Notice is hereby given that effective with this publication, the following NAD 83-based Outer Continental Shelf Official Protraction Diagrams (for Alaska), and NAD 27-based Outer Continental Shelf Official Protraction Diagrams (for the Gulf of Mexico), with revision dates as indicated, are now available. The Minerals Management Service in accordance with its authority and responsibility under Title 43, Code of Federal Regulations, is updating the basic record used for the description of oil and gas, mineral, and alternative energy lease sales in the geographic areas they represent.

Notice is hereby given that Boston Harbor Islands National Recreation Area Advisory Council will hold a scoping meeting for the public on Wednesday, November 19, 2008, at 4:30 p.m. to 8 p.m. at Marriott's Custom House, 3 McKinley Square, Aruba Room, Boston, MA 02109. The purpose of this meeting is to provide the public and interested agencies and organizations an opportunity to learn about a project to replace the existing pier on Georges Island and provide comments early in the project planning process. The meeting will be held in an open house format and will not include a scheduled presentation. The public is invited to visit at any point in the scheduled time to review the materials and comment. The meeting will be open to the public. Comments regarding potential issues and concerns, alternatives, potential environmental impacts, and mitigation strategies that should be considered during the planning process are welcome. Comments can be provided at the meeting, by mail or online. We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list the Sacramento Valley tiger beetle (Cicindela hirticollis abrupta) as threatened or endangered under the Endangered Species Act of 1973, as amended (Act). We find that the petition does not present substantial scientific or commercial information indicating that listing the Sacramento Valley tiger beetle may be warranted. Therefore, we will not be initiating a further status review in response to this petition. However, we ask the public to submit to us any new information that becomes available concerning the status of, or threats to, the Sacramento Valley tiger beetle or its habitat at any time.

In accordance with section 202 of the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality's regulations implementing NEPA (40 CFR 1500- 1508), and applicable agency guidance, a Final Programmatic Environmental Impact Statement (PEIS) has been prepared on the leasing of geothermal resources in 11 Western United States (U.S.) and Alaska. The Department of the Interior, Bureau of Land Management (BLM) and the Department of Agriculture, Forest Service (FS) are co-lead agencies for the PEIS. The Department of Energy (DOE) participated as a core team member. The PEIS has been developed, in part, to support the amendment of 122 resource management plans (RMP) covering public lands managed by the BLM under the Federal Land Policy and Management Act of 1976 (FLPMA). In accordance with the Energy Policy Act of 2005 (Pub. L. 109-58, August 8, 2005), the goal of the proposed action is to make geothermal leasing decisions on pending lease applications submitted prior to January 1, 2005, and to facilitate geothermal leasing decisions on other existing and future lease applications and nominations on the Federal mineral estate. The planning area encompasses about 530 million acres of land with the potential for geothermal development in Alaska, Arizona, California, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming.

The purpose of this meeting is to discuss mitigation of impacts from aircraft overflights at Denali National Park and Preserve. The meeting will be recorded and meeting notes will be available upon request from the Superintendent approximately six weeks after each meeting.
