Fish Passage Improvement Project at the Red Bluff Diversion Dam, Tehama County, CA
The Bureau of Reclamation (Reclamation) and the Tehama-Colusa Canal Authority (TCCA) are re-circulating the DEIS/EIR for the Fish Passage Improvement Project at the Red Bluff Diversion Dam for public review and comment. The document is being re-circulated for any additional comments since it was originally available to the public from August 14 through October 29, 2002, given the length of lapsed time and the recent selection of Alternative 2B as Reclamation's Preferred Alternative. The public comments sent in 2002 are also available although no responses have yet been completed. The final EIS/ EIR will be prepared after the end of the new comment period.
Scientific Earthquake Studies Advisory Committee
Pursuant to Public Law 106-503, the Scientific Earthquake Studies Advisory Committee (SESAC) will hold its 15th meeting. The meeting location is the U.S. Geological Survey, John Wesley Powell National Center, Room 1B215, 12201 Sunrise Valley Drive, Reston, Virginia 20192. The Committee is comprised of members from academia, industry, and State government. The Committee shall advise the Director of the U.S. Geological Survey (USGS) on matters relating to the USGS's participation in the National Earthquake Hazards Reduction Program. The Committee will receive updates and provide guidance on Earthquake Hazards Program activities and the status of teams supported by the Program, as well as a report from the Advanced National Seismic System steering committee. Meetings of the Scientific Earthquake Studies Advisory Committee are open to the public.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for the Alabama Beach Mouse
We, the U.S. Fish and Wildlife Service (Service), are revising critical habitat for the Alabama beach mouse (Peromyscus polionotus ammobates) under the Endangered Species Act of 1973, as amended (Act). The revised designation encompasses approximately 1,211 acres (ac) (490 hectares (ha)) of coastal dune and scrub habitat in Baldwin County, Alabama.

The Fish and Wildlife Service (Service) has completed a Draft Comprehensive Conservation Plan and Environmental Assessment (Draft CCP/EA) for the McNary and Umatilla National Wildlife Refuges (Refuges). It is available for public review and comment. The Draft CCP/EA describes the Service's proposal for managing the Refuges for the next 15 years. Notice of Intent To Prepare a Comprehensive Conservation Plan and Environmental Assessment for the Humboldt Bay National Wildlife Refuge Complex
The U.S. Fish and Wildlife Service (Service) is preparing a Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for the Humboldt Bay National Wildlife Refuge Complex (Complex) located in Humboldt and Del Norte Counties of California. The Complex is comprised of Humboldt Bay National Wildlife Refuge and Castle Rock National Wildlife Refuge. This notice advises the public that the Service intends to gather information necessary to prepare a CCP and EA pursuant to the National Wildlife Refuge System Administration Act of 1966, as amended, and the National Environmental Policy Act (NEPA). The public and other agencies are encouraged to participate in the planning process by sending written comments on management actions that the Service should consider. The Service is also furnishing this notice in compliance with the Service CCP policy to obtain suggestions and information on the scope of issues to include in the CCP and EA. Opportunities for public input will be announced throughout the CCP/EA planning and development process.
Meeting Notice for the Southeast Oregon Resource Advisory Council
The Southeast Oregon Resource Advisory Council (SEORAC) will hold a meeting Thursday, February 8 from 8 a.m. to 3:30 p.m., at the U.S. Bureau of Land Management (BLM) Burns District Office, 28910 Hwy 20 West in Hines. Agenda items for the 1-day meeting include an update on the Off- Highway Vehicle/Transportation Strategy for Oregon and Washington public lands; information sharing regarding the Malheur Wild and Scenic River litigation, adaptive management and monitoring, and manipulating livestock behavior; and review of District and Forest Fiscal Year 2007 work plans and Council subgroup and liaison assignments. Council members will also hear updates from the Designated Federal Officials, establish new subgroup and liaison assignments, give liaison and subgroup reports, discuss the Resources and People Camp, and develop agenda items for the May meeting. Any other matters that may reasonably come before the SEORAC may also be addressed. The public is welcome to attend all portions of the meeting and may contribute during the public comment period at 1 p.m. Those who verbally address the SEORAC during the public comment period are asked to also provide a written statement of their comments or presentation. Unless otherwise approved by the SEORAC Chair, the public comment period will last no longer than 30 minutes, and each speaker may address the SEORAC for a maximum of 5 minutes. Endangered and Threatened Wildlife and Plants; Initiation of a 5-Year Review of Ten Listed Northeastern Species
Pursuant to section 4(c)(2)(A) of the Endangered Species Act of 1973 (ESA), we, the U.S. Fish and Wildlife Service (Service), announce a 5-year review of 10 northeastern species. A 5-year review is a periodic process conducted to ensure that the listing classification of a species is accurate. A 5-year review is based on the best scientific and commercial data available at the time of the review; therefore, we are requesting submission of any such information that has become available since the original listing of the species as endangered or threatened. Based on the results of these 5-year reviews, we will make the requisite findings under section 4(c)(2)(B) of the ESA.

