This meeting will include a public session on Wednesday, March 16, 2016, from 8:45 a.m. until 10:45 a.m. This session will allow proponents of proposed bridges and border crossings and related projects to make presentations to the delegations and members of the public.

The U.S. Department of State (State Department) and the Office of the U.S. Trade Representative (USTR) are compiling recommendations for additional candidates to be included on the roster of environmental experts from which the CAFTA-DR Secretariat selects individuals to assist in the preparation of factual records. The State Department and USTR invite environmental experts, including representatives from non- governmental organizations, educational institutions, private sector enterprises, and other interested persons, to submit their expression of interest in being included on the roster of experts. We encourage submitters to review the following prior to expressing interest: (1) Chapter 17: Environment of the CAFTA-DR, in particular Articles 17.7 and 17.8; (2) paragraph 2(d) of the Understanding Regarding the Establishment of a Secretariat for Environmental Matters Under CAFTA- DR; (3) paragraphs 3 and 4 of Article 5 of the Agreement Establishing a Secretariat for Environmental Matters Under CAFTA-DR; and (4) Decision No. 10 of the CAFTA-DR Environmental Affairs Council (Council). Submitters also are encouraged to review the definition of ``environmental law'' in Article 17.13 of Chapter 17 to get a sense of the range of environmental matters that could be at issue in a factual record. The Department also proposes to amend USML Categories VIII, XIII, and XV to reflect that items now described in those Categories will be in the revised Category XII.

As a result of this rule, a passport and a visa will be required of a British, French, or Netherlands national, or of a national of Antigua, Barbados, Grenada, Jamaica, or Trinidad and Tobago, who has residence in British, French, or Netherlands territory located in the adjacent islands of the Caribbean area, or has residence in Antigua, Barbados, Grenada, Jamaica, or Trinidad and Tobago, if the alien is proceeding to the United States as an agricultural worker. In light of past experience, and to promote consistency of treatment across H-2A agricultural workers, prudent border management requires these temporary workers to obtain a visa along with most other H-2A agricultural workers. The previous rule allowing temporary workers from these countries to enter the United States without a visa presented a vulnerability. Temporary workers from these countries now require H-2A visas to enter the United States.

The U.S. Department of State's Bureau of Political-Military Affairs' Defense Trade Advisory Group (DTAG) is accepting membership applications. The Bureau of Political-Military Affairs is interested in applications from subject matter experts from the United States defense industry, relevant trade and labor associations, academic, and foundation personnel. The DTAG was established as an advisory committee under the authority of 22 U.S.C. 2651a and 2656 and the Federal Advisory Committee Act, 5 U.S.C. App. (``FACA''). The purpose of the DTAG is to provide the Bureau of Political-Military Affairs with a formal channel for regular consultation and coordination with U.S. private sector defense exporters and defense trade organizations on issues involving U.S. laws, policies, and regulations for munitions exports. The DTAG advises the Bureau on its support for and regulation of defense trade to help ensure that impediments to legitimate exports are reduced while the foreign policy and national security interests of the United States continue to be protected and advanced in accordance with the Arms Export Control Act (AECA), as amended. Major topics addressed by the DTAG include (a) policy issues on commercial defense trade and technology transfer; (b) regulatory and licensing procedures applicable to defense articles, services, and technical data; (c) technical issues involving the U.S. Munitions List (USML); and (d) questions relating to actions designed to carry out the AECA and International Traffic in Arms Regulations (ITAR). Members are appointed by the Assistant Secretary of State for Political-Military Affairs on the basis of individual substantive and technical expertise and qualifications, and must be representatives of United States defense industry, relevant trade and labor associations, academic, and foundation personnel. In accordance with the DTAG Charter, all DTAG members must be U.S. citizens, and DTAG members will represent the views of their organizations. All DTAG members shall be aware of the Department of State's mandate that arms transfers must further U.S. national security and foreign policy interests. DTAG members also shall be versed in the complexity of commercial defense trade and industrial competitiveness, and all members must be able to advise the Bureau on these matters. While members are expected to use their expertise and provide candid advice, national security and foreign policy interests of the United States, as well as the interests of the entities they represent, shall be the bases for all policy and technical recommendations. DTAG members' responsibilities include: Service for a consecutive two-year term which may be renewed or terminated at the discretion of the Assistant Secretary of State for Political-Military Affairs (membership shall automatically terminate for members who fail to attend two consecutive DTAG plenary meetings). Making recommendations in accordance with the DTAG Charter and the FACA. Making policy and technical recommendations within the scope of the U.S. commercial export control regime as mandated in the AECA, the ITAR, and appropriate directives. Exchange Visitor Program-Teachers

This rule makes final the Department's proposed rule published on May 2, 2013. The Department, with this rule, amends its existing regulations governing the Teacher category of the Exchange Visitor Program. This final rule permits program participation of teachers teaching full-time at accredited public or private primary and secondary schools (K-12), including pre-kindergarten teachers in ``language immersion'' programs offered as regular courses of study by accredited primary schools; requires exchange teachers to have two years of full-time teaching experience; clarifies that the duration of program participation by exchange teachers is three years, with an extension permitted for one or two additional years of participation based on school need and exchange teacher performance during the exchange; permits participation by otherwise qualified teachers who are not currently working, but who are returning to teaching after successfully pursuing an advanced degree beyond the equivalent of a U.S. bachelor's degree; introduces a required cross-cultural activity component; requires program sponsors to disclose fees and costs to foreign teachers at the time of both recruitment and selection into the program; and implements a requirement that exchange teachers not be eligible for repeat participation unless they reside outside the United States for two years following their teacher exchange program. In amending the Teacher category regulations, the Department: Reforms the teacher exchange program; strengthens provisions designed to protect the health, safety, and welfare of exchange teachers; and reinforces the program's prestige as a world-class U.S. public diplomacy initiative. The rule applies to all J-Nonimmigrant exchange teachers, except when the teacher's program is covered by a separate agreement between the United States and the relevant foreign government as permitted under Department regulations.

