Members of the public are hereby invited to participate with Oxbow Mining Oak Mesa, LLC, on a pro rata cost-sharing basis in a program for the exploration of coal deposits owned by the United States of America in lands located in Delta County, Colorado, encompassing 1,286.95 acres.

We, the U.S. Fish and Wildlife Service (Service), are extending the public comment period on our May 8, 2014, 12-month finding and proposed rule concerning the southern Selkirk Mountains population of woodland caribou (Rangifer tarandus caribou). We will also hold two public hearings to receive comments on the proposed rule. We are taking these actions to allow all interested parties additional time and opportunity to comment on the proposed rule. Comments previously submitted need not be resubmitted and will be fully considered in preparation of the final rule.

We, the U.S. Fish and Wildlife Service (Service), determine endangered species status under the Endangered Species Act of 1973 (Act), as amended, for the New Mexico meadow jumping mouse (Zapus hudsonius luteus) found in Arizona, New Mexico, and Colorado. The effect of this regulation will be to add this species to the List of Endangered and Threatened Wildlife. We have also determined that critical habitat for the New Mexico meadow jumping mouse is prudent and determinable and will soon publish in the Federal Register our final designation of critical habitat for the New Mexico meadow jumping mouse.

The State Historical Society of Wisconsin has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present- day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the State Historical Society of Wisconsin. We, the U.S. Fish and Wildlife Service (Service), announce 90- day findings on two petitions to list two species (Flat-tailed tortoise (Pyxis planicauda) and Spider tortoise (Pyxis arachnoides)) as endangered or threatened and one petition to list one species (Pygmy three-toed sloth (Bradypus pygmaeus)) as endangered under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that these petitions present substantial scientific or commercial information indicating that the petitioned actions may be warranted. Therefore, with the publication of this document, we are initiating a review of the status of these species to determine if the petitioned actions are warranted. To assure that the best scientific and commercial data informs the status review and, if warranted, the subsequent listing determinations, and to provide an opportunity for all interested parties to provide information for consideration for the status assessment, we are requesting information regarding these species (see Request for Information, below). Based on the status reviews, we will issue 12-month findings on the petitions, which will address whether the petitioned action is warranted, as provided in section 4(b)(3)(B) of the Act.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Ocean Energy Management (BOEM) is inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. The information collection request (ICR) concerns the paperwork requirements in the regulations under 30 CFR 550, Subpart B, Plans and Information.

We are issuing a final decision on an amendment to the North Dakota regulatory program (the ``North Dakota program'') under the Surface Mining Control and Reclamation Act of 1977 (``SMCRA'' or ``the Act''). Our decision approves the amendment. North Dakota proposed changes to the North Dakota Administrative Code (NDAC) to address letter of credit provisions in the collateral bond rules under Section 69-5.2-12-04. The changes involve financial information and various notices that banks issuing a letter of credit must provide to the North Dakota Public Service Commission (hereinafter, the ``Commission'').

This is to notify the public that a temporary closure is in effect on public lands at the Ash Springs Recreation Site administered by the Bureau of Land Management (BLM) Ely District, Caliente Field Office as authorized under the provisions of the Federal Land Policy and Management Act of 1976 and pursuant to BLM regulations for the protection of persons, property, and public lands and resources.

We, the U.S. Fish and Wildlife Service, are correcting a final rule published in the Federal Register on May 27, 2014, to revise the regulations that implement the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) by incorporating certain provisions adopted at the fourteenth and fifteenth meetings of the Conference of the Parties (CoP14 and CoP15) to CITES and to clarify and update certain other provisions. In that rule, one of our amendatory instructions was incorrect. This action makes the necessary correction.

