This notice publishes the Snoqualmie Indian Tribe's Liquor Control Ordinance. The ordinance regulates and controls the possession, sale, and consumption of liquor within the Snoqualmie Indian Tribe's Indian country. This ordinance allows for the possession and sale of alcoholic beverages within the jurisdiction of the Snoqualmie Indian Tribe, will increase the ability of the tribal government to control the distribution and possession of liquor within their jurisdiction, and at the same time, will provide an important source of revenue, the strengthening of the tribal government, and the delivery of tribal services.

The original Notice of Intent to prepare the Trail Management Plan was published in the Federal Register on January 16, 2003, with an estimated completion date of 2004 for the joint EIS/EIR. The National Park Service (NPS) and state of California partner agencies conducted public scoping meetings in 2005 and gathered public comments on conceptual trail policies and map alternatives needed to prepare the Draft EIS/EIR. Owing to lack of funding, the NPS and partner agencies were unable to continue preparation of the EIS/EIR after the 2005 public scoping effort. State and federal funding for the EIS/EIR has now been secured, and the agencies are reinitiating joint preparation of the Trail Management Plan (TMP) and combined EIS/EIR. The NPS is the lead agency responsible for preparing the EIS, and the California Department of Parks and Recreation (CDPR) is the lead agency responsible for preparing the EIR. The Santa Monica Mountains Conservancy (SMMC) and the Mountains Recreation and Conservation Authority (MRCA) will be cooperating agencies in the EIS/EIR effort. Following publication of this Notice, CDPR will reissue a Notice of Preparation to initiate the preparation of a joint EIS/EIR pursuant to the requirements of the California Environmental Policy Act (CEQA).

Draft Strategic Growth Policy for the National Wildlife Refuge System

We, the U.S. Fish and Wildlife Service (Service), propose a policy to implement a strategic approach to the growth of the National Wildlife Refuge System (Refuge System, System). The National Wildlife Refuge System Administration Act (Administration Act), as amended by the National Wildlife Refuge System Improvement Act, requires that we ``plan and direct the continued growth of the System in a manner that is best designed to accomplish the mission of the System.'' This draft policy instructs the Refuge System to focus its protection measures on priority conservation features in order to ensure that our limited resources are directed to make the greatest contribution to the conservation of species in a strategic, cost-effective, and transparent manner. It ensures the growth of the System reflects our vision towards managing functional landscapes, enhancing our scientific rigor, improving our effectiveness, and involving our partners and the American people. We propose to incorporate this draft policy as Part 602, chapter 5 of the Fish and Wildlife Service Manual.

The Department of the Interior (Department) gives notice that the Assistant SecretaryIndian Affairs (AS-IA) declines to acknowledge the petitioner known as the Tolowa Nation (Petitioner 85) as an Indian tribe within the meaning of Federal law. The AS-IA makes this final determination (FD) because the petitioner does not satisfy one of the seven mandatory criteria in the applicable regulations (25 CFR 83.7), specifically criterion 83.7(b), and therefore, does not meet the requirements for a government-to-government relationship with the United States. Based on the limited nature and extent of comment, and consistent with previous practices, the Department did not produce a separate detailed report or other summary under the criteria pertaining to this FD. This notice is the FD.

In addition, we announce the reopening of the public comment period on the December 11, 2012, proposed rule to list the lesser prairie-chicken as a threatened species under the Act. We are reopening the comment period to allow all interested parties an opportunity to comment on the final Lesser Prairie-Chicken Range-Wide Conservation Plan, which has been prepared by the Lesser Prairie-Chicken Interstate Working Group, and our endorsement of the plan, and we request comments on the plan as it relates to our determination of status under section 4(a)(1) of the Act. The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend the duration of Public Land Order (PLO) No. 7133 for an additional 20-year term. PLO No. 7133 withdrew approximately 496.22 acres of National Forest System land from location and entry under the mining laws in order to protect the Brown Mountain, Pal Moore Meadows, Teepee, Cedar Creek, and Flowery Trail Seed Orchards. The withdrawal created by PLO No. 7133 will expire on April 12, 2015, unless it is extended. This notice also gives the public an opportunity to comment on the proposed application and action and to request a public meeting.

We, the U.S. Fish and Wildlife Service (Service), announce 90- day findings on five petitions to list 19 species as endangered or threatened, under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that these petitions present substantial scientific or commercial information indicating that the petitioned actions may be warranted. Therefore, with the publication of this notice, we are initiating a review of the status of these species to determine if the petitioned actions are warranted. In order to assure that the best scientific and commercial data informs the status review and, if warranted, the subsequent listing determinations, and to provide an opportunity for all interested parties to provide information for consideration for the status assessment, we are requesting information regarding these species (see Request for Information below). Based on the status reviews, we will issue 12-month findings on the petitions, which will address whether the petitioned action is warranted, as provided in section 4(b)(3)(B) of the Act.

This notice announces a reopening of the public comment period on the proposed categorical exclusion under the National Environmental Policy Act (NEPA) for the U.S. Fish and Wildlife Service. The proposed categorical exclusion pertains to adding species to the injurious wildlife list under the Lacey Act. The addition of this categorical exclusion to the Department of the Interior's Departmental Manual will improve conservation activities by making the NEPA process for listing injurious species more efficient. If you have previously submitted comments, please do not resubmit them because we have already incorporated them in the public record and will fully consider them in our final decision.

Alaska Maritime National Wildlife Refuge, Alaska; Preparation of Environmental Assessments or Environmental Impact Statements Concerning Cattle Grazing on Wosnesenski and Chirikof Islands

We, the U.S. Fish and Wildlife Service (Service), are in the process of identifying issues, and developing alternatives, to address the unauthorized grazing by cattle on two islands in the Alaska Maritime National Wildlife Refuge, Wosnesenski and Chirikof. This effort is known as ``scoping'' and is an early step in a process to develop either Environmental Assessments or Environmental Impact Statements in compliance with the National Environmental Policy Act (NEPA). The purpose of this notice is (1) to advise other Federal and State agencies, Tribes, and the public of our intention to address grazing issues on Wosnesenski and Chirikof Islands and (2) to advise the public on how to provide suggestions and information regarding livestock grazing on these two islands.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) and Bureau of Land Management (BLM) announce the availability of Draft Wilderness Management Plan and Environmental Impact Statement (EIS) for the NPS Lake Mead National Recreation Area and BLM Southern Nevada District Office. The jointly prepared Draft Wilderness Management Plan addresses management issues, identifies stewardship goals and objectives, proposes decision-making guidelines for administrative actions and visitor use, and provides guidelines for managing the Jimbilnan, Pinto Valley, Black Canyon, Eldorado, Ireteba Peaks, Nellis Wash, Spirit Mountain, and Bridge Canyon wilderness areas. The NPS and the BLM jointly manage three of these wilderness areas, and five of these areas are managed by the NPS. The proposed plan analyzes three alternatives for future management and use of the eight wilderness areas. Alternative A (no action alternative) reflects current wilderness management and serves as a baseline for comparison with the other alternatives. No major change would occur in the management of the wilderness areas. Alternative B (preferred alternative) generally focuses on identifying specific opportunities for access into the areas while still protecting the character of the wilderness areas. Alternative C provides a higher level of access and visitor use management while still protecting the overall character of the wilderness areas.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activities. The Act and the National Environmental Policy Act also require that we invite public comment before issuing these permits.
