Proposed Low Effect Habitat Conservation Plan for Restoration and Management of the Linden H. Chandler Preserve, City of Rolling Hills Estates, County of Los Angeles, CA
The Palos Verdes Peninsula Land Conservancy (applicant) has applied to the U.S. Fish and Wildlife Service (Service) for a 25-year incidental take permit for one covered species pursuant to section 10(a)(1)(B) of the Endangered Species Act of 1973, as amended (Act). The application addresses the potential for ``take'' of the endangered Palos Verdes blue butterfly (Glaucopsyche lygdamus palosverdesensis, ``PVB'') associated with restoration and management of the Linden H. Chandler Preserve (``Preserve'') in the City of Rolling Hills Estates, Los Angeles County, California. Following reintroduction of PVB to the Preserve, measures to minimize impacts to PVB would be implemented as described in the proposed Restoration and Management of the Linden H. Chandler Preserve Low Effect Habitat Conservation Plan (proposed HCP), which would be implemented by the applicant. We are requesting comments on the permit application and on the preliminary determination that the proposed HCP qualifies as a ``Low- effect'' Habitat Conservation Plan, eligible for a categorical exclusion under the National Environmental Policy Act (NEPA) of 1969, as amended. The basis for this determination is discussed in the Environmental Action Statement (EAS) and the associated Low Effect Screening Form, which are also available for public review.

Notice of Intent To Prepare an Environmental Impact Statement for Cottonwood Cove and Katherine Landing Development Concept Plans; Lake Mead National Recreation Area; Clark County, NV and Mohave County, AZ
The National Park Service is initiating the conservation planning and environmental impact analysis process for new development concept plans for the Cottonwood Cove and Katherine Landing developed areas at Lake Mohave in the Lake Mead National Recreation Area. A range of reasonable alternatives will be developed through this EIS process and will include, at a minimum, a no-action (baseline) alternative and the agency-preferred alternative: the ``environmentally preferred'' course of action will also be identified.

