We, the U.S. Fish and Wildlife Service (Service) intend to amend the incidental take permit (PRT-840414) issued for the Multiple Species Conservation Program County of San Diego Subarea Plan (MSCP Subarea Plan). The County of San Diego (Applicant) has requested an amendment to the incidental take permit. The amendment would modify the MSCP Subarea Plan boundary to add approximately 210 acres of land solely for conservation purposes. If amended, no additional incidental take will be authorized. The Applicant will follow all other existing habitat conservation plan conditions. We also announce a public comment period.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information that is necessary to implement two provisions of the Federal Cave Resources Protection Actone which requires Federal agencies to consult with interested parties to develop a listing of significant caves, and another under which Federal and State governmental agencies and bona fide educational and research institutions may request confidential information regarding significant caves. The Office of Management and Budget (OMB) has assigned control number 1004-0165 to this information collection.

The draft Rural Water Assessment Report reviews the status of the Bureau of Reclamation's rural potable water projects and its plan for completing projects authorized before enactment of the Rural Water Supply Act and including a description of the proposed prioritization criteria as an appendix. It also describes Federal Programs supporting development and management of water supplies in rural communities in the 17 western states and describes Reclamation's plans to coordinate the Rural Water Supply Program with similar programs managed by other agencies.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision to Chugach Alaska Corporation. The decision will approve conveyance of the surface and subsurface estates in certain lands pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601, et seq). This final rule establishes regulations for seasons, harvest limits, and methods and means related to the taking of wildlife for subsistence uses in Alaska during the 2012-13 and 2013-14 regulatory years. The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in even-numbered years and subsistence fishing and shellfish regulations in odd-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable biennial cycle. This rulemaking replaces the wildlife taking regulations that expire on June 30, 2012. This rule also revises wildlife customary and traditional use determinations and the general regulations on subsistence taking of fish and wildlife.

Oklahoma intends to revise its program to be no less effective than the Federal regulations and to improve operational efficiency. Little Bighorn Battlefield National Monument (LIBI), in consultation with the appropriate Indian tribes, has determined that the cultural items meet the definition of sacred objects and repatriation to the lineal descendant stated below may occur if no additional claimants come forward. Any other individuals who believe they are lineal descendants of the individual who owned these sacred objects and who wish to claim the items should contact LIBI.

Repatriation of the human remains to the Indian tribe stated below may occur if no additional claimants come forward.

This notice publishes the Seminole Nation of OklahomaAlcohol Control and Enforcement Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Seminole Nation of Oklahoma's Indian country. This Ordinance allows for the possession and sale of alcoholic beverages within the jurisdiction of the Seminole Nation of Oklahoma, will increase the ability of the tribal government to control the distribution and possession of liquor within their Indian country, and at the same time, will provide an important source of revenue, the strengthening of the tribal government and the delivery of tribal services.

This notice publishes the Stillaguamish Tribe of Indians' Liquor Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Stillaguamish Tribe of Indians' Indian country. We, the U.S. Fish and Wildlife Service, designate critical habitat for the dusky gopher frog under the Endangered Species Act. In previous publications, we used the common name ``Mississippi gopher frog'' for this species. We are taking this action to fulfill our obligations under the Act. Land in St. Tammany Parish, Louisiana, and Forrest, Harrison, Jackson, and Perry Counties, Mississippi, is being designated under a court approved settlement agreement to finalize critical habitat for the species. The effect of this regulation is to conserve the habitat upon which dusky gopher frog depends.
