The Department of the Army and Fort Carson announce the decision to conduct training using new tactics, equipment, infrastructure improvements, and management methods at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. The action was the preferred alternative identified in the Final Environmental Impact Statement (EIS) for proposed training and operations at PCMS. PCMS is the maneuver site for Fort Carson and is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson. The Record of Decision (ROD) explains the potential environmental and socioeconomic impacts associated with the selected action, which is to conduct realistic, coordinated, large-scale training that integrates the ground and air resources of Fort Carson's mechanized, infantry, support, and combat aviation units. The selected alternative provides the proper balance of initiatives for the protection of environmental and mission- essential actions. The ROD also adopts mitigation that will reduce or eliminate adverse impacts. The selected action will establish new brigade-level training intensity measures, update brigade training and equipment requirements, enable the Stryker family of vehicles to train at PCMS, and add enhanced readiness training, to include new activities and infrastructure at PCMS. The action does not include, nor would it require, land expansion of PCMS.

The Department of the Army amends its regulation concerning law enforcement reporting for a number of statutory requirements to better coordinate law enforcement work and personnel both within the Department of the Army, across DoD, and with other Federal, State, and local law enforcement officials. It meets law enforcement reporting requirements for selected criminal and national security incidents and provides law enforcement agencies, such as the Department of Homeland Security and Transportation Security Administration, with the most current information available. It also provides the Army chain of command with timely criminal information to respond to queries from the Department of Defense, the news media, and others. The rule establishes policies and procedures for offense and serious-incident reporting with the Army; for reporting to the Department of Defense and the Department of Justice, as appropriate; and for participating in the Federal Bureau of Investigation's National Crime Information Center, the Department of Justice's Criminal Justice Information System, the National Law Enforcement Telecommunications System, and State criminal justice systems. It also updates various reporting requirements described in various Federal statutes.

Record of Decision for the Modernization and Repair of Piers 2 and 3, Military Ocean Terminal Concord, CA

The U.S. Army (Army) has prepared a Record of Decision (ROD) for the Modernization and Repair of Piers 2 and 3 at Military Ocean Terminal Concord, California (MOTCO) to document the Army's selection of Alternative 1 of the Final Environmental Impact Statement (EIS) for the action. Alternative 1 was selected because it meets the purpose and need of the proposed action, and balances environmental impacts with operational flexibility by providing MOTCO with safe, functional, and efficient facilities. Alternative 1 will fully implement repairs to Pier 3 and will re-orient and modernize Pier 2 to provide more efficient access for the types of vessels that use the pier. Implementation of Alternative 1 will include extensive demolition of existing Pier 2 and reconstruction of structural elements, replacement of pier-side infrastructure and supporting facilities at Pier 2, upgrades to shore-side roads and electrical infrastructure in the immediate vicinity of Piers 2 and 3, repair piles at Pier 3, and maintenance dredging waterward of Pier 2. The ROD adopts mitigation and management measures.