Endangered and Threatened Wildlife and Plants; Proposed Endangered Status for Reticulated Flatwoods Salamander; Proposed Designation of Critical Habitat for Frosted Flatwoods Salamander and Reticulated Flatwoods Salamander
We, the U.S. Fish and Wildlife Service (Service), propose to split the listing under the Endangered Species Act of 1973, as amended (Act), of the currently threatened flatwoods salamander (Ambystoma cingulatum) into two distinct species: frosted flatwoods salamander (Ambystoma cingulatum) and reticulated flatwoods salamander (Ambystoma bishopi) due to a change in taxonomy. The frosted flatwoods salamander will maintain the status of threatened. However, we propose to list the reticulated flatwoods salamander as endangered under the Act. We also propose to designate critical habitat for both the frosted flatwoods salamander and the reticulated flatwoods salamander under the Act. In total, approximately 30,628 acres (ac) (12,395 hectares (ha)) (23,132 ac (9,363 ha) for the frosted flatwoods salamander and 7,496 ac (3,035 ha) for the reticulated flatwoods salamander) fall within the boundaries of the proposed critical habitat designation, which is located in the panhandle of Florida, southwestern Georgia, and southeastern South Carolina. We also announce the availability of the draft economic analysis for our proposed designation of critical habitat for the frosted and reticulated flatwoods salamanders. The draft economic analysis estimates that, over the period 2009 to 2028, post-designation costs for frosted and reticulated flatwoods salamander conservation-related activities would range between $3.88 million and $6.40 million (at a 3 percent discount rate) and $2.49 million to $4.38 million (at a 7 percent discount rate). Potential impacts are expected to range from $261,000 to $430,000 at 3 percent or $235,000 to $413,000 at 7 percent annually.
Endangered and Threatened Wildlife and Plants; Revised Designation of Critical Habitat for the Northern Spotted Owl
We, the U.S. Fish and Wildlife Service (Service), are revising currently designated critical habitat for the northern spotted owl (Strix occidentalis caurina) under the Endangered Species Act of 1973, as amended (Act). In 1992, we designated critical habitat for the northern spotted owl on 6, 887, 000 acres (ac) (2, 787, 070 hectares (ha)) of Federal lands in California, Oregon, and Washington. In this document we finalize revised critical habitat for the northern spotted owl on a total of approximately 5, 312, 300 acres (ac) (2, 149, 800 hectares (ha)) of Federal lands in California, Oregon, and Washington.
Notice of Intent To Prepare a General Management Plan and Environmental Impact Statement for the Ice Age National Scenic Trail Interpretive Site and Cross Plains Unit of the Ice Age National Scientific Reserve, WI
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) with the Wisconsin Department of Natural Resources (DNR), is preparing a General Management Plan/Environmental Impact Statement (GMP/EIS) for the Ice Age National Scenic Trail (NST) Interpretive Site and Cross Plains Unit of the Ice Age National Scientific Reserve in Wisconsin. The GMP/EIS will prescribe the resource conditions and visitor experiences that are to be achieved and maintained in these areas over the next 15 to 20 years. To facilitate sound planning and environmental assessment, the NPS intends to gather information necessary for the preparation of the GMP/ EIS and obtain suggestions and information from other Agencies and the public on the scope of issues to be addressed in the GMP/EIS. Because the planning area involves a complex of public lands with different State and Federal designations, the NPS is partnering with the Wisconsin DNR in developing this plan. The U.S. Fish and Wildlife Service will participate in the planning team. Comments and participation in this scoping process are invited. Participation in the planning process will be encouraged and facilitated by various means, including newsletters and open house meetings. The NPS will conduct public scoping meetings to explain the planning process and to solicit opinions about issues to address in the GMP/EIS. Notification of all such meetings will be announced in the local press and in the NPS newsletters.
Denali Park Road Vehicle Management Plan Environmental Impact Statement
The National Park Service (NPS) intends to prepare an Environmental Impact Statement (EIS) to develop and implement a plan to manage vehicles along the Denali park road, including carrying capacity (the maximum number of vehicles that can be accommodated on the Denali park road May-September). The goal of the plan is to provide a high quality experience for visitors while protecting wilderness resource values, scenic values, wildlife and other park resources, and maintaining the unique character of the park road. The plan will comprehensively evaluate the existing visitor transportation system to determine its effectiveness in protecting park resources and providing for visitor access and enjoyment. Demand for bus seats exceeds capacity in some cases and trends indicate that visitation will continue to increase. There is also a need to accommodate the changing demographics, interests, and needs of visitors. The EIS will evaluate a no action alternative of maintaining the existing vehicle management system on the Denali park road including current bus schedules, vehicle allocation, and carrying capacity. The effectiveness of the existing transportation system will be assessed and used to guide development of a range of action alternatives. Action alternatives will consider potential changes to transportation system components including carrying capacity, and allocation of vehicle use among shuttle buses, tours, inholders, professional photographers, and administrative vehicles. It will also consider changes to bus scheduling and spacing; the size and type of buses; tour services; educational opportunities and interpretive services; wildlife viewing opportunities; and possibly other factors. Alternatives may also consider operational improvements such as the quality of the buses, space for backpacks and bicycles, communications, accessibility and interpretive services (both on the buses or prior to departure). The NPS may consider utilizing an adaptive management approach based on a Before-After-Control-Impact (BACI) experimental design to implement any proposed changes. This BACI approach would increase the ability to detect and correct any future negative impacts on visitor experience or park resources and values caused by management actions. The NPS will consider a wide range of information including data collected from the 1930's to the present. Intensive studies conducted over the last three years on wildlife populations and behavior, social science studies on visitor experience, and extensive modeling of traffic patterns on the park road will be considered in the development and analysis of alternatives. This EIS is being prepared in accordance with the requirements of the National Environmental Policy Act of 1969, as amended (42 U.S.C. 4331 et seq.), and its implementing regulations at 40 CFR part 1500. Scoping: The planning team requests input from interested federal and state agencies, local governments, groups, organizations, park visitors, and the public. Written and verbal scoping comments are being solicited. Further information on this planning process will be available through public scoping meetings, press releases, and the park Web site. Public scoping meetings will be held in Anchorage, Denali Park, Susitna Valley, and Fairbanks, Alaska in 2008. Additional locations may be added as appropriate. Specific dates, times, and locations of scoping meetings will be announced in local media and posted on the NPS Planning, Environment, and Public Comment (PEPC) Web site at https://parkplanning.nps.gov/DENA. Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation and are new, modified, discontinued, or completed since the last publication of this notice on May 9, 2008. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Endangered and Threatened Wildlife and Plants; Revised Proposed Designation of Critical Habitat for 12 Species of Picture-wing Flies From the Hawaiian Islands
We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the comment period on the revised proposed designation of critical habitat for 12 species of Hawaiian picture-wing flies (Drosophila aglaia, D. differens, D. hemipeza, D. heteroneura, D. montgomeryi, D. mulli, D. musaphilia, D. neoclavisetae, D. obatai, D. ochrobasis, D. substenoptera, and D. tarphytrichia) under the Endangered Species Act of 1973, as amended (Act). We also announce the availability of a draft economic analysis (DEA) and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the revised proposed rule, the associated DEA, and the amended required determinations section. If you submitted comments previously, you do not need to resubmit them because we have already incorporated them into the public record and will fully consider them in preparation of the final rule.
Utah Regulatory Program
We are approving an amendment to the Utah regulatory program (the Utah program) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Utah proposed revisions to its statute and rules regarding permit application requirements which may be waived with a written determination that they are unnecessary by the Division of Oil Gas and Mining (the Division), permit applications being filed in a local public office for public inspection, and extensions to permitted area being processed as significant revisions or applications for new permits. Utah is revising its program to be consistent with the corresponding Federal regulations and SMCRA, clarify ambiguities, and improve operational efficiency. This amendment package contains changes proposed previously under UT-042-FOR and UT-043-FOR.
Merritt Island National Wildlife Refuge
The Fish and Wildlife Service announces that a Final Comprehensive Conservation Plan (CCP) and Finding of No Significant Impact (FONSI) for Merritt Island National Wildlife Refuge is available for distribution. This CCP was prepared pursuant to the National Wildlife Refuge System Improvement Act of 1997, and in accordance with the National Environmental Policy Act of 1969, and describes how the refuge will be managed for the next 15 years.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of new information that may impact our status review for the Bliss Rapids snail (Taylorconcha serpenticola). This information has become available since the close of the comment period on our 90- day finding (72 FR 31250) on a petition to remove the Bliss Rapids snail from the Federal List of Endangered and Threatened Wildlife, pursuant to the Endangered Species Act of 1973, as amended (Act). Interested members of the public are invited to submit comments on this new information as it applies to the listing status of the Bliss Rapids snail.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for the Devils River Minnow
We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for the Devils River minnow (Dionda diaboli) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 26.5 stream kilometers (km) (16.5 stream miles (mi)) are within the boundaries of the critical habitat designation. The critical habitat is located in streams in Val Verde and Kinney Counties, Texas.

