Notice is hereby given that the Department of State (``Department'') has received from Enbridge Inc. (``Enbridge'') notice that Enbridge has acquired the entities that own Express Pipeline LLC (``Express US''), which owns, operates and maintains pipeline facilities (``Express Pipeline'') authorized under a Presidential permit issued to Express US on July 9, 2015. Express US will continue to own, operate, and maintain the Express Pipeline as well as hold the Presidential permit. Interested parties are invited to submit comments within 30 days of the publication date of this notice on https://www.regulations.gov with regard to whether maintaining a Presidential permit for the Express Pipeline would be in the national interest in light of the change in control of the existing border facility.

Notice is hereby given of a meeting on completion of the congressionally mandated Partner Vetting System (PVS) pilot program.

The United States Government encourages relevant experts to provide comments to the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) on six assessments related to biodiversity and ecosystem services: Four regional assessments, one global assessment, and one assessment on land degradation and restoration.

In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. On May 1, 2017, the Department of State certified that 13 shrimp-harvesting nations and four fisheries have a regulatory program comparable to that of the United States governing the incidental taking of the relevant species of sea turtles in the course of commercial shrimp harvesting and that the particular fishing environments of 26 shrimp-harvesting nations, one economy, and three fisheries do not pose a threat of the incidental taking of covered sea turtles in the course of such harvesting.

The Department of State has submitted the information collection request described below to the Office of Management and Budget (OMB) for review and approval in accordance with the emergency review procedures of the Paperwork Reduction Act of 1995. The purpose of this notice is to allow for public comment from all interested individuals and organizations. Emergency review and approval of this collection has been requested from OMB by May 18. If granted, the emergency approval is only valid for 180 days.

The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Krannert Art Museum at the University of Illinois at Urbana-Champaign, Champaign, Illinois, from on or about August 25, 2017, until on or about March 24, 2018, at the National Museum of African Art, Smithsonian Institution, from on or about May 9, 2018, until on or about September 3, 2018, at the Fowler Museum at the University of California, Los Angeles, Los Angeles, California, from on or about October 21, 2018, until on or about February 10, 2019, and at possible additional exhibitions or venues yet to be determined, is in the national interest.
