In accordance with Executive Orders 13771 and 13777, which direct federal agencies to review and eliminate outdated and unnecessary regulations, the Department of State (``Department'') is removing regulations related to an obsolete visa program. The Irish Peace Process and Cultural Training Program was established in 1998 and created what is commonly referred to as the Walsh Visa Program. This visa program expired on September 30, 2008, and the regulations for administering the program are obsolete. Accordingly, the Department is removing the regulations related to this visa program.

The Department understands that, due to museum closures and other effects of the COVID-19 pandemic, many exhibition venues throughout the United States are modifying the dates of exhibitions for which they had already imported certain objects that I or another Department official with delegated authority under 22 U.S.C. 2459 had determined, prior to importation, are of cultural significance and whose temporary exhibition or display is in the national interest. I hereby confirm that if the national interest determination contained in a Federal Register Notice for such objects noted the possibility of display at ``additional exhibitions or venues to be determined'' following the approximate (i.e., ``on or about'') dates of exhibition at the venue or venues stated in the Notice, the Department official's intention was to make determinations that would continue through a reasonable period of temporary displayincluding at the originally stated venue or venues not necessarily limited to the dates of exhibition referenced in the Notice. As such, the Department regards its determinations of cultural significance and national interest made upon such objects prior to their importation as remaining valid through a reasonable but originally unforeseen extension of the objects' display due to the COVID-19 pandemic.

The Department of State announces the renewal of the Charter for the Defense Trade Advisory Group (DTAG) for another two years. The DTAG advises the Department on its support for and regulation of defense trade to help ensure the foreign policy and national security of the United States continue to be protected and advanced, while helping to reduce unnecessary impediments to legitimate exports in order to support the defense requirements of U.S. friends and allies. It is the only Department of State advisory committee that addresses defense trade related topics. The DTAG will remain in existence for two years after the filing date of the Charter unless terminated sooner. The DTAG is authorized by the Federal Advisory Committee Act.
