Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1)(ii), the boundary of Governors Island National Monument is modified to include an additional 0.13-acre of adjacent submerged land identified as Tract 01-106. Upon inclusion in the national monument, the tract will be conveyed at no cost to the United States for use in maintaining a dock necessary to provide safe waterborne access to the island. The boundary revision is depicted on Map No. 019/107522A dated August 17, 2011. The map is available for inspection at the following locations: National Park Service, Northeast Land Resources Program Center, New England Office, 115 John Street, Fifth Floor, Lowell, Massachusetts 01852, and National Park Service, Department of the Interior, Washington, DC 20240.

We, the U.S. Fish and Wildlife Service (Service), are reopening the public comment period for an application from the Black- footed Ferret Recovery Implementation Coordinator for an enhancement of survival permit under the Endangered Species Act of 1973, as amended (ESA). The documents available for public review are a draft programmatic Safe Harbor Agreement (Agreement) to reintroduce the federally endangered black-footed ferret on properties of voluntary participants across the species' range to further recovery of this species and a draft environmental assessment (EA) pursuant to the National Environmental Policy Act (NEPA). If you have previously submitted comments, please do not resubmit them, because we have already incorporated them in the public record and will fully consider them in our final decision.

The 60-day comment period for our proposed rule ended on December 3, 2012. This notice announces a 30-day reopening of the comment period to allow all interested parties an additional opportunity to comment on the proposed rule and to submit information on the status of the species. If you submitted comments previously, you do not need to resubmit them because we have already incorporated them into the public record and will fully consider them in preparation of the final rule.

In the final CCP, we describe how we will manage this refuge for the next 15 years.

We, the Fish and Wildlife Service (Service), announce the availability of an incidental take permit (ITP) application and a Habitat Conservation Plan (HCP). Palmetto Lake Hamilton-Highway 17, LLC (the applicant) requests an ITP under the Endangered Species Act of 1973, as amended (Act). The applicant anticipates taking about 1.71 acres of sand skink (Neopseps reynoldsi) and bluetail mole skink (Eumeces egregius lividus) (skinks) foraging, breeding, and sheltering habitat incidental to land preparation and construction of a Dollar General Store, including a storm water retention area and parking lot, in Polk County, Florida (project). The applicant's HCP describes the mitigation and minimization measures proposed to address the effects of the project on the skinks.

On August 9, 2012, the National Indian Gaming Commission (NIGC) published a final rule amending its enforcement regulation to include a graduated pre-enforcement process for voluntary compliance. That rule referenced a rule that was later withdrawn and also incorrectly referenced an internal citation. This publication corrects the error and makes technical amendments to reference the Commission's recently finalized appeal rules contained in a new subchapter.

This notice announces that the Bureau of Indian Affairs (BIA), as lead agency, intends to cancel all work on an Environmental Impact Statement (EIS) for the BIA Federal action of approving the fee-to- trust transfer and casino project located within Contra Costa County, California.

BOEM has issued a commercial wind energy lease to Bluewater Wind Delaware LLC (Bluewater) for an area of the Outer Continental Shelf (OCS) offshore Delaware. The purpose of this notice is to inform the public of the availability of the executed lease. The total acreage of the lease area is approximately 96,430 acres. The lease area comprises 11 full OCS blocks and 95 sub-blocks and lies within Official Protraction Diagram Salisbury NJ18-05. In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information for Appointed Counsel in Involuntary Indian Child Custody Proceedings in State Courts authorized by OMB Control Number 1076-0111. This information collection expires May 31, 2013.

We, the U.S. Fish and Wildlife Service (Service), in cooperation with the State of Alaska, propose to establish a nonessential experimental population of wood bison in central Alaska, in accordance with section 10(j) of the Endangered Species Act of 1973, as amended. This proposal, if made final, would also establish provisions under which wood bison in Alaska would be managed. We are seeking comments on this proposal and on our draft environmental assessment, prepared pursuant to the National Environmental Policy Act of 1969, as amended, which analyzes the potential environmental impacts associated with the proposed reintroduction.

This order withdraws 3,385.89 acres, more or less, of public lands from settlement, sale, location, and entry under the general land laws, including the United States mining laws, for a period of 20 years for use by the Department of the Navy for the Camp Michael Monsoor Mountain Warfare and Training Facility. This withdrawal also transfers administrative jurisdiction of the lands to the Department of the Navy.

The Department of the Interior is submitting a nomination to the World Heritage List for the Monumental Earthworks of Poverty Point in West Carroll Parish, Louisiana. This is the third notice required by the National Park Service's World Heritage Program regulations.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for the environmental assessment (EA) for Big Stone National Wildlife Refuge (Refuge, NWR). In this final CCP, we describe how we intend to manage the refuge for the next 15 years.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Lander Field Office, Rawlins Field Office, and Casper Field Office intend to prepare an Environmental Impact Statement (EIS) for the proposed Moneta Divide Natural Gas and Oil Development Project, which may include a land use plan amendment to the Casper Resource Management Plan (RMP), and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The ICR pertains to conducting a survey on subsistence and sharing networks in coastal Alaska. Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Final Environmental Impact Statement (FEIS) for the General Management Plan (GMP) for Blue Ridge Parkway (parkway). Consistent with NPS laws, regulations, and policies and the purpose of the parkway, the FEIS/GMP will guide the management of the parkway over the next 20+ years.

The U.S. Fish and Wildlife Service (Service) proposes to establish a policy that covers Service procedures for accepting, using, and recognizing donations. This draft donations policy is an extension of the Department of the Interior's guidance on donations, found in the Departmental Manual (DM) at 374 DM 6. It focuses on the ethical considerations of all types of donations, as opposed to our Fish and Wildlife Service Manual (FW) guidance, 342 FW 5, Non-Purchase Acquisition, which covers the acquisition of real property rights by methods other than purchase, including donation. If finalized, this draft policy would establish procedures for reviewing and evaluating potential donors and donations. It lists delegations of authority for accepting donations and the roles and responsibilities of the Service's Donations Senior Manager and employees authorized to accept donations. It provides guidance on soliciting donations, where appropriate, and provides general guidance on fundraising by non-Federal entities on the Service's behalf. It also covers recognition of donors. We propose to incorporate this draft policy as 212 FW 8 in the Fish and Wildlife Service Manual (https://www.fws.gov/policy/manuals/).
