We, the U.S. Fish and Wildlife Service (Service), intend to prepare a Programmatic Draft Environmental Impact Statement (PDEIS) to analyze the impacts of, and alternatives to, using integrated pest management (IPM) to control or eradicate invasive rodents and mongooses on U.S. Pacific Islands within the National Wildlife Refuge System (Refuge System) and in native ecosystems in Hawaii and to protect native wildlife and plants, including federally listed threatened and endangered species and designated critical habitats. The PDEIS is for informational and planning purposes to improve and facilitate rodent and mongoose control on Federal, State, and private lands through the IPM process; it does not initiate any specific action or project. The PDEIS will be prepared in accordance with the requirements of the National Environmental Policy Act (NEPA) and in compliance with the State of Hawaii's environmental review process. The lead agencies for preparing the PDEIS are the Service and the State of Hawaii Department of Land and Natural Resources (DLNR), Division of Forestry and Wildlife (DOFAW). With this notice, the Service and DOFAW request comments, recommendations, and advice on the scope of issues, alternatives, and mitigation to be addressed in the PDEIS.

The Bureau of Indian Affairs (BIA) published a notice in the Federal Register of June 4, 2015 (80 FR 31918), containing a list of approved Tribal-State Class III gaming compacts. The notice contained incorrect spellings for two tribes.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information titled ``Reindeer in Alaska,'' authorized by OMB Control Number 1076-0047. This information collection expires September 30, 2015.

We (the U.S. Geological Survey) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC.

On behalf of the Bureau of Land Management (BLM) and the United States Forest Service (USFS), the Assistant Secretary for Land and Minerals Management proposes to withdraw, subject to valid existing rights, approximately 5,216.18 acres of BLM-managed public domain and Revested Oregon California Railroad lands (O&C) and 95,805.53 acres of National Forest System lands for 5 years to preserve the status quo while Congress considers legislation to permanently withdraw those areas. Such legislation is currently pending in the 114th Congress as S. 346 and H.R. 682 and identified as the ``Southwestern Oregon Watershed and Salmon Protection Act of 2015.'' Subject to valid existing rights, this notice segregates the lands described below for 2 years from settlement, sale, location, and entry under the public land laws, location and entry under the United States mining laws, and operation of the mineral and geothermal leasing laws. This notice gives the public an opportunity to comment on the application and also provides notification of future public meetings.

As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, the U.S. Department of the Interior has submitted a Generic Information Collection Request (Generic ICR): ``DOI Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' to OMB for approval under the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et. seq.).

Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act (REA), the Salt Lake Field Office of the Bureau of Land Management (BLM) is proposing to begin collecting fees for overnight camping within two developed campgrounds.

Per the Mineral Leasing Act of 1920, Vanterra Energy, Inc., timely filed a petition for a Class II reinstatement of competitive oil and gas leases AZA36181 and AZA36182, in Mohave County, Arizona. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands.

This notice advises the public that Pacific Gas and Electric Company (applicant) has applied to the U.S. Fish and Wildlife Service (Service) for an Enhancement of Survival permit under the Endangered Species Act of 1973, as amended (Act). The permit application includes a proposed safe harbor agreement (agreement) between the applicant and the Service for the federally endangered Shasta crayfish. The agreement is available for public comment.

On November 10, 2013, the Bureau of Indian Affairs (BIA) approved the Citizen Potawatomi Nation leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

On January 22, 2015, the Bureau of Indian Affairs (BIA) approved the Cowlitz Indian Tribe leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

On April 8, 2014, the Bureau of Indian Affairs (BIA) approved the Mohegan Tribe of Indians of Connecticut leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

On November 10, 2013, the Bureau of Indian Affairs (BIA) approved the Ak-Chin Indian Community leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

On April 4, 2014, the Bureau of Indian Affairs (BIA) approved the Jamestown S'Klallam Tribe leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

We, the U.S. Fish and Wildlife Service (Service), have issued the following permits to conduct certain activities with endangered species, marine mammals, or both. We issue these permits under the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA).

On April 11, 2013 (amended November 24, 2014), the Bureau of Indian Affairs (BIA) approved the Pokagon Band of Potawatomi Indians leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Residential leases.

On June 4, 2015, the Bureau of Indian Affairs (BIA) approved the Rincon Band of Luiseno Mission Indians leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

On April 8, 2014, the Bureau of Indian Affairs (BIA) approved the Wichita and Affiliated Tribes leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Business leases.

We, the Fish and Wildlife Service (Service), announce the availability of an incidental take permit (ITP) renewal application and a Habitat Conservation Plan (HCP). TAVCOR, LLC (applicant) requests renewal of ITP TE207151-1 under the Endangered Species Act of 1973, as amended (Act). The applicant anticipates taking about 1.91 acres of feeding, breeding, and sheltering habitat used by the Florida scrub-jay (Aphelocoma coerulescens) (scrub-jay) incidental to land preparation and construction in Charlotte County, Florida. The applicant's HCP describes proposed minimization measures and completed mitigation measures to address the effects of development on the covered species.
