Grand Ditch Breach Restoration Final Environmental Impact Statement, Record of Decision, Rocky Mountain National Park, Colorado
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of the Record of Decision for the Grand Ditch Breach Restoration, Rocky Mountain National Park, Colorado. On August 14, 2013, the Regional Director, Intermountain Region approved the Record of Decision for the project. As soon as practicable, the National Park Service will begin to implement the Preferred Alternative contained in the FEIS issued on May 31, 2013.

Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 231 (CPA Sale 231); Correction
On February 14, 2014, BOEM published in the Federal Register the Final Notice of Sale (FNOS) for CPA Sale 231. The FNOS refers to a document entitled ``List of Blocks Available for Leasing.'' The referenced list was included in the FNOS Package, and the FNOS Package was made available at the BOEM address and Web site set forth in the FNOS. The list identifies blocks to be offered in CPA Sale 231; however, due to a clerical error, four blocks, Eugene Island Area, Block Number 107, Eugene Island Area, Block Number 222, Eugene Island Area, Block Number 223 and South Marsh Island Area, South Addition, Block Number 144, were inadvertently omitted from the list.

2014 Preliminary Fee Rate and Fingerprint Fees
Notice is hereby given, pursuant to 25 CFR 514.2, that the National Indian Gaming Commission has adopted its 2014 preliminary annual fee rates of 0.00% for tier 1 and 0.072% (.00072) for tier 2. These rates have not changed since 2013 and shall apply to all assessable gross revenues from each gaming operation under the jurisdiction of the Commission. If a tribe has a certificate of self- regulation under 25 CFR part 518, the 2014 preliminary fee rate on Class II revenues shall be one-half of the annual fee rate, which is 0.036% (.00036). Pursuant to 25 CFR 514.16, the National Indian Gaming Commission has also adopted its fingerprint processing fees of $22 per card. Both the preliminary fee rate and fingerprint fees being adopted here are effective March 1st, 2014 and will remain in effect until new rates are adopted.

The notice concerns the final agency determination to acquire approximately 626.55 acres of land in trust for the Mechoopda Indian Tribe of Chico Rancheria of California for gaming and other purposes.
Endangered and Threatened Wildlife and Plants; Removing Oenothera avita ssp. eurekensis and Swallenia alexandrae From the Federal List of Endangered and Threatened Plants
We, the U.S. Fish and Wildlife Service (Service), propose to remove Oenothera avita ssp. eurekensis (now accepted as Oenothera californica subsp. eurekensis, with a common name of Eureka Valley evening-primrose, Eureka evening-primrose, or Eureka Dunes evening- primrose) and Swallenia alexandrae (with a common name of Eureka dune grass or Eureka Valley dune grass) from the Federal List of Endangered and Threatened Plants. This action is based on a review of the best available scientific and commercial information, which indicates that both species no longer meet the definition of an endangered species, and further do not meet the definition of a threatened species, under the Endangered Species Act of 1973, as amended (Act). This proposed rule, if made final, would remove these plants from the List of Endangered and Threatened Plants. This document also constitutes our 12-month finding on a petition to remove both species from the List of Endangered and Threatened Plants. We are seeking information and comments from the public regarding this proposed rule.
Gulf of Mexico, Outer Continental Shelf (OCS), Central Planning Area (CPA) Oil and Gas Lease Sale 231
BOEM has prepared a ROD for oil and gas CPA Lease Sale 231 scheduled for March 19, 2014. CPA Lease Sale 231 is the second CPA lease sale scheduled in the Outer Continental Shelf Oil & Gas Leasing Program for 2012-2017 (Five-Year Program). The proposed lease sale is in the Gulf of Mexico's CPA off the States of Louisiana, Alabama, and Mississippi. In making its decision, BOEM considered alternatives to the proposed action and the potential impacts as presented in the WPA 233/CPA 231 Supplemental EIS and all comments received throughout the NEPA process. The WPA 233/CPA 231 Supplemental EIS updated the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA and CPA since publication of the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (2012-2017 WPA/CPA Multisale EIS) (USDOI, BOEM, 2012b). The WPA 233/CPA 231 Supplemental EIS analyzed the potential impacts of the proposed action in the CPA and was completed in April 2013.

