On September 25, 2018, notice was published on page 48499 of the Federal Register (volume 83, number 186) of determinations pertaining to a certain object to be included in the exhibition ``After Vesuvius: Treasures From the Villa dei Papiri.'' Notice is hereby given of the following determinations: I hereby determine that certain additional objects to be included in the exhibition ``Buried by Vesuvius: Treasures from the Villa dei Papiri'' (formerly entitled ``After Vesuvius: Treasures From the Villa dei Papiri''), imported from abroad for temporary exhibition within the United States, are of cultural significance. The additional objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the additional exhibit objects at The J. Paul Getty Museum at the Getty Villa, Pacific Palisades, California, from on or about June 26, 2019, until on or about October 28, 2019, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The U.S. Department of State announces a joint event with the Department of Commerce to further Space Policy Directive-3 activities, to forge partnerships with the space industry, and to promote U.S. Government and commercial best practices and standards for space safety and the preservation of the global space environment.

This final rule is issued to adjust the civil monetary penalties (CMP) for regulatory provisions maintained and enforced by the Department of State. The revised CMP adjusts the amount of civil monetary penalties assessed by the Department of State based on the December 2018 guidance from the Office of Management and Budget. The new amounts will apply only to those penalties assessed on or after the effective date of this rule, regardless of the date on which the underlying facts or violations occurred.

I also determine that the exhibition or display of the exhibit objects at the Museum of Jewish HeritageA Living Memorial to the Holocaust, New York, New York, from on or about May 2, 2019, until on or about May 15, 2021, at the Union Station Kansas City, Inc., Kansas City, Missouri, from on or about May 15, 2021, until on or about June 30, 2022, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The Department of State is issuing this notice to announce the location, date, time, and agenda for the next meeting of the Cultural Property Advisory Committee.

As part of its work with the National Space Council, the Department of State requests comments from the public to inform its review of the controls implemented in recent revisions to Categories IV and XV of the United States Munitions List (USML). The Department periodically reviews USML categories to ensure that they are clear, do not inadvertently control items in normal commercial use, account for technological developments, and properly implement the national security and foreign policy objectives of the United States.
