Notice of Availability for the Record of Decision on the Final General Management Plan and Environmental Impact Statement, Pipestone National Monument, MN
Document Number: E8-28671
Type: Notice
Date: 2008-12-03
Agency: Department of the Interior, National Park Service
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(C)), the National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the Final General Management Plan and Environmental Impact Statement (GMP/ EIS), Pipestone National Monument (national monument), Minnesota. On September 30, the Midwest Regional Director approved the ROD for the project. As soon as practicable, the NPS will begin to implement the preferred alternative contained in the final EIS. The NPS will implement the preferred alternative as described in the Final GMP/EIS issued on March 28, 2008. Alternative 1, the preferred alternative, will reduce the development in the heart of the national monument, preserving its setting, site history, and spiritual significance as the source of pipestone. The NPS will remove the visitor center and parking, enabling visitors to see the site much as it appeared prior to 1937. The national monument will acquire a parcel of school district land to the northeast and will seek a cooperative agreement with the U.S. Fish and Wildlife Service and the Minnesota Department of Natural Resources to coordinate management of the 100- acre Pipestone Wildlife Management Area. American Indian ceremonial use of the Three Maidens area will be unchanged. The Hiawatha Club will continue to use the Three Maidens as a backdrop for its pageant under permit restrictions, and the area will be restored to prairie. Sun Dances will continue, but modifications of use might be made on the basis of impact and the sustainability of resources. Quarries will continue to be allocated by permit. The GMP/EIS evaluated this course of action and two other action alternatives, and a no action alternative. The full range of foreseeable environmental consequences were assessed and appropriate mitigating measures were identified. The ROD includes a statement of the decision made, synopses of other alternatives considered, the basis for the decision, a description of the environmentally preferable alternative, a finding on impairment of park resources and values, a listing of measures to minimize environmental harm, and an overview of public involvement in the decisionmaking process.

Agency: Department of the Interior
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969, as amended, the Department of the Interior and the Central Utah Water Conservancy District are evaluating the impacts of the proposed project. This project anticipates the rehabilitation of several existing wells, installation of additional booster pump capability, extension of associated distribution system pipelines and overhead power lines, and development and implementation of a supervisory control and data acquisition (SCADA) system. Also anticipated is the construction of a bypass pipeline along a segment of existing irrigation canal to reduce loss of water during the late irrigation season period of water shortage, and perforated infiltration pipelines to recharge water to the groundwater basin at other times. These actions are being taken in order to more efficiently utilize existing ground-water supplies in conjunction with existing surface water supplies. The Bonneville Unit of the Central Utah Project was authorized to develop central Utah's water resources. Both the 1987 Final Supplement to the Final Environmental Impact Statement for the Municipal and Industrial System, Bonneville Unit, Central Utah Project (FEIS) and the 2004 Supplement to the 1988 Definite Plan Report for the Bonneville Unit (DPR) anticipated additional water development in East Juab County. Under the authority of section 202 of the Central Utah Project Completion Act (Pub. L. 102-575), the Secretary of the Interior oversees Bonneville Unit water development, and specifically has authority to provide cost share associated with Conjunctive Use investigations and projects.

White-Tailed Deer Management Plan, Draft Environmental Impact Statement, Valley Forge National Historical Park, Pennsylvania
Document Number: E8-28439
Type: Notice
Date: 2008-12-01
Agency: Department of the Interior, National Park Service

The DEIS evaluates four alternatives for managing white-tailed deer in the park. Alternatives for response to chronic wasting disease (CWD) have been integrated into each deer management alternative to address the elevated risk of disease in proximity to the park and because of the efficiencies and cost savings associated with incorporating CWD response into the deer management plan. The DEIS describes and analyzes the environmental impacts of three action alternatives and the no-action alternative. When approved, the plan will guide deer management actions over the next 15 years.

Tribal Wildlife Grants; Implementation Guidelines
Document Number: E8-28341
Type: Notice
Date: 2008-12-01
Agency: Fish and Wildlife Service, Department of the Interior
We, the Fish and Wildlife Service, propose to change our implementation guidelines for the Tribal Wildlife Grants (TWG) program. The program helps tribal agencies maintain and enhance sustainable, healthy populations of fish and wildlife, as well as the habitats that support them. The TWG program also supports the rich Native American cultural and spiritual heritage associated with fish and wildlife, as well as hunting, fishing, trapping, wildlife observation, conservation, and conservation education. If finalized, these proposed changes would help the TWG program support tribal agencies address new challenges such as global climate change, urban sprawl, implementing landscape- level conservation planning, and a society that is increasingly disconnected from the natural environment, while ensuring sound administration and oversight of TWG funds and activities in accordance with core values and applicable laws, policies, and regulations. We seek public comment on our proposed changes. Current information about the TWG program is located at https://www.fws.gov/nativeamerican/ grants.html.