BOEM has prepared a ROD for oil and gas EPA Lease Sale 225 scheduled for March 19, 2014. The proposed lease sale is in the Gulf of Mexico's EPA off the States of Louisiana, Mississippi, Alabama, and Florida. EPA Lease Sale 225 is the first EPA lease sale scheduled in the OCS Oil & Gas Leasing Program for 2012-2017 (Five Year Program). In making its decision, BOEM considered an alternative to the proposed action, the potential impacts as presented in the EPA 225/226 EIS, and all comments received throughout the NEPA process. The EPA 225/226 EIS evaluated the environmental and socioeconomic impacts for EPA Lease Sale 225.

Endangered and Threatened Wildlife and Plants; Final Recovery Plan for Tidal Marsh Ecosystems of Northern and Central California
We, the U.S. Fish and Wildlife Service, announce the availability of the final recovery plan for three endangered plants, Cirsium hydrophilum var. hydrophilum (Suisun thistle), Chloropyron molle ssp. molle (soft bird's-beak), and Suaeda californica (California sea-blite), and two endangered animals, California clapper rail (Rallus longirostris obsoletus) and salt marsh harvest mouse (Reithrodontomys raviventris). The recovery plan includes recovery objectives and criteria, and specific actions necessary to achieve downlisting and delisting from the Federal Lists of Endangered and Threatened Wildlife and Plants.

Final Environmental Impact Statement for the Merced Wild and Scenic River Comprehensive Management Plan, Yosemite National Park, Madera and Mariposa Counties, California
Pursuant to the National Environmental Policy Act of 1969 (NEPA), and consistent with the National Historic Preservation Act of 1966 (NHPA), the National Park Service (NPS) has prepared the Final Environmental Impact Statement (Final EIS) for the proposed Merced Wild and Scenic River Comprehensive Management Plan (Merced River Plan). The Merced River Plan fulfills the requirements of the Wild and Scenic Rivers Act (Pub. L. 100-149, as amended) and will provide long-term protection of river values and establish a user capacity management program for 81 miles of the Merced River that flow through Yosemite National Park and the El Portal Administrative Site.

