Public Land Order No. 1579, which withdrew lands within National Forests and reserved them for use of the Forest Service for administrative sites and recreational areas, was partially revoked as to 3,613 acres by Public Land Order No. 7663. This order opens those previously withdrawn lands to such forms of disposition as may by law be made of National Forest System lands and to mining.

Pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as amended, and the Council on Environmental Quality's (CEQ) regulations for implementing the procedural provisions of NEPA, the Bureau of Reclamation (Reclamation) and the U.S. Army, Corps of Engineers (Corps) propose to jointly prepare an EIS that analyzes and discloses effects associated with modifications to Intake Diversion Dam. The proposed Federal action is to modify Intake Diversion Dam and canal headworks, features of Reclamation's Lower Yellowstone Project, to improve passage and reduce entrainment for endangered pallid sturgeon and other native fish in the lower Yellowstone River. Reclamation and the Corps will serve as joint lead Federal agencies in the preparation of the Intake Diversion Dam Modification EIS. Reclamation will act as administrative lead for NEPA compliance activities during preparation of the EIS. Reclamation and the Corps will each consider and approve a Record of Decision regarding actions and decisions for which the respective agencies are responsible.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 90.00 acres of public land in Park County, Wyoming. Park County proposes to use the land for a sanitary landfill.

Notice is hereby given that a meeting of the Chesapeake and Ohio Canal National Historical Park Advisory Commission will be held at 9:30 a.m., on Friday, October 17, 2008, at the Chesapeake and Ohio Canal National Historical Park Headquarters, 1850 Dual Highway, Hagerstown, Maryland 21740.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service is preparing an Environmental Impact Statement (EIS) for the General Management Plan (GMP) for the Frederick Law Olmsted National Historic Site, Massachusetts. The existing GMP dates from 1983, when the park started operations, and needs major updates. An updated GMP will provide fundamental management guidance to enable the park to strategically plan for long-term resource management, visitor use, and partnerships. In cooperation with the Town of Brookline, MA, attention will also be given to resources outside the boundaries that affect the integrity of the Frederick Law Olmsted National Historic Site. The plan will identify management alternatives for the site. Major issues include: (1) Developing strategies for the ongoing preservation of the structures, grounds, and collections; (2) providing functional dedicated space for interpretive and educational programs and media; (3) resolving parking and public access issues; (4) developing strategies for reaching diverse audiences; (5) providing archives reference facilities and services that meet present and future demands; (6) providing readily accessible archives storage facilities that meet the needs of the collection; (7) addressing facility needs for park headquarters and the shared park maintenance building; (8) developing strategies for conserving the adjacent historic setting and the larger historic context; (9) strengthening partnerships with related national and local nonprofit organizations and communities. The Draft EIS/General Management Plan is expected to be available for public review in 2010. After public and interagency review of the draft document, comments will be considered and a final GMP/EIS report will be prepared that contains a preferred alternative for management of the Frederick Law Olmsted NHS, followed by a Record of Decision.

In compliance with the Paperwork Reduction Act of 1995, the Office of Surface Mining Reclamation and Enforcement (OSM) is announcing its intention to request approval for the collections of information for 30 CFR 745, State-Federal cooperative agreements; and 30 CFR Part 887, Subsidence Insurance Program Grants. These collection requests have been forwarded to the Office of Management and Budget (OMB) for review and comment. The information collection requests describe the nature of the information collections and the expected burden and cost.

We, the Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for Logan Cave National Wildlife Refuge. In the final CCP, we describe how we will manage this refuge for the next 15 years.

The U.S. Air Force (USAF) has filed an application with the Bureau of Land Management that proposes to extend the duration of Public Land Order (PLO) No. 6706 for an additional 20-year term. PLO No. 6706 withdrew 4,606.70 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws (30 U.S.C. Ch. 2), and from leasing under the mineral leasing laws, to protect the United States Air Force Indian Mountain Research Site. This notice also provides an opportunity for the public to comment on the proposed action and to request a public meeting.

The Bureau of Indian Affairs published a document in the Federal Register of August 13, 2008, concerning the amended Metlakatla Indian Community Alcohol Possession Code. The document included a section deleted in the original.

In compliance with the Paperwork Reduction Act, this notice announces that the Bureau of Indian Affairs (BIA) is proposing to renew the information collections for OMB Control Number 1076-0114, Application for Admission to Haskell Indian Nations University (HINU) and Southwestern Indian Polytechnic Institute (SIPI); OMB Control Number 1076-0134, Student Transportation Form, Subpart H, 25 CFR 39; and OMB Control Number 1076-0122, Data Elements for Student Enrollment in Bureau-funded Schools. These collections help support the educational efforts for Native American students from elementary through post-secondary levels. These collections help fulfill the trust responsibility of the Secretary of the Department of the Interior. We are requesting comments on these information collections.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect information from entities who conduct geophysical operations on public lands.

This action corrects an error in the land description published as FR Doc. E8-12424 in the Federal Register, 73 FR 31880- 31881, June 4, 2008. On page 31881, column 1, line 13 from the top, which reads ``Salt Lake Meridian'' is hereby corrected to read ``Uintah Special Meridian''. On page 31881, below ``b. Hawthorne Campground,'' column 1, line 20 from the top, and above ``T. 8 S., R. 5 E.,'' column 1, line 21 from the top, insert ``Salt Lake Meridian''.

We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to remove the Lahontan cutthroat trout (Oncorhynchus clarkii henshawi) from the Federal List of Threatened and Endangered Wildlife (List) under the Endangered Species Act of 1973, as amended (Act). We find that the petition does not present substantial scientific or commercial information indicating that removing Lahontan cutthroat trout from the List may be warranted. Therefore, we will not initiate a status review in response to this petition. However, we are currently conducting a 5-year review of this species under section 4(c)(2)(A) of the Act. This review was initiated on February 14, 2007, and will consider information that has become available since the last status review. We ask the public to submit to us any new information that becomes available concerning the status of, or threats to, the Lahontan cutthroat trout or its habitat at any time.

In accordance with the National Environmental Policy Act of 1969, the Energy Policy Act of 2005 and the Federal Land Policy and Management Act of 1976, the Bureau of Land Management (BLM) has prepared the Proposed Oil Shale and Tar Sands Resource Management Plan Amendments to Address Land Use Allocations in Colorado, Utah, and Wyoming (PRMP Amendments) and Final Programmatic Environmental Impact Statement (FPEIS).

The BLM announces the availability of the Record of Decision (ROD) and Approved RMP for the Kobuk-Seward Peninsula planning area, located in northwest Alaska. The State Director signed the ROD on September 4, 2008 which constitutes the final decision of the BLM and makes the approved RMP effective immediately.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan (CCP) and draft environmental assessment (EA) for Seney National Wildlife Refuge (NWR) for public review and comment. In this draft CCP/EA, we describe how we propose to manage the refuge for the next 15 years.
