The document is being re-circulated for any additional comments since it was originally available to the public from August 14 through October 29, 2002, given the length of lapsed time and the recent selection of Alternative 2B as Reclamation's Preferred Alternative. The public comments sent in 2002 are also available although no responses have yet been completed. The final EIS/ EIR will be prepared after the end of the new comment period.

Pursuant to Public Law 106-503, the Scientific Earthquake Studies Advisory Committee (SESAC) will hold its 15th meeting. The Committee is comprised of members from academia, industry, and State government. The U.S. Fish and Wildlife Service (Service) is preparing a Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for the Humboldt Bay National Wildlife Refuge Complex (Complex) located in Humboldt and Del Norte Counties of California. The Complex is comprised of Humboldt Bay National Wildlife Refuge and Castle Rock National Wildlife Refuge. This notice advises the public that the Service intends to gather information necessary to prepare a CCP and EA pursuant to the National Wildlife Refuge System Administration Act of 1966, as amended, and the National Environmental Policy Act (NEPA). The public and other agencies are encouraged to participate in the planning process by sending written comments on management actions that the Service should consider. The Service is also furnishing this notice in compliance with the Service CCP policy to obtain suggestions and information on the scope of issues to include in the CCP and EA. Any other matters that may reasonably come before the SEORAC may also be addressed. Pursuant to section 4(c)(2)(A) of the Endangered Species Act of 1973 (ESA), we, the U.S. Fish and Wildlife Service (Service), announce a 5-year review of 10 northeastern species. A 5-year review is a periodic process conducted to ensure that the listing classification of a species is accurate. A 5-year review is based on the best scientific and commercial data available at the time of the review; therefore, we are requesting submission of any such information that has become available since the original listing of the species as endangered or threatened. Based on the results of these 5-year reviews, we will make the requisite findings under section 4(c)(2)(B) of the ESA.

We, the U.S. Fish and Wildlife Service (Service), announce our intention to conduct rulemaking under the Endangered Species Act (Act) of 1973 as amended (Act) (16 U.S.C. 1531 et seq.) for the purpose of removing Astragalus desereticus (Deseret milk-vetch) from the List of Endangered and Threatened Plants in the near future. Specifically, we intend to propose delisting A. desereticus because threats to the species as identified in the final listing rule (64 FR 56590, October 20, 1999) are not as significant as earlier believed and are managed such that the species is not likely to become in danger of extinction throughout all or a significant portion of its range in the foreseeable future. Upon delisting, A. desereticus would be managed pursuant to a Conservation Agreement among the Service and Utah State agencies. In response to a stipulated settlement agreement we have reconsidered whether designating critical habitat for Astragalus desereticus would be prudent based on this species' current status. We have determined that such a designation is not prudent because, as described in this advanced notice, we believe that designating critical habitat would not be beneficial to the species (50 CFR 424.12). This is because no area meets the definition of ``critical habitat'' (i.e., there are no areas essential to the conservation of the species which require special management considerations, and protections afforded by the species' current listing status appear to be no longer necessary).
Indian Trust Management Reform

On August 8, 2006, the Bureau of Indian Affairs (BIA) and the Office of the Secretary proposed to amend several of their regulations related to Indian trust management (see 71 FR 45173). The rule proposes to address Indian trust management issues in the areas of probate, probate hearings and appeals, tribal probate codes, life estates and future interests in Indian land, the Indian land title of record, and conveyances of trust or restricted land. The proposed rule also includes an ``Application for Consolidation by Sale'' form that is associated with one of these amendments. On November 1, 2006, the BIA and the Office of the Secretary reopened the comment period for an additional 60 days to January 2, 2007 (see 71 FR 64181). This notice reopens the comment period an additional 45 days to March 12, 2007. The BIA and Office of Secretary again are extending the comment period by 45 days to ensure that all interested parties, including tribes and individual Indians, have the opportunity to review the proposed rule and prepare their comments.

Notice is hereby given, in accordance with Public Law 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, March 9, 2007, from 7:30 a.m. to 5 p.m., and meet in formal session on Saturday, March 10 from 8 a.m. to 3 p.m. at the Ramada Inn, 1511 East Main Street, East Main & Interstate 15, Barstow, CA 92311. The Council and interested members of the public will depart for the field tour at 7:30 a.m. from the main lobby of the Ramada Inn. The public is welcome to participate in the tour but should plan on providing their own transportation, lunch, and beverage. Agenda topics for the formal session on Saturday will include updates by Council members and reports from the BLM District Manager and five field office managers. Additional agenda topics are being developed. Once finalized, the field tour and meeting agendas will be published in a news release prior to the meeting and posted on the BLM California state Web site at https://www.blm.gov/ca/news/rac.html.

This notice publishes the Pueblo of Pojoaque Liquor Control Act. The Act regulates and controls the possession, sale and consumption of liquor within the Pueblo of Pojoaque Indian Reservation. The reservation is located on trust land and this Act allows for the possession and sale of alcoholic beverages within the exterior boundaries of the Pueblo of Pojoaque Indian Reservation. This Act will increase the ability of the tribal government to control the distribution and possession of liquor within their reservation, and at the same time will provide an important source of revenue and strengthening of the tribal government and the delivery of tribal services.
