The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of 15 acres of public land in Slana, Alaska, to the adjacent private landowner, Mr. Joseph G. Riley. The sale would take place under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), at no less than the appraised fair market of value (FMV) of $12,000, to resolve an unauthorized use of public lands as a result of a failed trade and manufacturing claim.

Technical Edits
The National Park Service is making technical corrections to its regulations. In response to Congress's enactment of Title 54 United States Code, the rule corrects the authority citations. The rule fixes typographical errors and incorrect citations and cross-references. The rule removes a firearms provision that was vacated by court order in 2009 and adds language consistent with federal law governing the possession of firearms in National Park units. The rule removes an outdated reference to a designated airstrip at Lake Mead National Recreation Area that has been closed since 1987.

TAVCOR, LLC (applicant) requests renewal of ITP TE207151-1 under the Endangered Species Act of 1973, as amended (Act). The applicant anticipates taking about 1.91 acres of feeding, breeding, and sheltering habitat used by the Florida scrub-jay (Aphelocoma coerulescens) (scrub-jay) incidental to land preparation and construction in Charlotte County, Florida. The applicant's HCP describes proposed minimization measures and completed mitigation measures to address the effects of development on the covered species.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list Leona's little blue butterfly (Philotiella leona) as an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). After a review of the best available scientific and commercial information, we find that listing Leona's little blue butterfly is not warranted at this time. However, we ask the public to submit to us any new information that becomes available concerning threats to the species or its habitat at any time.
