importation into the United States and interstate transportation between States, the District of Columbia, the Commonwealth of Puerto Rico, or any territory or possession of the United States of any live or dead specimen, including parts, of these 20 genera of salamanders are prohibited, except by permit for zoological, educational, medical, or scientific purposes (in accordance with permit conditions) or by Federal agencies without a permit solely for their own use. This action is necessary to protect the interests of wildlife and wildlife resources from the introduction, establishment, and spread of the chytrid fungus Batrachochytrium salamandrivorans into ecosystems of the United States. The fungus affects salamanders, with lethal effects on many species, and is not yet known to be found in the United States. Because of the devastating effect that we expect the fungus will have on native U.S. salamanders if introduced and, therefore, the need to act immediately to prevent the disease from being introduced into the United States, the Service is publishing this interim rule.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Oregon State Office, Portland, Oregon, 30 days from the date of this publication.

The best available scientific and commercial data indicate that Frankenia johnstonii (Johnston's frankenia) has recovered. Therefore, under the authority of the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service (Service), remove (delist) the Johnston's frankenia from the Federal List of Endangered and Threatened Plants. This determination is based on a thorough review of all available information, which indicates that the threats to this species have been eliminated or reduced to the point that the species has recovered and no longer meets the definition of threatened or endangered under the Act. We also announce the availability of the final post-delisting monitoring plan for Johnston's frankenia.

This notice publishes the Stillaguamish Tribe of Indians Liquor Control Ordinance. The ordinance allows the Tribe to manufacture beer, and allows for the sale, distribution, and tribal taxation of beer within the jurisdiction of the Stillaguamish Tribe of Indians. This Ordinance repeals and replaces the previous liquor control ordinance published in the Federal Register on June 12, 2012 (77 FR 34982).

The purpose of this notice is to inform the public and interested State and local government officials of the filing of Plats of Survey in Nevada.

This notice informs the public that the Assistant Secretary Indian Affairs proclaimed approximately 321.34 acres, more or less, as the initial reservation of the Mashpee Wampanoag Tribe on December 30, 2015.

We, the U.S. Fish and Wildlife Service (USFWS), published a proposed rule elsewhere in today's Federal Register to amend our regulations for National Wildlife Refuges (refuges) in Alaska. The public comment period on the proposed rule closes on the date specified in that document. This supplementary document contains the dates, times, and locations for the upcoming open houses and public hearings on the proposed rule.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of the final comprehensive conservation plan (CCP) and record of decision (ROD) for Chincoteague National Wildlife Refuge (NWR) and Wallops Island NWR. We prepared this ROD pursuant to the National Environmental Policy Act of 1969 (NEPA) and its implementing regulations. The Service is furnishing this notice to advise the public and other agencies of our decision and of the availability of the ROD.

The Secretary of the Interior intends to renew the National Park System Advisory Board, in accordance with section 14(b) of the Federal Advisory Committee Act. This action is necessary and in the public interest in connection with the performance of statutory duties imposed upon the Department of the Interior and the National Park Service.

We, the U.S. Fish and Wildlife Service (Service), propose to reclassify the West Indian manatee from endangered to threatened under the Endangered Species Act of 1973, as amended (Act) due to substantial improvements in the species' overall status since the original listing in 1967 as endangered under the Endangered Species Conservation Act of 1966. This proposed action is based on a thorough review of the best scientific and commercial data available, which indicate that the West Indian manatee no longer meets the definition of endangered under the Act. If this proposal is finalized, the West Indian manatee including its subspecies would remain protected as a threatened species under the Act. This document also constitutes our 12-month finding on the petition received to reclassify this species.

The State Historical Society of North Dakota has completed an inventory of human remains, and in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that there is no cultural affiliation between the human remains and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the State Historical Society of North Dakota. If no additional requestors come forward, transfer of control of the human remains to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.

The Tennessee Valley Authority has completed an inventory of human remains in consultation with the appropriate federally recognized Indian tribes and has determined that there is no cultural affiliation between the human remains and any present-day federally recognized Indian tribes. Representatives of any federally recognized Indian tribe not identified in this notice that wish to request transfer of control of these human remains should submit a written request to TVA. If no additional requestors come forward, transfer of control of the human remains to the federally recognized Indian tribe stated in this notice may proceed.

History Colorado has completed an inventory of human remains in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and present-day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to History Colorado. If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Department of the Interior, Bureau of Indian Affairs has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian tribes or Native Hawaiian organizations.
