A draft Land Protection Plan (LPP) and Environmental Assessment (EA) for the establishment of the proposed refuge and conservation area were prepared with input from Federal, State, and local agencies; Native American tribal nations; various non- governmental organizations; and the public. The EA considers the biological, environmental, and socioeconomic impacts of establishment of the refuge and conservation area and evaluates alternatives. The LPP describes the alternative we propose for the establishment of the refuge and conservation area.
Endangered and Threatened Wildlife and Plants; 12-Month Petition Finding and Proposed Listing of Arctostaphylos franciscana as Endangered

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list Arctostaphylos franciscana (Franciscan manzanita), as endangered under the Endangered Species Act of 1973, as amended (Act), and to designate critical habitat. After review of all available scientific and commercial information, we find that listing A. franciscana as an endangered species under the Act is warranted. Accordingly, we herein propose to list A. franciscana as an endangered species pursuant to the Act. This proposed rule, if made final, would extend the Act's protections to this species. We believe that critical habitat is not determinable at this time due to lack of knowledge of what physical and biological features are essential to the conservation of the species, or what other areas outside the site that is currently occupied, may be essential for the conservation of the species. The Service seeks data and comments from the public on this proposed listing rule and whether the designation of critical habitat for the species is prudent and determinable.

We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list the snowy plover (Charadrius alexandrinus) as endangered or threatened and to reclassify the wintering population of piping plover (Charadrius melodus) as endangered under the Endangered Species Act of 1973, as amended (Act). We find that the petition does not present substantial scientific or commercial information indicating that the petitioned actions may be warranted. This finding is based on our determination that the petition did not identify listable entities. Therefore, we are not initiating a status review for either species in response to this petition. However, we ask the public to submit to us any new information that becomes available concerning the status of, or threats to, the snowy plover or the piping plover or their respective habitats at any time.

The proposed new JOC would provide the special needs, essential services, and requisite office space for the combined occupancy of Reclamation, DWR, and the National Weather Service (NWS) that are lacking at the existing Interim JOC on El Camino. Special needs are defined as two control centers, a flood operations center, backup power supplies, primary and backup communication systems, intense computer infrastructure, and physical and cyber security systems. BOEMRE will use Form 0008 to issue commercial renewable energy leases on the Outer Continental Shelf. In the preamble to the April 29, 2009, Final Rule, ``Renewable Energy and Alternate Uses of Existing Facilities on the Outer Continental Shelf,'' BOEMRE stated that ``we intend to develop a model lease form through a public process that will invite all interested and affected parties for their input'' (at p. 19729). The bureau has developed the form included in this notice, and welcomes comments over the 30 days following publication of this notice. Following the 30-day comment period, BOEMRE will review all submitted comments, and publish a final version of the form in the Federal Register.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Draft Environmental Impact Statement (DEIS) for the General Management Plan (GMP) for Gulf Islands National Seashore (seashore). Consistent with NPS laws, regulations, and policies and the purpose of the seashore, the DEIS/GMP describes the NPS preferred alternative Alternative 3to guide the management of the seashore over the next 15 to 20 years. The preferred alternative incorporates various management prescriptions to ensure protection, access and enjoyment of the seashore's resources. An up-to-date GMP is needed to address how visitors access and use the seashore and the facilities needed to support those uses, how resources are managed, and how the NPS manages its operations. Recent studies have enhanced the NPS's understanding of resources, resource threats, and visitor use in the seashore.
Endangered and Threatened Wildlife and Plants; 12-Month Finding on Five Petitions To List Seven Species of Hawaiian Yellow-faced Bees as Endangered

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on five petitions to list seven species of Hawaiian yellow-faced bees (Hylaeus anthracinus, H. assimulans, H. facilis, H. hilaris, H. kuakea, H. longiceps, and H. mana) as endangered and to designate critical habitat under the Endangered Species Act of 1973, as amended (Act). After review of all available scientific and commercial information, we find that listing these seven species of Hawaiian yellow-faced bees is warranted. Currently, however, listing these seven species of Hawaiian yellow-faced bees is precluded by higher priority actions to amend the Lists of Endangered and Threatened Wildlife and Plants. Upon publication of this 12-month petition finding, we will add these seven species of Hawaiian yellow-faced bees to our candidate species list. We will develop a proposed rule to list these seven species of Hawaiian yellow-faced bees as our priorities allow. We will make any determinations on critical habitat during development of the proposed listing rule. In any interim period we will address the status of the candidate taxa through our annual Candidate Notice of Review (CNOR).