Notice of Realty Action: Direct Sale of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) proposes to offer by non- competitive sale one parcel of public land totaling approximately 3.75 acres in the Las Vegas Valley to Nhu Thi Tran. Notice of Proposed Legislative Withdrawal and Public Meeting; Utah
The U.S. Department of the Army, Corps of Engineers, has filed an application requesting the Secretary of the Interior to process, in accordance with the Engle Act (43 U.S.C. 155-158), a proposed legislative withdrawal from all forms of appropriation under the public land laws, including the mining laws, of approximately 18,248 acres of public lands located in Tooele County, Utah. The withdrawal would reserve the lands for use as a military training range. This notice temporarily segregates the lands from surface entry and mining for up to two years while the legislative withdrawal application is being processed.

Notice of Decision and Availability of the Record of Decision for the Final Comprehensive Conservation Plan and Environmental Impact Statement for Trempealeau National Wildlife Refuge, Buffalo and Trempealeau Counties, WI
The U.S. Fish and Wildlife Service announces the decision and availability of the Record of Decision (ROD) for the Final Comprehensive Conservation Plan (CCP) and Environmental Impact Statement (EIS) for Trempealeau National Wildlife Refuge (NWR) in Wisconsin. A thorough analysis of the environmental, social, and economic considerations was completed and presented in the Final CCP/ EIS. The Final CCP/EIS was released to the public and a Notice of Availability was published in the Federal Register on April 15, 2008, (73 FR 20329). The ROD documents the selection of Alternative C, the Preferred Alternative in the Final CCP/EIS, as the CCP for Trempealeau National Wildlife Refuge. The ROD was signed by the Regional Director, U.S. Fish and Wildlife Service, Midwest Region, on June 17, 2008.

Jicarilla Apache Nation Liquor Ordinance
This notice publishes the Jicarilla Apache Nation Amended Liquor Ordinance. The amended Ordinance regulates and controls the possession, sale, and consumption of liquor within the Jicarilla Apache Nation. The Nation is located on trust land and this amended Ordinance allows for the possession and sale of alcoholic beverages within the exterior boundaries of the Jicarilla Indian Reservation. This amended Ordinance will increase the ability of the tribal government to control the distribution and possession of liquor within their Reservation and at the same time will provide an important source of revenue and strengthening of the tribal government and the delivery of tribal services.

Meeting Notice for the John Day/Snake Resource Advisory Council
The John Day/Snake Resource Advisory Council meeting is scheduled for September 16, 2008, in John Day, Oregon. Migratory Bird Hunting; Hunting Methods for Resident Canada Geese
