As required by the Paperwork Reduction Act, the Bureau of Indian Affairs (BIA) is submitting the information collection, titled ``Navajo Partitioned Lands Grazing Permits, 25 CFR 161'' to the Office of Management and Budget (OMB) for renewal. The information collection is currently authorized by OMB Control Number 1076-0162, which expires March 31, 2010. The information collection requires the Navajo Nation, members of the Navajo Nation, and tribal organizations authorized by the Navajo Nation to submit certain information in order to obtain, modify, or assign a grazing permit.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the Tucson shovel-nosed snake (Chionactis occipitalis klauberi) as threatened or endangered with critical habitat under the Endangered Species Act of 1973, as amended (Act). After review of the best scientific and commercial information available, we find that listing the Tucson shovel-nosed snake as threatened or endangered throughout its range is warranted. Currently, however, listing the Tucson shovel-nosed snake is precluded by higher priority actions to amend the Lists of Endangered and Threatened Wildlife and Plants. Upon publication of this 12-month petition finding, we will add the Tucson shovel-nosed snake to our candidate species list. We will develop a proposed rule to list the Tucson shovel-nosed snake as our priorities allow. We will make any determination on critical habitat during development of the proposed rule.

The U.S. Fish and Wildlife Service (Service) announces the availability of the draft comprehensive conservation plan (CCP) and draft environmental assessment (EA) for Back Bay National Wildlife Refuge (NWR) for a 30-day public review and comment period. In this draft CCP/EA, we describe three alternatives, including our Service- preferred Alternative B, for managing this refuge for the next 15 years. Also available for public review and comment are the draft compatibility determinations, which are included as Appendix A in the draft CCP/EA.

On behalf of the Secretary of the Interior (Secretary), the Minerals Management Service (MMS) has conducted a determination of need for the RIK Eligible Refiner Program under 30 CFR 208.4 and has concluded that a need for the program no longer exists.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year extension of OMB Control Number 1004-0001 under the Paperwork Reduction Act. The respondents are individuals and households who provide information to the BLM in support of applications which pertain to the free use of, respectively, petrified wood, timber, et al.

The Bureau of Reclamation will be initiating negotiations with the Westlands Water District (District) of California to negotiate and execute a long term repayment contract to provide for the terms and conditions for reimbursement of costs related to the construction of drainage facilities within the District. This action is being undertaken to satisfy the federal government obligation to provide drainage service to the District located within the San Luis Unit of the Central Valley Project in California.

The Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC72147 from DJ Simmons, Inc., for lands in San Miguel and Dolores Counties, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

The City of Las Vegas filed a Recreation and Public Purposes (R&PP) Act application for lease or conveyance of approximately 2.5 acres of public land in Las Vegas, Clark County, Nevada. The City proposes to use the land for a city fire station. This notice classifies the land as suitable for lease or conveyance under the provisions of the R&PP Act, as amended.

In accordance with the National Environmental Policy Act of 1969 and the Federal Land Policy and Management Act of 1976, the Bureau of Land Management (BLM) has prepared a Draft Recreation Area Management Plan (RAMP)/Draft Environmental Impact Statement (EIS) for the Imperial Sand Dunes Recreation Area (ISDRA) and associated plan amendment to the California Desert Conservation Area (CDCA) Plan in Imperial County, California and by this notice is announcing the opening of the comment period.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) announces its intention to request that the Office of Management and Budget (OMB) renew OMB Control Number 1004-0119 for the paperwork requirements in 43 CFR part 2930, which pertain to permits for recreation on public lands. The BLM is also proposing to revise Form 2930-1 (Special Recreation Application and Permit) to be used only as Special Recreation Application. OMB approval of the new Special Recreation Permit would not be required, since it would be completed by the BLM.

Under the provisions of the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C., Chapter 3507) and 5 CFR Part 1320, Reporting and Record Keeping Requirements, the National Park Service (NPS) invites public comments on an extension of a currently approved information collection (OMB 1024-0026).

We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the comment period on the proposed revision of critical habitat for the bull trout (Salvelinus confluentus) under the Endangered Species Act of 1973, as amended. In total, approximately 36,498 kilometers (km) (22,679 miles (mi)) of streams (which includes 1,585.7 km (985.30 mi) of marine shoreline area in the Olympic Peninsula and Puget Sound), and 215,870 hectares (ha) (533,426 acres (ac)) of reservoirs or lakes are being proposed for the revised critical habitat designation. If you have previously submitted comments, please do not resubmit them because we have already incorporated them in the public record and will fully consider them in our final decision.