Hobe Sound National Wildlife Refuge
The Fish and Wildlife Service announces that a Final Comprehensive Conservation Plan and Finding of No Significant Impact for Hobe Sound National Wildlife Refuge are available for distribution. The plan was prepared pursuant to the National Wildlife Refuge System Improvement Act of 1997, and in accordance with the National Environment Policy Act of 1969, and describes how the refuge will be managed for the next 15 years. The compatibility determinations for fishing, wildlife observation, wildlife photography, environmental education and interpretation, research, and pets are also available within the plan.
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease NMNM 108883
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease NMNM 108883 from the lessee, Coulthurst Management & Investment, Inc., for lands in Sandoval County, New Mexico. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Notice of Intent To Prepare an Environmental Impact Statement for a Proposed Coal-Fired Electric Power Plant, 250 Miles of High Voltage Transmission Line With Fiber Optic Cable, Approximately 100 Miles of New Rail Line, Substations, Water Well-Fields and Pipeline Delivery Systems, and Associated Facilities in Portions of White Pine, Lincoln, Nye, Elko, and Clark Counties, NV, and Notice of Public Meetings
Pursuant to Section 102 (2)(C) of the National Environmental Policy Act of 1969, the Bureau of Land Management (BLM), Ely, Elko, and Las Vegas Field Offices, will be directing the preparation of an EIS and conducting public scoping meetings for a proposed Ely Energy Center (EEC), rail line, 345 kV and 500 kV transmission lines with fiber optic capacity, substations, water delivery, and associated facilities. Comment Dates: The comment period for scoping the EIS will commence with the publication of this notice. Those having concerns, issues, or alternatives they would like to see addressed in the EIS should respond with written comments by February 26, 2007. This scoping notice will be distributed by mail on or about the date of this notice. All comments received at the public scoping meetings or through written comments submitted will aid the BLM in identifying alternatives and mitigating measures and will help assure all issues are analyzed in the EIS.