Notice is hereby given that effective with this publication, the following NAD 27-based Outer Continental Shelf (OCS) Official Protraction Diagram (OPD), Lease Maps, and Supplemental Official OCS Block Diagrams (SOBDs) located in the Gulf of Mexico with revision date as indicated, are now available. BOEMRE in accordance with its authority and responsibility under Title 43, Code of Federal Regulations, is updating the basic records used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. An audit of BOEMRE financial statements from 2007 identified an apparent state revenue distribution error under Section 8(g) of the OCS Lands Act. In response, BOEMRE initiated a review of all 8(g) leases issued to date and discovered more errors. The two sources of the past errors are: (1) Movement of the Submerged Lands Act boundary required acreage recalculations of certain lease blocks, but the recalculations were not performed; and (2) newly prescribed mapping methods for determining equal revenue distribution amongst adjacent coastal states were not implemented. The OPD, Lease Maps, and SOBDs that required boundary and acreage adjustments were corrected in 2008. As a final correction, these documents are now revised to identify the specific action taken to resolve revenue disbursement errors. Specific Revisions: All of the maps listed below have been revised to reflect the new Agency name (BOEMRE). Those specific SOBDs for lease blocks that experienced revenue adjustments include one or more descriptive notes as follows. The ``Note'' for SOBDs that are offshore of the States of Texas, Mississippi, and Alabama specifies: ``For the purposes of revenue disbursement, revisions are made effective retroactively to April 14, 1986, the date of the 8(g) lease escrow settlement.'' The ``Note'' for SOBDs that are offshore of the State of Louisiana specifies: ``For the purposes of revenue disbursement, revisions are made effective retroactively to October 1, 1986, the date of the 8(g) lease escrow settlement.'' The ``Note'' for SOBDs in the vicinity of the Texas-Louisiana ``wraparound'' specifies: ``For the purposes of revenue disbursement, revisions are made effective retroactively to May 30, 1997, the date that the `wraparound' was erroneously removed.'' The date of 8(g) lease escrow settlement is noted because all state claims to 8(g) funds were settled before that date.
Endangered and Threatened Wildlife and Plants; Bald Eagles Nesting in Sonoran Desert Area of Central Arizona Removed From the List of Endangered and Threatened Wildlife

We, the U.S. Fish and Wildlife Service (Service), are issuing a final rule to comply with a court order that removed regulatory protections under the Endangered Species Act of 1973, as amended (Act), for the bald eagles nesting in the Sonoran Desert area of central Arizona. On July 9, 2007, we published a final rule to remove bald eagles in the lower 48 States from the List of Endangered and Threatened Wildlife (List) due to recovery. However, the United States District Court for the District of Arizona, by order dated March 6, 2008, enjoined the Service from removing the bald eagles nesting in the Sonoran Desert area of central Arizona from the threatened species list under the Act pending the Service's status review and 12-month finding on a petition to classify the bald eagles nesting in the Sonoran Desert area of central Arizona as a distinct population segment (DPS), list this DPS as endangered, and designate critical habitat. On May 1, 2008, to conform to the court's order, we published a final rule listing the potential Sonoran Desert bald eagle DPS as threatened under the Act. On February 25, 2010, the Service published its 12-month finding determining that the bald eagles nesting in the Sonoran Desert area of central Arizona did not qualify as a DPS and were, therefore, not a listable entity under the Act. On September 30, 2010, as a result of the Service's completed status review and publication of the 12-month finding, the United States District Court for the District of Arizona lifted the injunction. We are issuing this final rule to amend the regulations for the Federal Lists of Endangered and Threatened Wildlife by removing the bald eagles nesting in the Sonoran Desert area of central Arizona from the list. This action amends the CFR to reflect the September 30, 2010, court order.

This rule allows the establishment of season bag limits and, thus, harvest, at levels compatible with populations and habitat conditions.

Hearst Museum of Anthropology at the University of California, Berkeley, has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian tribes, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present- day Indian tribes. Representatives of any Indian tribe that believes itself to be culturally affiliated with the human remains and associated funerary objects may contact the Phoebe A. Hearst Museum of Anthropology at the University of California, Berkeley. Repatriation of the human remains and associated funerary objects to the Indian tribes stated below may occur if no additional claimants come forward.

This rule prescribes the hunting seasons, hours, areas, and daily bag and possession limits of mourning, white-winged, and white- tipped doves; band-tailed pigeons; rails; moorhens and gallinules; woodcock; common snipe; sandhill cranes; sea ducks; early (September) waterfowl seasons; migratory game birds in Alaska, Hawaii, Puerto Rico, and the Virgin Islands; and some extended falconry seasons. Taking of migratory birds is prohibited unless specifically provided for by annual regulations. This rule permits taking of designated species during the 2011-12 season.

We, the U.S. Fish and Wildlife Service, announce a 90-day finding on a petition to list all chimpanzees (Pan troglodytes) as endangered under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that the petition presents substantial scientific or commercial information indicating that listing all chimpanzees as endangered may be warranted. Therefore, with the publication of this notice, we are initiating a review of the status of the species to determine if listing the entire species as endangered is warranted. To ensure that this status review is comprehensive, we are requesting scientific and commercial data and other information regarding this species. Based on the status review, we will issue a 12- month finding on the petition, which will address whether the petitioned action is warranted, as provided in section 4(b)(3)(B) of the Act.

This order extends, in part, the duration of the withdrawal created by Public Land Order No. 6874 for an additional 20-year period. The extension is necessary to continue protection of the unique and important forest genetic resources and the expenditure of Federal funds at the Forest Service's Panelli Seed Orchard, which would otherwise expire on August 27, 2011. The withdrawal for the Quartz Evaluation Plantation is no longer needed and that portion of the withdrawal will expire at the end of the original term on August 27, 2011.

Per 30 U.S.C. 188(d), Wilks Ranch Montana, Ltd. timely filed a petition for reinstatement of competitive oil and gas lease MTM 98742, Fergus County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $20 per acre and 18-2/3 percent. The lessee paid the $500 administration fee for the reinstatement of the lease and the $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to the: Original terms and conditions of the lease; Increased rental of $20 per acre; Increased royalty of 18\2/3\ percent; and $163 cost of publishing this Notice.

The following Water Management Plans are available for review: Del Puerto Water District. Chowchilla Water District. Orange Cove Irrigation District. James Irrigation District. Tranquility Irrigation District. Kaweah Delta Water Conservation District. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination is invited at this time.
