The National Park Service, in cooperation with the Federal Highway Administration, has prepared a combined Stehekin River Corridor Implementation Plan, Lake Chelan National Recreation Area Land Protection Plan, and Draft Environmental Impact Statement (Plan/DEIS). The Plan/DEIS evaluates four alternatives for sustainable management of NPS facilities (e.g. roads, maintenance yard, trails, bridges) in response to flooding and erosion issues on the lower Stehekin River between High Bridge and Lake Chelan, outside of the Stephen Mather Wilderness. The original Notice of Availability (published in the Federal Register on September 7, 2010) announced a 90-day public comment period. In deference to requests from the public and interested organizations, the comment period has been extended for an additional thirty days.

We are announcing receipt of a proposed amendment to the Maryland program (the ``Maryland program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) (Administrative Record No. 588.00). Maryland added provisions to regulate coal combustion byproducts (CCBs) and to establish requirements pertaining to the generation, storage, handling, processing, disposal, recycling, beneficial use, or other use of CCBs within the State. In total these regulations pertain to all CCB activities in the State, not just surface coal mining and reclamation operations. However, a section of the Code of Maryland Regulations (COMAR) specifically pertains to the surface coal mining and reclamation operations. The regulation specific to surface coal mining and reclamation operations is a new regulation, Regulation .08 under COMAR 26.20.24, Special Performance Standards. Maryland is requesting approval of this section that it submitted as an amendment on June 24, 2010. This document gives the times and locations that the Maryland submittal are available for your inspection, the comment period during which you may submit written comments, and the procedures that we will follow for the public hearing, if one is requested.

Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Off Delaware, Notice of Proposed Lease Area and Request for Competitive Interest

BOEMRE provides public notice of a proposed lease area for commercial wind development on the OCS off Delaware and requests submission of indications of competitive interest. The proposed lease area was identified through the issuance of a Request for Interest (RFI) published in the Federal Register on April 26, 2010 (75 FR 21653). In response to that notice, BOEMRE received two nominations of proposed lease areas: One from Bluewater Wind Delaware LLC (Bluewater) and another from Occidental Development & Equities, LLC (Occidental). Subsequently, BOEMRE determined that Bluewater is qualified to hold an OCS commercial wind lease in accordance with the regulatory requirements at 30 CFR 285.106 and .107, and that Occidental did not provide the necessary documentation demonstrating that it was qualified to hold an OCS commercial lease at the time. As a result, Occidental's lease nomination was nullified and Bluewater's nomination remained as the only eligible expression of interest upon which to base the proposed lease area. In accordance with 30 CFR 285.232, by letter dated November 8, 2010, BOEMRE informed Bluewater that there appeared to be no competitive interest in the proposed lease area and requested that Bluewater inform BOEMRE if it wished to proceed with acquiring a lease. By correspondence dated December 3 and December 9, 2010, Bluewater Wind stated its intention to acquire a lease for the proposed lease area and provided documentation that it had submitted the required acquisition fee. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR Part 285. Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way be issued ``on a competitive basis unless the Secretary determines after public notice of a proposed lease, easement, or right-of-way that there is no competitive interest.'' This RFCI provides such public notice for the proposed lease area. Also, with this announcement BOEMRE invites all interested and affected parties to comment and provide information including information on existing uses and environmental issues and concernsthat will be useful in the environmental analysis of potential wind development activities in the proposed lease area. A detailed description of the proposed lease area is presented below.

Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1), the boundary of the Petroglyph Point unit of Lava Beds National Monument in Modoc County, California, is modified to include two abutting tracts totaling 132.55 acres of land. Tract 01-116 (114.62 acres) and Tract 01-117 (17.93 acres) are unpatented federal lands presently under the jurisdiction of the Bureau of Land Management and the Bureau of Reclamation. Administrative jurisdiction over the tracts will be transferred to the National Park Service upon completion of the boundary revision. The tracts are depicted on Drawing No. 147/92,000, Sheet 1 of 1, Segment Map 01, revised August 2, 2010.

BOEMRE is withdrawing the direct final rule to amend BOEMRE's renewable energy regulatory provisions that pertain to noncompetitive acquisition of leases, published on November 26, 2010 (75 FR 72679), under Docket ID: BOEM-2010-0045. In the direct final rule, BOEMRE stated that if it received significant adverse comments during the rule's 30-day comment period, it would publish a notice of withdrawal in the Federal Register. BOEMRE has determined that it has received significant adverse comments during the comment period and, therefore, is withdrawing the direct final rule. BOEMRE intends to publish a notice of proposed rulemaking within 30 days of the date of this notice in order to reinitiate rulemaking. The proposed rule will have a 30-day public comment period. All comments received in response to the original November 26, 2010, notice will be considered in relation to the proposed rule unless they are withdrawn by the commenters, so those who commented on the original November 26, 2010, direct final rule need not re-submit their comments. However, parties who responded to the November 26, 2010, notice may submit additional comments on the proposed rulemaking.

This notice publishes Liquor Control Law No. LB-06-08 of the Iipay Nation of Santa Ysabel (Nation). The Liquor Control Law regulates and controls the possession, sale, and consumption of liquor within the tribal lands. The tribal lands are located in Indian country and this Liquor Control Law allows for possession and sale of alcoholic beverages within their boundaries. The Liquor Control Law contains provisions requiring the Nation to issue licenses to all businesses that intend to sell liquor. This Liquor Control Law will increase the ability of the tribal government to control the Nation's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

The Committee will also facilitate collaborative research and development, training and execution in these and other areas relating to offshore energy safety. The Department of the Interior is seeking nominations for individuals to be considered as Committee members.

Pursuant to the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), the Bureau of Reclamation (Reclamation) and the Western Municipal Water District (Western) have prepared a Supplemental Draft Environmental Impact Report and a Draft Environmental Impact Statement (SDEIR/DEIS) for the proposed Riverside-Corona Feeder (RCF) Project. Interested parties are invited to comment on the SDEIR/DEIS. The Federal action will provide funds for a proposed aquifer storage and recovery project, including new groundwater wells and a 28- mile water pipeline with pump stations and a reservoir storage tank. The project is intended to improve the reliability of Western's water supply through managed storage, extraction and distribution of local and imported water supplies, using available capacity in the Bunker Hill Groundwater Basin and the Chino Basin.