Notice is hereby given that effective with this publication, the following NAD 27-based Outer Continental Shelf (OCS) Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) located in the Gulf of Mexico with revision date as indicated, are now available. The BOEM, in accordance with its authority and responsibility under the Outer Continental Shelf Lands Act, 43 USC 1331 et seq., is updating the basic record used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. Specifically, the 1.4 nautical mile ``Area'' designation as described in Article IV, Paragraph 1, of the Treaty between the United States of America and the United Mexican States on the delimitation of the continental shelf in the Western Gulf of Mexico beyond 200 nautical miles, signed June 9, 2000, has been removed from the Keathley Canyon, Sigsbee Escarpment, and Amery Terrace OPDs and associated SOBDs. Other information associated with the ``Area'' has been removed as well. Article IV, Paragraph 1, prohibited exploration and development in the ``Area.'' Pursuant to a Note signed by the U.S. and Mexico on June 22, 2010, Article IV, Paragraph 1, of the 2000 Treaty was due to expire on January 17, 2014. The expiration date was extended by exchange of diplomatic notes on January 17, 2014, to July 17, 2014, or until the day the Agreement between the United States of America and the United Mexican States Concerning Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico enters into force, whichever is sooner. Due to the upcoming expiration of Article IV, Paragraph 1, of the Treaty, BOEM is updating relevant OPDs and SOBDs accordingly.

We, the U.S. Fish and Wildlife Service (Service), proposed in an earlier document to establish annual hunting regulations for certain migratory game birds for the 2014-15 hunting season. This supplement to the proposed rule provides the regulatory schedule, announces the Service Migratory Bird Regulations Committee and Flyway Council meetings, and provides Flyway Council recommendations resulting from their March meetings.

Under the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to amend the Office of the Secretary Privacy Act system of records, ``Incident Management, Analysis and Reporting System,'' to update the address for the system manager and amend Routine Use (16). The amendment will protect ongoing law enforcement proceedings, the identity of certain confidential informants, the health and safety of individuals, and the privacy interests of parties involved, injured or identified in incident reports related to traffic accidents, personal injuries, or the loss or damage of property.

The Bureau of Land Management (BLM) Alaska State Office, under the authority of 43 CFR 3131.2, is issuing a call for nominations and comments on tracts for oil and gas leasing for the 2014 National Petroleum Reserve in Alaska (NPR-A) oil and gas lease sale. A map of the NPR-A showing available areas is online at https://www.blm.gov/ak.

The North American Wetlands Conservation Council (Council) will meet to consider proposals for U.S. Standard Grants, one of the types of grants in the North American Wetlands Conservation Act (NAWCA) program, for recommendation to the Migratory Bird Conservation Commission (Commission). The grants proposals involve wetland acquisition, restoration, enhancement, and management projects. This meeting is open to the public, and interested persons may present oral or written statements.

Notice is hereby given, pursuant to 25 CFR 514.2, that the National Indian Gaming Commission has adopted its 2014 final annual fee rates of 0.00% for tier 1 and 0.070% (.00070) for tier 2. These rates shall apply to all assessable gross revenues from each gaming operation under the jurisdiction of the Commission. If a tribe has a certificate of self-regulation under 25 CFR part 518, the 2014 final fee rate on Class II revenues shall be one-half of the annual fee rate, which is 0.035% (.00035). The final fee rates being adopted here are effective June 1st, 2014 and will remain in effect until new rates are adopted. Pursuant to 25 CFR 514.16, the National Indian Gaming Commission has also adopted its fingerprint processing fees of $22 per card, which is the same as the fingerprint fees announced in March 2014.

We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for Ivesia webberi (Webber's ivesia) under the Endangered Species Act (Act). In total, approximately 2,170 acres (879 hectares) in Plumas, Lassen, and Sierra Counties in northeastern California, and in Washoe and Douglas Counties in northwestern Nevada, fall within the boundaries of the critical habitat designation. The effect of this regulation is to conserve I. webberi's critical habitat under the Act.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, North Slope Science Initiative (NSSI) Science Technical Advisory Panel (STAP) will meet as indicated below.
