The Department of Defense is publishing this notice to announce that the following Federal Advisory Committee meeting of the Board on Coastal Engineering Research will take place.

The Department of the Army is modifying its system of records notice entitled ``Army Career Tracker (ACT), A0350-1b TRADOC''. The Army Career Tracker (ACT) enables Soldiers and Army civilians world- wide with career development and transition resources. ACT provides users with a more efficient and effective way to monitor their career development while allowing leaders to track and advise subordinates on personalized leadership development. As a leader development tool, it integrates data on training, education, and experiential learning from a number of source systems into one personalized and easy to use interface. ACT allows supervisors to track and advise employees on their leadership development and allows career program managers the ability to reach their geographically dispersed careerists. The Total Army Sponsorship Program is also administered through ACT. The sponsorship program provides Soldiers, Army civilians, and their families with resources to facilitate their transition and/or relocation between commands and duty assignments.

The invention listed below is assigned to the United States Government as represented by the Secretary of the Army and is being made generally availability of exclusive, partially exclusive or non- exclusive licenses by the Department of the Army. U.S. Army Case Number ARL 17-33 entitled ``Aluminum Based Nanogalvanic Alloys for Hydrogen Generation,'' and a provisional patent application filed at the U.S. Patent and Trademark Office (USPTO) on July 24, 2017 and assigned USPTO PROVISIONAL PATENT APPLICATION No. 62/ 536,143. In order to support a better understanding of the material, ARL has established the following website to host details on the technology and a review the process that will culminate in the granting of a patent license(s) around September 2018; www.arl.army.mil/ AlNanogalvanicPowder. On this website, you can register your interest to be contacted about further developments, post general questions, learn about Inventor webex's, and download background technical information, as well as, templates for all the require documents that will be used throughout the process.

The U.S. Army Aviation and Missile Command (AMRDEC) is seeking Cooperative Research and Development Agreement (CRADA) partners to collaborate in transitioning firearm with both gas delayed and stroke piston action into commercial and/or government application(s). Interested potential CRADA collaborators will receive detailed information on the current status of the project after signing a confidentiality disclosure agreement (CDA) with AMRDEC. Under the CRADA, further research, development and testing will be conducted to further refine the principles and prototypes. Based on the results of these experiments a refined fully functioning firearm action could be designed and manufactured. The developed principles and designs might be further modified for other uses outside of the firearms industry.

This final rule removes DoD's regulation concerning Military Payment Certificates (MPC) which are no longer used by the Federal Government nor DoD based on U.S. Treasury guidance and use of Smart Card technology. MPC's were discontinued in the late 1990's based on the U.S. Treasury determining that the remaining stock from the Vietnam War could no longer be used and it would take several years to replace them with new MPCs. The Army determined that going forward, the EagleCash Stored Value Card (SVC) will be used in lieu of MPC.
