We, the U.S. Fish and Wildlife Service (Service, us, or we), intend to prepare a programmatic environmental impact statement (PEIS) pursuant to the National Environmental Policy Act to evaluate the potential environmental impacts of a proposal to authorize incidental take of migratory birds under the Migratory Bird Treaty Act. We are considering rulemaking to address various approaches to regulating incidental take of migratory birds, including issuance of general incidental take authorizations for some types of hazards to birds associated with particular industry sectors; issuance of individual permits authorizing incidental take from particular projects or activities; development of memoranda of understanding with Federal agencies authorizing incidental take from those agencies' operations and activities; and/or development of voluntary guidance for industry sectors regarding operational techniques or technologies that can avoid or minimize incidental take. The rulemaking would establish appropriate standards for any such regulatory approach to ensure that incidental take of migratory birds is appropriately mitigated, which may include requiring measures to avoid or minimize take or securing compensation. We invite input from other Federal and State agencies, tribes, nongovernmental organizations, and members of the public on the scope of the PEIS, the pertinent issues we should address, and alternatives to our proposed approaches for regulating incidental take.

Our proposed revisions to the regulations would clarify and enhance the procedures by which the Services will evaluate petitions under section 4(b)(3) of the Endangered Species Act of 1973, as amended. These revisions would also maximize the efficiency with which the Services process petitions, making the best use of available resources.

The National Park Service is exploring ways to reduce the risk of damage to structures and natural systems from destructive storm surge and sea level rise. We will collect information from stakeholders' about their values and perceptions of climate change- related vulnerabilities and adaptation strategies for managing cultural resources within the two historic districts (Portsmouth Village and Lookout Village) at Cape Lookout National Seashore (CALO). Stakeholders will be visitors at Portsmouth Village and Lookout Village, partner organizations, local community members with ties to the historic districts, federal, state and private cultural resource experts. This collection will be used to inform cultural resource adaptation planning efforts (i.e., maintenance, sustainability and post-storm recovery of historic structures and cemeteries) related to impacts of extreme weather events. We, the U.S. Fish and Wildlife Service (Service), propose to amend our public use regulations for Kenai National Wildlife Refuge (Kenai NWR or Refuge) to clarify the existing regulations; implement management decisions from our June 2010 Kenai NWR revised comprehensive conservation plan (CCP); establish regulations for managing wildlife attractants, including food, refuse, and retained fish; and revise the regulations for hunting and trapping. The proposed regulations are aimed at enhancing natural resource protection, public use activities, and public safety on the Refuge; are necessary to ensure the compatibility of public use activities with the Refuge's purposes and the Refuge System's purposes; and would ensure consistency with management policies and approved Refuge management plans.
Endangered and Threatened Wildlife and Plants; Removal of the Louisiana Black Bear From the Federal List of Endangered and Threatened Wildlife and Removal of Similarity-of-Appearance Protections for the American Black Bear

We, the U.S. Fish and Wildlife Service (Service), propose to remove the Louisiana black bear (Ursus americanus luteolus) from the Federal List of Endangered and Threatened Wildlife (List) due to recovery. This proposed action is based on a thorough review of the best available scientific and commercial data, which indicate that this subspecies has recovered and no longer meets the definition of a threatened or endangered species under the Endangered Species Act of 1973, as amended (Act). Our review of the status of this subspecies shows that the threats to the subspecies have been eliminated or reduced, and adequate regulatory mechanisms exist. The subspecies is now viable over the next 100 years with sufficient protected habitat to support breeding and movement of individuals between subpopulations so that the subspecies is not currently, and is not likely to again become, a threatened species within the foreseeable future in all or a significant portion of its range. We also propose to remove from the List the American black bear, which is listed within the historic range of the Louisiana black bear due to similarity of appearance. Finally, we announce the availability of a draft post-delisting monitoring (PDM) plan for the Louisiana black bear. We seek information, data, and comments from the public regarding this proposal to delist this subspecies and on the draft PDM plan.

In accordance with the Oil Pollution Act of 1990 (OPA), the National Environmental Policy Act (NEPA), and the Framework Agreement for Early Restoration Addressing Injuries Resulting from the Deepwater Horizon Oil Spill, the Federal and State natural resource trustee agencies (Trustees) have prepared a Draft Phase IV Early Restoration Plan and Environmental Assessments (Draft Phase IV ERP/EA) describing and proposing a suite of early restoration projects intended to continue the process of restoring natural resources and services injured or lost as a result of the Deepwater Horizon oil spill, which occurred on or about April 20, 2010, in the Gulf of Mexico. The Draft Phase IV ERP/EA proposes 10 early restoration projects that are consistent with the early restoration program alternatives selected in the Final Phase III Early Restoration Plan/Programmatic Environmental Impact Statement (Phase III ERP/PEIS). The Draft Phase IV ERP/EA also includes a notice of change and supporting analysis for one Phase III Early Restoration Project, ``Enhancement of Franklin County Parks and Boat RampsEastpoint Fishing Pier Improvements.'' The purpose of this notice is to inform the public of the availability of the Draft Phase IV ERP/EA and to seek public comments on the 10 proposed early restoration projects and supporting analysis.

Notice is hereby given of the availability of certain NAD 27- based Outer Continental Shelf (OCS) Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) depicting geographic areas located in the Gulf of Mexico. BOEM, in accordance with its authority and responsibility under the OCS Lands Act, is announcing the availability of maps used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. The following twelve (12) OPDs (dated October 1, 2014) have been revised to reflect coast line data of the Gulf Coast of Florida that was originally approved by the U.S. Baseline Committee in 1999. Specifically, the coast line, Submerged Lands Act boundary, and the OCS Lands Act ``Section 8(g) Zone'' boundary have been revised. Eight (8) SOBDs (dated October 1, 2014) located within OPD NH16-05 (Pensacola) have been revised to reflect the intersection of the Submerged Lands Act and Section 8(g) Zone boundaries for the States of Florida and Alabama (known as the ``Florida wrap-around''). Two (2) SOBDs (dated October 1, 2014) also located within OPD NH16-05 (Pensacola) have been revised to reflect the intersection of the Submerged Lands Act and Section 8(g) Zone boundaries with the ``Military Mission Line.'' BOEM is also publishing a total of six hundred ninety-two (692) SOBDs that were generated by the Minerals Management Service (a predecessor bureau of BOEM) using coast line data that was originally approved by the U.S. Baseline Committee in 1999. These SOBDs (dated March 1, 1999) reflect the Submerged Lands Act and the Section 8(g) Zone boundaries adjacent to the Gulf Coast of Florida. In 2000, the SOBDs were submitted to the State of Florida for signature, indicating their concurrence with the MMS depiction of the boundaries. Although Florida did not sign the SOBDs, the diagrams reflect the current Federal position of these boundaries, and will eventually be superseded by diagrams with an updated format and BOEM logo. BOEM will continue working with Florida to resolve any areas of boundary discrepancy.

This List of Restricted Joint Bidders will cover the period May 1, 2015, through October 31, 2015, and replace the prior list published on October 29, 2014, which covered the period November 1, 2014, through April 30, 2015.
