We, the U.S. Fish and Wildlife Service (Service), in coordination with the State of Hawaii Department of Land and Natural Resources (DLNR), Division of Forestry and Wildlife (DOFAW), announce the reopening of the public scoping process and comment period for the preparation of a Programmatic Draft Environmental Impact Statement for Invasive Rodent and Mongoose Control and Eradication on U.S. Pacific Islands within the National Wildlife Refuge System and in Native Ecosystems in Hawaii (PDEIS). We are reopening the public scoping process and comment period for an additional 120 days.

As required by the Federal Advisory Committee Act (5 U.S.C. Appendix 1-16), the National Park Service is hereby giving notice for the 2016 schedule of meetings for the Paterson Great Falls National Historical Park Advisory Commission. This notice sets the dates of the next three meetings of the Acadia National Park Advisory Commission occurring in 2016. The Commission meeting locations may change based on inclement weather or exceptional circumstances. Endangered and Threatened Wildlife and Plants; Removal of the Modoc Sucker From the Federal List of Endangered and Threatened Wildlife
We, the U.S. Fish and Wildlife Service (Service), are removing the Modoc sucker (Catostomus microps) from the Federal List of Endangered and Threatened Wildlife. This determination is based on a thorough review of the best available scientific and commercial information, which indicates that the threats to this species have been eliminated or reduced to the point that the species no longer meets the definition of an endangered species or a threatened species under the Endangered Species Act of 1973, as amended (Act). Because we are removing the Modoc sucker from the List of Endangered and Threatened Wildlife, we are also removing the designated critical habitat for this species. In addition, we are making available the final post-delisting monitoring plan for the species.

Public Land Order No. 7843; Withdrawal of Public Lands for the Protection of the Split Rock and Devil's Gate Interpretive Sites; Wyoming
This order withdraws 343.23 acres of public lands from location and entry under the United States mining laws, but not from leasing under the mineral or geothermal leasing laws, or disposal under the Materials Act of 1947, for a period of 20 years to protect and preserve the Split Rock and Devil's Gate interpretive sites located along national historic trails in Fremont and Natrona Counties, Wyoming.
Public Land Order No. 7844; Withdrawal of Public Lands and Reserved Federal Minerals To Protect Highly Significant Caves; New Mexico
This order withdraws approximately 2,924.65 acres of public lands and 440 acres of reserved Federal minerals underlying non-Federal lands from location and entry under the United States mining laws, subject to valid existing rights, for 20 years to protect and preserve highly significant caves and their associated resources located in Eddy County. The lands have been and will remain open to leasing under the mineral leasing laws.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Safety and Environmental Enforcement (BSEE) is notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under subpart K, Oil and Gas Production Requirements. This notice also provides the public a second opportunity to comment on the revised paperwork burden of these regulatory requirements.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (Act) prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing recovery permits to conduct certain activities with endangered species.
Draft Long Range Transportation Plan for U.S. Fish and Wildlife Service Lands in the Southeast Region
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft long range transportation plan for public review and comment. The Draft Long Range Transportation Plan outlines a strategy for improving and maintaining transportation assets that provide access to Service-managed lands in the Southeast Region (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Puerto Rico, and the Virgin Islands) over the next 20 years.

The Bureau of Indian Education (BIE) announces the availability of enhancement funds to tribes and their tribal education departments (TEDs) to promote tribal control and operation of BIE- funded schools on their reservations. Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Seventeenth Regular Meeting: Proposed Resolutions, Decisions, and Agenda Items Being Considered; Observer Information
The United States, as a Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), may submit proposed resolutions, decisions, and agenda items for consideration at meetings of the Conference of the Parties to CITES. The United States may also propose amendments to the CITES Appendices for consideration at meetings of the Conference of the Parties. The seventeenth regular meeting of the Conference of the Parties to CITES (CoP17) is scheduled to be held in Johannesburg, South Africa, September 24 to October 5, 2016. With this notice, we describe proposed resolutions, decisions, and agenda items that the United States is considering submitting for consideration at CoP17; invite your comments and information on these proposals; and provide information on how non-governmental organizations based in the United States can attend CoP17 as observers.
Oil and Gas and Sulphur Operations in the Outer Continental Shelf-Decommissioning Costs
This rule amends the regulations to require lessees and owners of operating rights to submit summaries of actual decommissioning expenditures incurred after completion of certain decommissioning activities for oil and gas and sulphur operations on the Outer Continental Shelf. This information will help BSEE to better estimate future decommissioning costs related to OCS leases, rights-of- way, and rights of use and easement.

Special Regulations, Areas of the National Park System, Lake Chelan National Recreation Area, Solid Waste Disposal
The National Park Service is authorizing a solid waste transfer station near Stehekin, Washington, within the boundary of Lake Chelan National Recreation Area, that does not meet all the siting criteria of the general National Park Service regulations and accepts solid waste generated within the boundary of the recreation area from non-National Park Service activities.
Special Regulations, Areas of the National Park System, Rocky Mountain National Park
The National Park Service proposes to amend the special regulations for Rocky Mountain National Park to allow bicycle use on a 2-mile segment of the East Shore Trail located within the park. A portion of this 2-mile segment will require trail construction activities to accommodate bicycles and is therefore considered a new trail that will be opened to bicycles. National Park Service regulations require promulgation of a special regulation to designate new trails for bicycle use off park roads and outside developed areas. National Park Service regulations require publication of notice in the Federal Register providing the public at least 30 days to review and comment on a written determination supporting bicycle use on an existing trail.
Deepwater Horizon
In accordance with the Oil Pollution Act of 1990 (OPA), the National Environmental Policy Act (NEPA), and the Framework Agreement for Early Restoration Addressing Injuries Resulting from the Deepwater Horizon Oil Spill, the Federal and State natural resource trustee agencies (Trustees) have prepared a Draft Phase V Early Restoration Plan and Environmental Assessment (Draft Phase V ERP/EA) describing and proposing the first phase of the Florida Coastal Access Project. This early restoration project is intended to continue the process of restoring natural resources and services injured or lost as a result of the Deepwater Horizon oil spill, which occurred on or about April 20, 2010, in the Gulf of Mexico. The Draft Phase V ERP/EA also includes notices of change and supporting analysis for two Phase III Early Restoration Projects: ``Strategically Provided Boat Access Along Florida's Gulf CoastCity of Port St. Joe, Frank Pate Boat Ramp Improvements'' and ``Florida Artificial Reef Creation and Restoration.''