Endangered and Threatened Wildlife and Plants; Receipt of Application for Incidental Take Permit; Availability of Proposed Low-Effect Habitat Conservation Plan; City of Deltona, Volusia County, FL
We, the Fish and Wildlife Service (Service), have received an application from the City of Deltona (applicant), for a 10-year incidental take permit (ITP; TE28377B-0) under the Endangered Species Act of 1973, as amended (Act). We request public comment on the permit application and accompanying proposed habitat conservation plan (HCP), as well as on our preliminary determination that the plan qualifies as low-effect under the National Environmental Policy Act (NEPA). To make this determination we used our environmental action statement and low-effect screening form, which are also available for review.
Non-Federal Oil and Gas Development Within the National Wildlife Refuge System
The U.S. Fish and Wildlife Service (Service) is seeking comments to assist us in developing a proposed rule on managing activities associated with non-Federal oil and gas development on lands and waters of the National Wildlife Refuge System (Refuge System). Non-Federal oil and gas development refers to oil and gas activities associated with any private, state, or tribally owned mineral interest where the surface estate is administered by the Service as part of the Refuge System. The proposed rule will clarify and expand existing regulations. We seek public input on how to manage non-Federal oil and gas operations on Refuge System lands to avoid or minimize, to the greatest possible extent, adverse effects on natural and cultural resources, wildlife-dependent recreation, and refuge infrastructure and management; ensure a consistent and effective regulatory environment for oil and gas operators; and protect public health and safety. The Service lacks comprehensive regulations to manage non-Federal oil and gas operations on the Refuge System, which has led to unnecessary adverse impacts on refuge resources, as well as an uncertain and inconsistent regulatory environment for oil and gas operators on refuges. This notice of intent starts the scoping process in compliance with the National Environmental Policy Act (NEPA) and its implementing regulations. Currently, we are planning for the programmatic environmental impact statement (PEIS) to focus on the national effects of the rulemaking, realizing that further environmental analysis of the more localized effects may be required with implementation of the rule. As part of the scoping process, the Service seeks public comment on the scope of the proposed rule; the NEPA alternatives to be considered; and the physical, biological, social, and economic effects that should be analyzed in the draft PEIS.
Consumer Price Index Adjustments of the Oil Pollution Act of 1990 Limit of Liability for Offshore Facilities
The Bureau of Ocean Energy Management (BOEM) is proposing to add a new subpart to its regulations on Oil Spill Financial Responsibility (OSFR) for Offshore Facilities designed to increase the limit of liability for damages applicable to offshore facilities under the Oil Pollution Act of 1990 (OPA), to reflect significant increases in the Consumer Price Index (CPI) since 1990, and to establish a methodology BOEM would use to periodically adjust for inflation the OPA offshore facility limit of liability. BOEM proposes to increase the limit of liability for damages from $75 million to $133.65 million. OPA requires inflation adjustments to the offshore facility limit of liability not less than every three years to preserve the deterrent effect and ``polluter pays'' principle embodied in the OPA Title I liability and compensation provisions. In addition, the Department of the Interior has determined that this change would further protect the environment by ensuring that any party that causes an oil spill would pay an increased amount of any potential damages. BOEM is publishing this update to its regulations and is soliciting public comments on the method of updates, the clarity of the rule and any other pertinent matters. The Department is limiting the rulemaking comment period to 30 days since it does not anticipate receiving adverse comments on this rulemaking.
Endangered and Threatened Wildlife and Plants; Special Rule for the Georgetown Salamander
We, the U.S. Fish and Wildlife Service, propose a special rule under the authority of section 4(d) of the Endangered Species Act of 1973, as amended (Act), for the Georgetown salamander (Eurycea naufragia), a species that occurs in Texas. The special rule contains measures that are necessary and advisable to provide for the conservation of the Georgetown salamander.
Endangered and Threatened Wildlife and Plants; Determination of Threatened Species Status for the Georgetown Salamander and Salado Salamander Throughout Their Ranges
We, the U.S. Fish and Wildlife Service (Service), determine threatened status for the Georgetown salamander (Eurycea naufragia) and the Salado salamander (Eurycea chisholmensis) under the Endangered Species Act of 1973 (Act), as amended. The effect of this regulation is to conserve the two salamander species and their habitats under the Act. This final rule implements the Federal protections provided by the Act for these species. We are also notifying the public that, in addition to this final listing determination, today we publish a proposed special rule under the Act for the Georgetown salamander.
Final Environmental Impact Statement for Proposed Strategies To Benefit Native Species by Reducing the Abundance of Lake Trout in Flathead Lake, Montana
This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Confederated Salish and Kootenai Tribes (CSKT) as a cooperating agency, intends to file a final environmental impact statement (FEIS) with the Environmental Protection Agency (EPA) for the CSKT proposed management action on Flathead Lake, Montana to benefit native trout by reducing the abundance of lake trout. The notice also announces that the FEIS is now available for public review.

This notice corrects the date and time for the tribal consultation meeting. In compliance with the Paperwork Reduction Act of 1995, the Assistant SecretaryIndian Affairs is seeking comments on the revision of the collection of information for the Reporting System for Public Law 102-477 Demonstration Project authorized by OMB Control Number 1076-0135. Endangered and Threatened Wildlife and Plants; Programmatic Incidental Take Permit Application and Environmental Assessment for Development Activities; Charlotte County, FL
Under the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service, announce the receipt and availability of a proposed county-wide programmatic habitat conservation plan (HCP) and accompanying documents for private and commercial development projects, public works, and municipal infrastructure improvements (activities) regulated or authorized by the Charlotte County Board of County Commissioners (applicant). If approved, the permit would authorize incidental take of Florida scrub- jay (scrub-jay) and eastern indigo snake (indigo snake), in the course of activities conducted or permitted by the applicant in Charlotte County, FL. We invite the public to comment on these documents.
Information Collection Activities: Open and Nondiscriminatory Access to Oil and Gas Pipelines Under the OCS Lands Act; Submitted for Office of Management and Budget (OMB) Review; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under Open and Nondiscriminatory Access to Oil and Gas Pipelines Under the OCS Lands Act. This notice also provides the public a second opportunity to comment on the paperwork burden of these regulatory requirements.
Trinity Adaptive Management Working Group; Public Meeting and Teleconference
We, the U.S. Fish and Wildlife Service, announce a public meeting and teleconference of the Trinity Adaptive Management Working Group (TAMWG). The TAMWG is a Federal advisory committee that affords stakeholders the opportunity to give policy, management, and technical input concerning Trinity River (California) restoration efforts to the Trinity Management Council (TMC). The TMC interprets and recommends policy, coordinates and reviews management actions, and provides organizational budget oversight.
