Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee. The purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a meeting on September 12-13, 2006 is to convene the full Advisory Committee and to discuss implementation of action items outlined in the National Invasive Species Management Plan, which was finalized on January 18, 2001.

The Fish and Wildlife Service (hereinafter Service or we) is proposing to establish the 2006-07 late-season hunting regulations for certain migratory game birds. We annually prescribe frameworks, or outer limits, for dates and times when hunting may occur and the number of birds that may be taken and possessed in late seasons. These frameworks are necessary to allow State selections of seasons and limits and to allow recreational harvest at levels compatible with population and habitat conditions.

We, the U.S. Fish and Wildlife Service, propose to revise the List of Migratory Birds by adding numerous species and removing numerous species. Reasons for the proposed changes to the list include correcting previous mistakes including misspellings, adding species based on new evidence of occurrence in the United States or U.S. territories, removing species no longer known to occur within the United States, and changing names based on new taxonomy. The net increase of 140 species (152 added and 12 removed) brings to 972 the total number of species protected by the Migratory Bird Treaty Act (MBTA). We regulate most aspects of the taking, possession, transportation, sale, purchase, barter, exportation, and importation of migratory birds. An accurate and up-to-date list of species protected by the MBTA is essential for regulatory purposes.

The purpose of this notice is to alert the public to two items. First, pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the draft Environmental Impact Statement (EIS) for the disposition of the former Bureau of Mines Twin Cities Research Center (Center), located within the boundary of Mississippi National River and Recreation Area (MNRRA), a unit of the NPS, in Hennepin County, Minnesota. The draft EIS is now available for public review and comment, and everyone is invited to comment on the document. Secondly, the notice is intended to alert any prospective Government or university entities that the NPS is soliciting proposals for use of the Center. In accordance with the legislation addressing the Center (Pub. L. 104-134), only Government and university entities qualify as possible recipients of the property. Additionally, Public Law 106-113 allows the Secretary to accept financial remuneration for the Center and distribute the funds to MNRRA and the national wildlife refuge system for the benefit of their respective activities in Minnesota. The Center is Federal land located within the boundary of the MNRRA. Accordingly, through today's notice, the NPS invites written proposals from Government and university entities who may be interested in acquiring the former Bureau of Mines property. Verbal proposals will not be considered.
Endangered and Threatened Wildlife and Plants; 90-Day Findings for Petitions To Delist the Island Night Lizard

We, the U.S. Fish and Wildlife Service (Service), announce 90- day findings for two petitions to remove the island night lizard (Xantusia riversiana) from the Federal List of Endangered and Threatened Wildlife and Plants pursuant to the Endangered Species Act (Act). We find that one of the petitions presents substantial scientific or commercial information indicating that delisting may be warranted, and we are therefore initiating a status review. We are requesting submission of any new information on the island night lizard since its original listing as a threatened species in 1977. Following this status review, we will issue a 12-month finding on the petition to delist.

Reclamation believes that development of such a rule would help prevent Non-Contract Use from depleting the Colorado River and taking water from holders of Colorado River water entitlements. Reclamation intends that any rule would establish the procedure that Reclamation would follow in making determinations of potential Non-Contract Use including notice and administrative appeal procedures for those entities whose use of Colorado River water falls within the category of Non-Contract use.

The U.S. Fish and Wildlife Service (Service) announces that the final Comprehensive Conservation Plan (CCP) is available for Great Dismal Swamp and Nansemond National Wildlife Refuges (NWR). Prepared in conformance with the National Wildlife Refuge System Administration Act of 1966, as amended by the National Wildlife System Improvement Act of 1997, and the National Environmental Policy Act of 1969, the plan describes how the Service intends to manage the refuges over the next 15 years. A Finding of No Significant Impact was approved by the Regional Director.

Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended), and the Council on Environmental Quality Regulations (40 CFR part 1500-1508), the national Park Service, Department of the Interior has prepared a Final Environmental Impact Statement (FEIS) identifying and evaluating five alternatives for a Non-Native Deer Management Plan for Point Reyes National Seashore administered lands. When approved, the plan will guide the NPS in managing the herds of non-native deer over the next two decades on all lands administered by Point Reyes National Seashore. Through the FEIS, the potential impacts of a ``no action'' alternative and four ``action'' alternatives are assessed and, where appropriate, mitigation measures are applied to reduce the intensity of the potential effect or to avoid the potential effect. Five other preliminary alternatives were considered but rejected because they did not achieve the objectives of the non-native deer management plan or were infeasible.
