Endangered and Threatened Wildlife and Plants; Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications for permits to conduct activities with the purpose of enhancing the survival of endangered species. The Endangered Species Act of 1973, as amended (Act), prohibits certain activities with respect to endangered species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing such permits.
Willapa National Wildlife Refuge, Pacific County, WA; Record of Decision for Final Environmental Impact Statement
We, the U.S. Fish and Wildlife Service, announce the availability of the Willapa National Wildlife Refuge final comprehensive conservation plan (CCP) and record of decision (ROD). We completed a thorough analysis of the environmental, social, and economic considerations and presented it in our Final CCP and environmental impact statement (EIS), which we released to the public on August 12, 2011. The ROD documents our decision to implement Alternative 2, as it is described in the Final CCP/EIS.
Wildlife and Hunting Heritage Conservation Council
The Secretary of the Interior and the Secretary of Agriculture seek nominations for individuals to be considered as members of the Wildlife and Hunting Heritage Conservation Council (Council). The Council provides advice about wildlife and habitat conservation endeavors that (a) benefit wildlife resources; (b) encourage partnership among the public, sporting conservation organizations, the States, Native American tribes, and the Federal Government; and (c) benefit recreational hunting. Nominations should describe and document the proposed member's qualifications for membership to the Council, and include a resume listing their full name, address, telephone, and fax number.
Draft Environmental Impact Statement; Izembek National Wildlife Refuge Land Exchange/Road Corridor, Cold Bay, AL
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft environmental impact statement (DEIS) for the Izembek National Wildlife Refuge proposed land exchange/road corridor for public review and comment. In the DEIS, we describe the purpose and need, the proposed action, alternatives, and impact analysis for the proposed land exchange/road corridor of certain lands owned by the United States and managed by the Service, certain lands owned by the State of Alaska, and certain lands owned by the King Cove Corporation. The DEIS also evaluates a proposed road corridor through the Izembek National Wildlife Refuge and the Izembek Wilderness Area.

Final Environmental Impact Statement for the Proposed KRoad Moapa Solar Generation Facility, Clark County, NV
This notice advises the public that the Bureau of Indian Affairs (BIA) as the lead Federal agency, with the Bureau of Land Management (BLM), Environmental Protection Agency (EPA), United States Army Corps of Engineers (USACE) and the Moapa Band of Paiute Indians (Tribe) as Cooperating Agencies, has prepared a Final Environmental Impact Statement (FEIS) for the proposed KRoad Moapa Solar Generation Facility on the Moapa River Indian Reservation (Reservation) in Clark County, Nevada. This notice also announces the FEIS is now available on a public Web site and in hard copy at the addresses below.
Endangered and Threatened Wildlife and Plants; Establishing a Manatee Refuge in Kings Bay, Citrus County, FL
We, the U.S. Fish and Wildlife Service, establish a manatee refuge in Citrus County, Florida, in the waters of Kings Bay, including its tributaries and connected waters. This action is based on our determination that there is substantial evidence showing that certain waterborne activities would result in the taking of one or more manatees and that certain waterborne activities must be restricted to prevent the taking of one or more manatees in Kings Bay. In making this rule final, we considered the biological needs of the manatee, the level of take at these sites, and the likelihood of additional take of manatees due to human activity at these sites. This final rule is modified from the proposed rule to ensure that the provisions do not compromise human safety and to clarify certain aspects. The modifications are not considered significant as they are within the scope of the proposed rule. To avoid creation of a hazard to human safety, watercraft may be operated at 25 miles per hour during daylight hours in a portion of the manatee refuge from June 1 through August 15. The portion of the rule prohibiting use of mooring and floatlines that can entangle manatees has been removed. Language regarding prohibitions on waterborne activities in Three Sisters Spring has been revised to improve clarity. We also announce the availability of a final environmental assessment and Finding of No Significant Impact for this action.

