BOEM invites the submission of nominations for commercial wind leases that would allow a lessee to propose the construction of a wind energy project on the Outer Continental Shelf (OCS) offshore South Carolina, and to develop the project if approved after further environmental review. Although this announcement is not itself a leasing announcement, the Call Areas described herein, or portions thereof, may be available for future leasing. BOEM will use responses to this Call for Information and Nominations (Call) to gauge specific interest in acquiring commercial wind leases in some or all of the Call Areas, as required by 43 U.S.C. 1337(p)(3). Parties wishing to submit a nomination in response to this Call should submit detailed and specific information in response to the requirements described in the section entitled, ``Required Nomination Information.'' This announcement also requests comments and information from interested and affected parties about site conditions, resources, and multiple uses in close proximity to, or within, the Call Areas that would be relevant to BOEM's review of any nominations submitted and/or to BOEM's subsequent decision to offer all or part of the Call Areas for commercial wind leasing. The information that BOEM is requesting is described in the section of this Call entitled, ``Requested Information from Interested or Affected Parties.'' This Call is published pursuant to subsection 8(p)(3) of the OCS Lands Act, 43 U.S.C. 1337(p)(3), which was added by section 388 of the Energy Policy Act of 2005 (EPAct), as well as the implementing regulations at 30 CFR part 585. The Call Areas described in this notice are located on the OCS offshore South Carolina and are delineated as Grand Strand, Cape Romain, Winyah, and Charleston. The four Call Areas include 110 whole OCS blocks and 84 partial blocks in total and comprise approximately 1,007.56 square nautical miles (nmi) (345,584 hectares). These Call Areas were established in consultation with the BOEM South Carolina Intergovernmental Renewable Energy Task Force (Task Force). A detailed description of the areas and how they were developed is described in the section of this Call entitled, ``Description of the Area.''

BOEM is announcing its intent to prepare an Environmental Assessment (EA) for potential commercial wind leasing and site assessment activities on the Atlantic OCS offshore South Carolina. The EA will address environmental and socioeconomic effects related to the proposed action, issuance of commercial wind energy leases, and approval of site assessment activities on those leases. This notice serves to announce the beginning of the formal scoping process. The scope of the EA is the range of issues, alternatives, impacts, and mitigation measures to be considered. Scoping will help identify reasonable alternatives and focus the analysis in the EA on potentially significant issues and eliminate from detailed consideration those issues that are insignificant, irrelevant, or that have not changed from previous analyses. BOEM will also use the scoping process to seek public comment and input under the National Historic Preservation Act (NHPA). The Bureau of Reclamation has made available the Final Environmental Impact Statement (EIS) on the impacts of implementing the 2008 U.S. Fish and Wildlife Service Biological Opinion and the 2009 National Marine Fisheries Service Biological Opinion, including the Reasonable and Prudent Alternatives, for the Coordinated Long-Term Operation of the Central Valley Project and State Water Project. The preferred alternative identified in the Final EIS will be to continue the operation of the Central Valley Project in coordination with the State Water Project, and implement the 2008 U.S. Fish and Wildlife Service and 2009 National Marine Fisheries Service biological opinions and reasonable and prudent alternatives stated in the No Action Alternative. The Final EIS is in response to the November 16, 2009 and March 5, 2010 rulings by the United States District Court for the Eastern District of California that the Bureau of Reclamation failed to conduct a National Environmental Policy Act review prior to accepting and implementing the Reasonable and Prudent Alternatives from the 2008 U.S. Fish and Wildlife Service and 2009 National Marine Fisheries Service Biological Opinions.

The National Marine Fisheries Service (NMFS), U.S. Army Corps of Engineers (Corps), and U.S. Environmental Protection Agency (EPA) are cooperating agencies on the DEIS/R. This notice also announces the receipt of applications for 50-year incidental take permits under the Endangered Species Act of 1973, as amended. The applicants prepared the Draft Butte Regional Conservation Plan (Draft Plan, or BRCP) pursuant to the Act and the California Natural Community Conservation Planning Act of 2002 (NCCPA). The permits are needed to authorize the incidental take of 39 covered species that could result from activities covered under the proposed Draft Plan. We also announce meetings and invite comments.

The Coastal Barrier Resources Act (CBRA) requires the Secretary of the Interior (Secretary) to review the maps of the John H. Chafee Coastal Barrier Resources System (CBRS) at least once every 5 years and make any minor and technical modifications to the boundaries of the CBRS as are necessary to reflect changes that have occurred in the size or location of any CBRS unit as a result of natural forces. The U.S. Fish and Wildlife Service (Service) has conducted this review and has prepared draft revised maps for all of the CBRS units in Alabama, all units in Florida (except for one unit that was remapped in 2014), all units in Georgia, several units in Louisiana, all units in Michigan, the only unit in Minnesota, all units in Mississippi, all units in the Great Lakes region of New York, all units in Ohio, and all units in Wisconsin. The draft maps were produced by the Service as part of a CBRS ``digital conversion'' project that is done in partnership with the Federal Emergency Management Agency (FEMA). This notice announces the findings of the Service's review and request for comments on the draft revised maps from Federal, State, and local officials.

The best available scientific and commercial data indicate that the Delmarva Peninsula fox squirrel (Sciurus niger cinereus) has recovered. Therefore, under the authority of the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service (Service), remove the Delmarva Peninsula fox squirrel (commonly called the Delmarva fox squirrel) from the Federal List of Endangered and Threatened Wildlife (List). This determination is based on a thorough review of all available information, which indicates that the subspecies is now sufficiently abundant and well distributed to withstand foreseeable threats and no longer meets the definition of an endangered or threatened species under the Act. This rule removes the Delmarva fox squirrel from the List throughout its range, including the experimental population designated for Assawoman Wildlife Management Area in Delaware. It also announces the availability of a post-delisting monitoring plan for the subspecies.
