To comply with the Paperwork Reduction Act of 1995 (PRA), MMS is inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. This information collection request concerns the paperwork requirements in the regulations under 30 CFR 250, Subpart A, ``General.'' The MMS is renewing OMB approved Emergency Request 1010-0177 because information needs to be collected for a longer period than allowed in the Emergency Request. After a major weather event, like a hurricane, lessees and operators need to keep reporting new information to MMS until all MODUs are determined to be safe.

The Bureau of Land Management (BLM) proposes to sell a parcel of public land in Tehama County, California, consisting of approximately 80 acres. The sale will be conducted by the United States General Services Administration (GSA) as an online competitive bid auction, at GSA's Web site: https://www.auctionrp.com. Interested bidders must first register to bid either at https://www.auctionrp.com or by mail and submit registration deposits, and once registered, may participate in online bidding. Bids must be equal to or greater than the appraised fair market value of the land. The sale will be completed under the authority of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713 and 1719) and the implementing regulations at 43 CFR 2710 and 2720. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage.

The full spectrum of foreseeable environmental consequences are assessed and suitable mitigation strategies are considered; an ``environmentally preferred'' course of action is also identified. Concurrently completion of the EIS process will fulfill the public review requirements of Sec. 106 of the National Historic Preservation Act.

We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for the Alabama sturgeon (Scaphirhynchus suttkusi) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 524 kilometers (326 miles) of river fall within the boundaries of the critical habitat designation. The critical habitat includes portions of the Alabama and Cahaba Rivers in Autauga, Baldwin, Bibb, Clarke, Dallas, Lowndes, Monroe, Perry, and Wilcox Counties, in Alabama.

Pursuant to the provisions of the Privacy Act of 1974, as amended (5 U.S.C. 552a), the Department of the Interior (Department) is issuing a public notice of its intent to amend an existing Privacy Act system of records notice, entitled, Interior, BIA-2 ``Safety Management Information System.'' One of the revisions is to change the name of the system to BIA-2, ``Safety Records System (SRS).'' The amendments will also update the existing notice and include a new group of information which will be collected as a result of new policy. The new information is a result of documentation required to issue a Motor Vehicle Operation Authorization Card. Other changes to Interior BIA-2 include updating data in the following fields: System Locations, Categories of Individuals Covered by the System, Categories of Records in the System, Routine Uses of Records Maintained in the System, Categories of Users and the Purposes of Such Uses, System Manager, and Retention and Disposal.
