Migratory Bird Hunting and Permits; Regulations for Managing Harvest of Light Goose Populations
We reduce the information collection requirements for participants in the light goose conservation order, which authorizes methods of take to increase harvest of certain populations of light geese in the Atlantic, Central, Mississippi, and Pacific Flyways, and to reduce the burden on State and tribal wildlife agencies that are required to submit annual light goose harvest reports to us. This action will eliminate reporting requirements that we believe to be unnecessary and will relieve requirements on individuals, States, and tribes.

The Council will meet for the purpose of discussing segment planning along the Potomac River and to update the Council on implementation projects. Designated through an amendment to the National Trails System Act (16 U.S.C. 1241 to 1251, as amended), the Captain John Smith Chesapeake National Historic trail consists of ``a series of water routes extending approximately 3,000 miles along the Chesapeake Bay and the tributaries of the Chesapeake Bay in the States of Virginia, Maryland, Delaware, and in the District of Columbia,'' tracing the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay.

This notice advises the public that the Bureau of Indian Affairs (BIA), in cooperation with the Pokagon Band of Potawatomi Indians (Tribe), intends to file a draft environmental impact statement (DEIS) with the U.S. Environmental Protection Agency (EPA) for the Tribe's application requesting a fee-to-trust transfer of land located within the municipal limits of the City of South Bend, Indiana, for the construction of a tribal housing, government facilities, and a Class III gaming facility. Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Black Pinesnake
We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for the black pinesnake (Pituophis melanoleucus lodingi) under the Endangered Species Act (Act). In total, approximately 338,100 acres (136,824 hectares) in Forrest, George, Greene, Harrison, Jones, Marion, Perry, Stone, and Wayne Counties, Mississippi, and in Clarke County, Alabama, fall within the boundaries of the proposed critical habitat designation. We also announce the availability of a draft economic analysis (DEA) of the proposed critical habitat designation. If we finalize this rule as proposed, it would extend the Act's protections to this species' critical habitat. In addition, we announce the reopening of the public comment period on the October 7, 2014, proposed rule to list the black pinesnake as a threatened species under the Act. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the proposed listing rule as well as this proposed critical habitat rule and its associated DEA. Comments previously submitted on the proposed listing rule need not be resubmitted, as they will be fully considered in preparation of that final rule.

Endangered and Threatened Wildlife and Plants; Taxonomy of the Hawaiian Monk Seal
We, the U.S. Fish and Wildlife Service (Service), are amending the List of Endangered and Threatened Wildlife to reflect the scientifically accepted taxonomy and nomenclature of the Hawaiian monk seal (Neomonachus schauinslandi (=Monachus schauinslandi)). This amendment is based on a previously published determination by the National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration, Department of Commerce, which has jurisdiction for this species.
Injurious Wildlife Species; Listing Three Anaconda Species and One Python Species as Injurious Reptiles
The U.S. Fish and Wildlife Service (Service or we) is amending its regulations under the Lacey Act to add reticulated python (Python reticulatus), DeSchauensee's anaconda (Eunectes deschauenseei), green anaconda (Eunectes murinus), and Beni anaconda (Eunectes beniensis) to the list of injurious wildlife. By this action, the importation into the United States and interstate transportation between States, the District of Columbia, the Commonwealth of Puerto Rico, or any territory or possession of the United States of any live animal, gamete, viable egg, or hybrid of these four constrictor snakes is prohibited, except by permit for zoological, educational, medical, or scientific purposes (in accordance with permit conditions) or by Federal agencies without a permit solely for their own use. The best available information indicates that this action is necessary to protect the interests of human beings, agriculture, wildlife, and wildlife resources from the purposeful or accidental introduction and subsequent establishment of these large nonnative constrictor snake populations into ecosystems of the United States. We are also withdrawing our proposal to add the boa constrictor (Boa constrictor) to the list of injurious wildlife.