Te-Moak Tribe of Western Shoshone- Ordinance Pursuant to United States Code, Legalizing and Regulating the Introduction, Possession, Use and Consumption of Alcoholic Beverages
This notice publishes the Amendment to the Te-Moak Tribe of Western Shoshone Indians Ordinance Pursuant to Section 1161, Title 18 United States Code, Legalizing and Regulating the Introduction, Possession, Use and Consumption of Alcoholic Beverages. This Ordinance regulates and controls the possession, sale and consumption of liquor within the jurisdiction of Te-Moak Western Shoshone Tribe's Colonies and Reservation, will increase the ability of the tribal government to control the community's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.
Final Land Protection Plan and Final Environmental Assessment for Everglades Headwaters National Wildlife Refuge and Conservation Area
We, the Fish and Wildlife Service (Service), announce the availability of our Final Land Protection Plan (LPP) and Final Environmental Assessment (EA) for the recently established Everglades Headwaters National Wildlife Refuge (NWR) and Conservation Area in Polk, Osceola, Highlands, and Okeechobee Counties, in central and south Florida. The LPP and EA were prepared with input from Federal, State, and local agencies; Native American tribal nations; various non- governmental organizations; and the public. We established the refuge and conservation area to support a connected conservation landscape; to provide quality habitats for native wildlife diversity and at-risk species; to enhance water quality, quantity, and storage; and to provide opportunities for wildlife-dependent recreation.
Revision of Regulations Implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Updates Following the Fifteenth Meeting of the Conference of the Parties to CITES; Correction
On March 8, 2012, we, the Fish and Wildlife Service (FWS or Service), published a proposed rule to revise the regulations that implement the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) by incorporating certain provisions adopted at the fourteenth and fifteenth meetings of the Conference of the Parties (CoP14 and CoP15) to CITES and clarifying and updating certain other provisions. Inadvertently, we made some errors in the DATES and ADDRESSES sections concerning the information collection aspects of the proposal. With this technical correction, we correct those errors.

Notice of Public Meeting for the National Park Service (NPS) Alaska Region's Subsistence Resource Commission (SRC) Program
The Gates of the Arctic National Park SRC will meet to develop and continue work on NPS subsistence program recommendations and other related subsistence management issues. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Public Law 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act. The Federal Advisory Committee Act (Pub. L. 92-463, 86 Stat. 770) requires that public notice of this meeting to be announced in the Federal Register. Public Availability of Comments: This meeting is open to the public and will have time allocated for public testimony. The public is welcome to present written or oral comments to the SRC. Endangered and Threatened Wildlife and Plants; Determination of Endangered Status for the Sheepnose and Spectaclecase Mussels Throughout Their Range
We, the U.S. Fish and Wildlife Service (Service), determine endangered status under the Endangered Species Act of 1973 (Act), as amended, for the spectaclecase (Cumberlandia monodonta) and sheepnose (Plethobasus cyphyus), two freshwater mussels. This final rule implements the Federal protections provided by the Act for these species throughout their ranges, including sheepnose in Alabama, Illinois, Indiana, Iowa, Kentucky, Minnesota, Mississippi, Missouri, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia, and Wisconsin, and spectaclecase in Alabama, Arkansas, Illinois, Indiana, Iowa, Kansas, Kentucky, Minnesota, Missouri, Ohio, Tennessee, Virginia, West Virginia, and Wisconsin. We determined that critical habitat for the spectaclecase and sheepnose is prudent, but not determinable at this time.

Environmental Impact Statement for Proposed General Management Plan, Pinnacles National Monument, San Benito and Monterey Counties, CA
The National Park Service is terminating the preparation of an Environmental Impact Statement (EIS) for the General Management Plan, Pinnacles National Monument, California. A Notice of Intent to prepare an EIS for the General Management Plan (GMP) was published in the Federal Register on April 6, 2007. Based in part on the minimal nature of public response to the Notice of Intent, the National Park Service has since determined that an Environmental Assessment (EA) rather than an EIS will suffice as the documentation for the environmental analysis for this general management planning effort.

Notice of Proposed Reinstatement of Terminated Oil and Gas leases NDM 90965 and NDM 90966
Per 30 U.S.C. 188(d), Oasis Petroleum North America LLC timely filed a petition for reinstatement of competitive oil and gas leases NDM 90965 and NDM 90966, McKenzie County, North Dakota. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $10 per acre; The increased royalty of 16\2/3\ percent; and The $163 cost of publishing this Notice.