Endangered and Threatened Wildlife and Plants; Anticipated Delisting of Astragalus desereticus
We, the U.S. Fish and Wildlife Service (Service), announce our intention to conduct rulemaking under the Endangered Species Act (Act) of 1973 as amended (Act) (16 U.S.C. 1531 et seq.) for the purpose of removing Astragalus desereticus (Deseret milk-vetch) from the List of Endangered and Threatened Plants in the near future. Specifically, we intend to propose delisting A. desereticus because threats to the species as identified in the final listing rule (64 FR 56590, October 20, 1999) are not as significant as earlier believed and are managed such that the species is not likely to become in danger of extinction throughout all or a significant portion of its range in the foreseeable future. Upon delisting, A. desereticus would be managed pursuant to a Conservation Agreement among the Service and Utah State agencies. In response to a stipulated settlement agreement we have reconsidered whether designating critical habitat for Astragalus desereticus would be prudent based on this species' current status. We have determined that such a designation is not prudent because, as described in this advanced notice, we believe that designating critical habitat would not be beneficial to the species (50 CFR 424.12). This is because no area meets the definition of ``critical habitat'' (i.e., there are no areas essential to the conservation of the species which require special management considerations, and protections afforded by the species' current listing status appear to be no longer necessary).
Indian Trust Management Reform
On August 8, 2006, the Bureau of Indian Affairs (BIA) and the Office of the Secretary proposed to amend several of their regulations related to Indian trust management (see 71 FR 45173). The rule proposes to address Indian trust management issues in the areas of probate, probate hearings and appeals, tribal probate codes, life estates and future interests in Indian land, the Indian land title of record, and conveyances of trust or restricted land. The proposed rule also includes an ``Application for Consolidation by Sale'' form that is associated with one of these amendments. On November 1, 2006, the BIA and the Office of the Secretary reopened the comment period for an additional 60 days to January 2, 2007 (see 71 FR 64181). This notice reopens the comment period an additional 45 days to March 12, 2007. The BIA and Office of Secretary again are extending the comment period by 45 days to ensure that all interested parties, including tribes and individual Indians, have the opportunity to review the proposed rule and prepare their comments.

Changes in the Insular Possessions Watch, Watch Movement and Jewelry Programs 2006
The Departments of Commerce and the Interior (the Departments) propose amending their regulations governing watch duty-exemption allocations and the watch and jewelry duty-refund benefits for producers in the United States insular possessions (the U.S. Virgin Islands, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands). The proposed rule would amend certain regulations by updating the maximum total value of watch components per watch that are eligible for duty-free entry into the United States under the insular program, further clarifying the definition of creditable and non- creditable wages and fringe benefits, providing more details about the calculation of mid-year and annual duty-refund and verification process, and making minor editorial changes.

Meeting of the California Desert Advisory Council
Notice is hereby given, in accordance with Public Law 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, March 9, 2007, from 7:30 a.m. to 5 p.m., and meet in formal session on Saturday, March 10 from 8 a.m. to 3 p.m. at the Ramada Inn, 1511 East Main Street, East Main & Interstate 15, Barstow, CA 92311. The Council and interested members of the public will depart for the field tour at 7:30 a.m. from the main lobby of the Ramada Inn. The public is welcome to participate in the tour but should plan on providing their own transportation, lunch, and beverage. Agenda topics for the formal session on Saturday will include updates by Council members and reports from the BLM District Manager and five field office managers. Additional agenda topics are being developed. Pueblo of Pojoaque Liquor Control Act
This notice publishes the Pueblo of Pojoaque Liquor Control Act. The Act regulates and controls the possession, sale and consumption of liquor within the Pueblo of Pojoaque Indian Reservation. The reservation is located on trust land and this Act allows for the possession and sale of alcoholic beverages within the exterior boundaries of the Pueblo of Pojoaque Indian Reservation. This Act will increase the ability of the tribal government to control the distribution and possession of liquor within their reservation, and at the same time will provide an important source of revenue and strengthening of the tribal government and the delivery of tribal services.

The U.S. Fish and Wildlife Service (Service, we, our) announces that we are re-initiating the preparation of a Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for Eastern Neck National Wildlife Refuge (NWR). Our original notice of intent to prepare a CCP was published in the Federal Register on June 11, 2002. At that time, we also held public scoping meetings. In June 2003, we announced through a special mailing that we were postponing work on the project due to a change in budget and staffing priorities. We are preparing a CCP and EA pursuant to the National Wildlife Refuge System Administration Act of 1966, as amended by the National Wildlife Refuge System Improvement Act of 1997, and the National Environmental Policy Act of 1969. This notice advises other Federal and State agencies and the public of our intent to complete detailed planning on this refuge and to obtain suggestions and information to include in the environmental document. Special mailings, newspaper articles, media announcements, and our Web site will provide information about future opportunities for public involvement in the planning process.
Fourth Public Meeting for Reclamation's Managing for Excellence Project