Endangered and Threatened Wildlife and Plants; Recovery Plan and Initiation of Status Review for Four Subspecies of Island Fox (Urocyon littoralis)
We, the U.S. Fish and Wildlife Service, announce the availability of the final recovery plan for the four subspecies of island fox (Urocyon littoralis). Each of the four subspecies, San Miguel Island fox (Urocyon littoralis littoralis), Santa Rosa Island fox (U. l. santarosae), Santa Cruz Island fox (U. l. santacruzae), and Santa Catalina Island fox (U. l. catalinae), is endemic to the Channel Island off southern California for which it is named. The recovery plan includes recovery objectives and criteria, and specific actions necessary to achieve downlisting and delisting from the Federal Lists of Endangered and Threatened Wildlife and Plants. With the publication of this notice, we are also initiating status reviews of these four subspecies. A status review is based on the best scientific and commercial data available at the time of the review; therefore, we are requesting submission of any such information that has become available since the listing of these subspecies.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Palm Springs/South Coast Field Office, Palm Springs, California, together with Riverside County, California, intend to prepare a joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR), which may include an amendment to the California Desert Conservation Area (CDCA) Plan, for the Desert Quartzite Solar Project (Project). Rate Adjustments for Indian Irrigation Projects
The Bureau of Indian Affairs (BIA) owns, or has an interest in, irrigation projects located on or associated with various Indian reservations throughout the United States. We are required to establish irrigation assessment rates to recover the costs to administer, operate, maintain, and rehabilitate these projects. Salt River Pima-Maricopa Indian Community-Amendment to Alcoholic Beverage Control Ordinance
This notice publishes the technical amendment to the Salt River Pima-Maricopa Indian Community Alcoholic Beverage Control Ordinance, Chapter 14, Salt River Pima-Maricopa Indian Community Code of Ordinances, to clarify the authority of the Community Regulatory Agency to share information with the Arizona Department of Safety and the Federal Bureau of Investigation for the purpose of conducting criminal background checks on liquor license applicants and holders. The amended Salt River Pima-Maricopa Indian Alcohol Beverage Control Ordinance, Chapter 14 of the Salt River Pima-Maricopa Indian Community Code of Ordinances was last published in the Federal Register on July 13, 2010 (75 FR 39960). Sections 14-5(c)(4), 14-9(g), 14-18(o) and (t) of the Salt River Pima-Maricopa Indian Community Code of Ordinances were repealed and replaced in their entirety, and a new Section 14-12, was added via publication in the Federal Register on July 24, 2013 (78 FR 44590). Section 14-5(b) of the Salt River Pima-Maricopa Indian Community Code of Ordinances shall be amended to include Section 14- 5(b)(9).

Outer Continental Shelf, Gulf of Mexico, Oil and Gas Lease Sales, Western Planning Area Lease Sales 246 and 248
BOEM has prepared a Final Supplemental Environmental Impact Statement (EIS) for proposed Outer Continental Shelf (OCS) oil and gas Lease Sales 246 and 248, which are tentatively scheduled to be held in August 2015 and 2016, respectively, in the Gulf of Mexico (GOM) Western Planning Area (WPA) offshore the States of Texas and Louisiana. This Final Supplemental EIS updates the environmental and socioeconomic analyses for proposed WPA Lease Sales 246 and 248 evaluated in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (2012-2017 WPA/CPA Multisale EIS; OCS EIS/EA BOEM 2012-019); Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231, Final Supplemental Environmental Impact Statement (WPA 233/CPA 231 Supplemental EIS; OCS EIS/EA BOEM 2013-0118); and Gulf of Mexico OCS Oil and Gas Lease Sales: 2014-2016; Western Planning Area Lease Sales 238, 246, and 248, Final Supplemental Environmental Impact Statement (WPA 238/246/248 Supplemental EIS; OCS EIS/EA BOEM 2014-009). The 2012-2017 WPA/CPA Multisale EIS was completed in July 2012. The WPA 233/CPA 231 Supplemental EIS was completed in April 2013. The WPA 238/246/248 Supplemental EIS was completed in March 2014.
Special Regulations; Areas of the National Park System, Lake Meredith National Recreation Area, Off-Road Motor Vehicles
The National Park Service proposes to amend its special regulations for Lake Meredith National Recreation Area to require permits to operate motor vehicles off roads, designate areas and routes where motor vehicles may be used off roads, create management zones that would further manage this activity, and establish camping, operational, and vehicle requirements. These changes would allow off- road vehicle use for recreation while reducing associated impacts to resources. Unless authorized by special regulation, operating a motor vehicle off roads within areas of the National Park System is prohibited.

The National Park Service is seeking nominations for three members of the Native American Graves Protection and Repatriation Review Committee (Review Committee). The Secretary of the Interior will appoint the members from nominations submitted by national museum organizations and national scientific organizations.