Grand Ditch Breach Restoration Draft Environmental Impact Statement, Rocky Mountain National Park, CO
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of a Draft Environmental Impact Statement for the Grand Ditch Breach Restoration, Rocky Mountain National Park, Colorado. The purpose of this environmental impact statement is to guide management actions in the park to restore the hydrological processes, ecological services, and wilderness character of the area in the Upper Kawuneeche Valley impacted by the 2003 Grand Ditch breach. The National Park Service is obligated by law and policy to maintain and restore, to the extent possible, the natural conditions and processes in park units (NPS Management Policies 2006, section 4.1.5). The following objectives for restoring the area impacted by the 2003 Grand Ditch breach are identified in the environmental impact statement: restore appropriate stream and groundwater processes, restore appropriate native plant communities, restore the stability of the hillside below the breach site, restore wilderness character, restore wildlife habitat, restore aquatic habitat, and restore water quality in the affected area and downstream. Five alternatives are being considered: Alternative A, ``the no action alternative,'' would continue current management activities within the impacted area, following existing management policies and NPS guidance. Alternative B, minimal restoration, would emphasize less intensive management activity to restore portions of the impacted area. This alternative would focus actions on areas that are unstable and present a high potential of continued degradation of existing ecosystem resources and services. Management activities would be conducted using hand tools to reduce impact on wilderness character. This alternative would include stabilization of zone 1A, the road-cut hillside immediately below the Grand Ditch, under one of two stabilization options. Alternative C, high restoration, would involve more intensive management actions over large portions of the impacted area. This alternative would focus actions on unstable areas that present a high to moderate potential of continued degradation of existing ecosystem resources and services. Restoration methods would be used to stabilize banks, slopes, and disturbed areas; to improve channel stability in portions of Lulu Creek and the Colorado River; and to reduce sediment transport over a larger portion of the project area. This alternative would involve the use of heavy equipment and possibly reusing excavated debris for restoration and stabilization actions both within and between zones. This alternative would include stabilization of zone 1A under one of two stabilization options. Alternative D, the preferred alternative, would emphasize the removal of large debris deposits in the alluvial fan area and in the Lulu City wetland. Actions would be conducted to stabilize limited areas of unstable slopes and banks throughout the upper portions of the restoration area. Hydrology through the Lulu City wetland would be restored in the historical central channel through removal of large deposits of debris, relying on the historical channel to transport river flow. Small-scale motorized equipment would be employed for stabilization and revegetation activities, while larger equipment would be employed for excavation of large debris deposits and reconfiguration of the Colorado River through the Lulu City wetland. This alternative would include stabilization of zone 1A under the preferred option, option 1. Alternative E, maximum restoration, would involve extensive management activity and use of motorized equipment over large portions of the impacted area to restore the damage. Engineered solutions would be used to stabilize banks and slopes to approximate pre-breach contours and to reduce transport of sediments over a larger portion of the impacted area. Extensive changes would be made to the Colorado River channel to route the river to its historical alignment through the center of the Lulu City wetland. To facilitate movement of heavy mechanized equipment and excavated debris from the wetland to upland disposal areas, a temporary haul road would be constructed. This alternative would include stabilization of zone 1A under one of two stabilization options. All action alternatives would have substantial beneficial impacts to wilderness character; surface and groundwater hydrology; stream channel, floodplain and wetland morphology and function; water quality; riparian and wetland communities; aquatic habitat; visitor experience; and long-term resource productivity.

The Western Oregon Planning Area consists of the Coos Bay District, Eugene District, Medford District, Roseburg District, Salem District, and the Klamath Falls Resource Area of the Lakeview District. Final regulations for valuing gas produced from Indian leases, published August 10, 1999, require the Office of Natural Resources Revenue (ONRR) to determine major portion prices and notify industry by publishing the prices in the Federal Register. The regulations also require ONRR to publish a due date for industry to pay additional royalties based on the major portion prices. This notice provides major portion prices for the 12 months of calendar year 2010.
