Endangered and Threatened Wildlife and Plants; Chiricahua Leopard Frog Recovery Plan
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a final recovery plan for the Chiricahua leopard frog (Rana chiricahuensis). The species occurs in central and southeastern Arizona, west-central and southwestern New Mexico, and the sky islands and Sierra Madre Occidental of northeastern Sonora and northwestern Chihuahua, Mexico. The Chiricahua Leopard Frog Recovery Plan (Recovery Plan) presents information on the species and its habitat, including delisting criteria and recovery actions to conserve the species.
Endangered and Threatened Wildlife and Plants; Draft Post-Delisting Monitoring Plan for the Western Great Lakes Distinct Population Segment of the Gray Wolf (Canis lupus)
We, the U.S. Fish and Wildlife Service (Service), announce the availability of the Draft Post-Delisting Monitoring Plan (PDM Plan) for the Western Great Lakes (WGL) Distinct Population Segment (DPS) of the Gray Wolf (Canis lupus). Under the Draft PDM Plan, we would monitor the status of the gray wolves in the WGL DPS over a 5-year period. Our monitoring would include population estimates, health data from individual wolves, and review of changes in State and tribal management and legal protections that might impact the WGL DPS's status. During the PDM period, we and the Eastern Timber Wolf Recovery Team would annually conduct a review of the monitoring data and monitoring program. We solicit review and comment on this Draft Monitoring Plan from local, tribal, State, and Federal agencies and the public.

California Bay-Delta Public Advisory Committee Public Meeting
In accordance with the Federal Advisory Committee Act, the California Bay-Delta Public Advisory Committee (Committee) will meet on June 20, 2007. The agenda for the Committee meeting will include discussions with State and Federal agency representatives on the CALFED Bay-Delta Program Draft End of Stage 1 Report and a recommendation from the Program Performance and Financing Subcommittee to include their Draft Performance Assessment in that Report; presentations from the agencies on long-term performance measures; and approval of the 207-08 Program Plans. The meeting will also include reports from the Lead Scientist and the Independent Science Board, Subcommittees, and updates on the status of the Environmental Justice Framework Proposal and Delta Vision initiatives underway.

Wyoming: Notice of Proposed Reinstatement of Terminated Oil and Gas Lease
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Anadarko Petroleum Corp., El Paso E&P Company, LP, Maar County Line LP, Michiwest Energy Inc., Muskegon Development Co., North Finn LLC, Strickler County Line LP, William J. Strickler, Watson Street LP, and Walter Wood for competitive oil and gas lease WYW161144 for land in Johnson County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Regional Habitat Conservation Plan, Williamson County, TX
We, the Fish and Wildlife Service (Service), advise the public that we intend to prepare an EIS to evaluate the impacts of, and alternatives to, the proposed issuance of an incidental take permit under the Endangered Species Act to Williamson County, Texas, and/or the Williamson County Conservation Foundation (Applicant). We also announce a public scoping meeting and public comment period.
Marine Mammals; Incidental Take During Specified Activities
The Fish and Wildlife Service (Service) proposes regulations that would authorize the nonlethal, incidental, unintentional take of small numbers of Pacific walruses (walruses) and polar bears during year-round oil and gas industry (Industry) exploration activities in the Chukchi Sea and adjacent western coast of Alaska. We are proposing that this rule be effective for 5 years from date of issuance. We propose a finding that the total expected takings of walruses and polar bears during oil and gas industry exploration activities will have a negligible impact on these species and will not have an unmitigable adverse impact on the availability of these species for subsistence use by Alaska Natives. The regulations that we propose to issue include permissible methods of nonlethal taking, measures to ensure the least practicable adverse impact on the species and the availability of these species for subsistence uses, and requirements for monitoring and reporting. If the proposed regulations are issued, we can issue Letters of Authorization to conduct activities under the provisions of these regulations when requested by citizens of the United States. We are seeking public comments on this proposed rule. In addition, the Service proposes to issue authorizations to take small numbers of marine mammals by harassment incidental to conducting exploration activities during the 2007 open-water season for oil and gas operators (Incidental Harassment Authorization). These activities will be carried out from approximately July 1 through November 30, 2007. The authorizations we propose to issue will also include permissible methods of nonlethal taking, measures to ensure the least practicable adverse impact on the species and the availability of these species for subsistence uses, and requirements for monitoring and reporting. We are seeking public comments on this proposal.
Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Fourteenth Regular Meeting; Tentative U.S. Negotiating Positions for Agenda Items and Species Proposals Submitted by Foreign Governments and the CITES Secretariat
We, the United States, as a Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), will attend the fourteenth regular meeting of the Conference of the Parties to CITES (CoP14) in The Hague, The Netherlands, June 3- 15, 2007. This notice announces the tentative U.S. negotiating positions on amendments to the CITES Appendices (species proposals), draft resolutions and decisions, and agenda items submitted by other countries and the CITES Secretariat for consideration at CoP14. With this notice we also announce that we will publish a notice after the conclusion of CoP14 to invite public input on whether the United States should take a reservation on any of the amendments to the CITES Appendices that are adopted.
