The SAB will meet 15 January 2013, from 7:45 a.m. to 5:00 p.m., with the sessions from 7:45 a.m.-9:45 a.m. and 4:30 p.m.-5:00 p.m., open to the public. The meeting on 16 January 2013 will be from 07:45 a.m.-11:45 a.m. and is closed to the public. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to introduce the FY13 SAB study topics tasked by the Secretary of the Air Force: countering electro-optical and infrared targeting system threats to our aircraft, disaggregation of satellite mission applications, and communicating in a contested environment. The SAB will receive presentations that address relevant subjects to these studies and the SAB mission. This board meeting will also include the publication status of the FY12 studies, the latest updates on the ongoing study outbriefs, as well as discussion of the SAB's review of Air Force Research Laboratory (AFRL) science and technology investments. The remaining FY13 Board schedule will also be discussed. In accordance with 10 U.S.C. 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in the Capitol Building, Senate Visitor Center, Conference Rooms 208-209 Washington, DC on December 7, 2012. The meeting will begin at 9:30 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include the Superintendent's Update; a Character Update; a Development of a USAFA Second Lieutenant brief; the Subcommittee Out- briefs; and an Admissions brief. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, the Administrative Assistant to the Secretary of the Air Force, in consultation with the Office of the Air Force General Counsel, has determined in writing that the public interest requires one session of this meeting shall be closed to the public because they will involve matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements must address the following details: the issue, discussion, and a recommended course of action. For the benefit of the public, rosters that list the names of BoV members and any releasable materials presented during the open portions of this BoV meeting shall be made available upon request. If, after review of timely submitted written comments, the BoV Chairman and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present the issue during an open portion of the BoV meeting that is the subject of this notice. Members of the BoV may also petition the Chairman to allow specific personnel to make oral presentations before the BoV. In accordance with 41 CFR 102-3.140(d), any oral presentations before the BoV shall be in accordance with agency guidelines provided pursuant to a written invitation and this paragraph. Direct questioning of BoV members or meeting participants by the public is not permitted except with the approval of the DFO and Chairman.

Under the provisions of Section 401, Public Law 95-202 and DoD Directive 1000.20, the Department of Defense Civilian/Military Service Review Board has accepted an application on behalf of a group known as: ``Lycoming AVCO Vietnam Tech Reps.'' On June 21, 2012, the United States Air Force signed the ROD for the Entry Control Reconfiguration and Base Perimeter Fence Relocation in Area A Wright-Patterson Air Force Base (WPAFB), Ohio Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Proposed Action to include reconfiguration of the entry control facilities and relocate base perimeter fence across State Route 444 analyzed in the FEIS. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on May 11, 2012 through a NOA in the Federal Register (Volume 77, Number 92, Page 27771) with a wait period that ended on June 12 2012. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS. This notice is being issued pursuant to Section 3031(b)(5)(B) of the Military Lands Withdrawal Act (MLWA) of 1999 (Pub. L. 106-65, Title XXX) regarding opportunities for public review and comment on a Public Report that is being prepared in association with an update of the Integrated Natural Resources Management Plan (INRMP) for the Barry M. Goldwater Range (BMGR), Arizona. The process to update the 2007 BMGR INRMP is being initiated by the U.S. Air Force and U.S. Marine Corps. The Sikes Act (16 U.S.C. 670a) provides that INRMPs must be reviewed as to their operation and effect not less often than every five years. The BMGR INRMP will be updated in accordance with this Sikes Act provision and will be prepared in coordination with the Director of the U.S. Fish and Wildlife Service and the Director of Arizona Game and Fish Department. In accordance with the MLWA and in support of the INRMP update, the U.S. Air Force and U.S. Marine Corps are also preparing a Public Report to summarize current military use of the BMGR, changes in military use of the lands since the 2007 INRMP was implemented, and efforts related to the management of natural and cultural resources and environmental remediation of the lands during the previous five years. Two public meetings are scheduled to familiarize the public with progress made in the management of natural resources since completion of the 2007 INRMP, to seek review and input on the Public Report to guide development of the INRMP update, and to share information about projects planned to support natural resource management during the next five years. The meeting scheduled for 17 July 2012 in Yuma, Arizona will focus on BMGR West and a second meeting focused on BMGR East is scheduled for 18 July 2012 in Gila Bend, Arizona. Public meetings will be announced in the following Arizona newspapers: Yuma Sun, West Valley View (Glendale), the Gila Bend Sun, Arizona Daily Star (Tucson), and the Ajo Copper News. The U.S. Air Force is issuing this notice to advise the public of an extension to the public comment period.