Re-Consideration Concerning the Scope of Authorizations in a Presidential Permit Issued to Plains LPG Services, L.P. in May 2014 for Existing Pipeline Facilities on the Border of the United States and Canada Under the St. Clair River

On May 23, 2014, the Department of State (Department) issued two Presidential Permits to Plains LPG Services, L.P. (Plains LPG) based on Plains LPG's acquisition of six existing pipelines under the St. Clair River and one existing pipeline under the Detroit River. Plains LPG had applied for new permits reflecting its ownership of the pipeline facilities, but it did not seek any change or expansion of the previous authorizations for the pipelines' use. The Presidential Permits issued in 2014 were intended to mirror previous authorizations from the 1970s, but the Department's records were incomplete, particularly with regard to the six pipelines under the St. Clair River in the vicinity of Marysville, Michigan. While Plains LPG's application asserted that the appropriate authorization was for the transport of any ``liquefied hydrocarbons,'' the Department issued one permit in 2014 for all of the St. Clair facilities authorizing the transport of ``light liquid hydrocarbons,'' which reflected the Department's understanding of how the St. Clair pipelines were actually used in the 1970s and more recently. After the new permits were issued, Plains LPG provided new information that alters the Department's understanding of the historic authorization for two of the six St. Clair pipelines. These two pipelines were constructed in 1918; they have an outer diameter of eight inches and have subsequently been fitted with five-inch diameter liners. Specifically, Plains LPG provided the Department with copies of correspondence from 1971 between the Department and Dome Petroleum Corp. (the previous owner). In that correspondence Dome informed the Department that it had acquired the two St. Clair pipelines and that it planned to use them to transport ``crude and other liquid hydrocarbons.'' The Department wrote back to Dome acknowledging the letter and the company's plans. The 1918 Presidential Permit had authorized the transport of crude oil. In light of this additional information, the Department is revisiting Plains LPG's 2012 application and considering whether to issue a new permit for these two St. Clair pipelines that would authorize the transport of crude and other liquid hydrocarbons, superseding the authorization in the 2014 Presidential Permit for the transport of only light liquid hydrocarbons. The Department published in the Federal Register a Notification of Receipt of Application for a Presidential Permit on December 5, 2012 (Federal Register Citation 77 FR 72430) and solicited public comment on the application for a 30-day period, during which time it received one public comment requesting the Department ensure the pipelines are maintained and operated under government environmental and safety oversight required by law. The Department notes that it is not reconsidering the scope of authorization for use of the other four Plains LPG pipelines under the St. Clair River, or the Plains LPG facilities under the Detroit River. Plains LPG is a Texas limited partnership with its principal place of business at 333 Clay Street, Suite 1600, Houston, Texas 77002. Plains LPG is a subsidiary of Plains All American Pipeline, L.P., a publicly traded master limited partnership organized under the laws of the State of Delaware and headquartered in Houston, Texas. The Department's consideration of the Presidential Permit for the St. Clair pipeline facilities is pursuant to E.O. 13337, which delegates to the Secretary of State the President's authority to receive applications for permits for the construction, connection, operation, or maintenance of a range of facilities at the borders of the United States, including pipelines for liquid petroleum products, and to issue or deny such Presidential Permits upon a national interest determination. The Department also is soliciting the views of concerned federal agencies. Consistent with E.O. 13337, the Department will determine whether issuance of a new Presidential Permit for two of the St. Clair Pipeline border facilities, as discussed in this notice, would serve the U.S. national interest.
Sanctions Lifting Actions Taken Pursuant to the Joint Comprehensive Plan of Action

To comply with the Presidential Memorandum entitled ``Preparing for the Implementation of the Joint Comprehensive Plan of Action of July 14, 2015'' issued on October 18, 2015 and to give effect to the United States commitment under Section 4.8.1 of Annex II and Section 17.3 of Annex V of the Joint Comprehensive Plan of Action (JCPOA), the Secretary of State has taken action pursuant to Section 9(b) of the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, to discontinue the imposition of sanctions on the following individuals and entities sanctioned under section 5(a) of ISA: Dimitris Cambis, FAL Oil Company Limited, Ferland Company Limited, Impire Shipping, Kuo Oil Pte. Ltd, Naftiran Intertrade Company, Petrochemical Commercial Company International, Petr[oacute]leos de Venezuela S.A., Royal Oyster Group, Speedy Ship, and Zhuhai Zhenrong Company and the following entities sanctioned under Section 212 of the Iran Threat Reduction and Syria Human Rights Act of 2012: Bimeh MarkaziCentral Insurance of Iran and Kish Protection and Indemnity. The Secretary of State has also taken action to discontinue the imposition of sanctions under E. O. 13622 (July 30, 2012), as amended, on the following entities: Jam Petrochemical Company and Niksima Food and Beverage JLT. Finally, the Secretary of State has taken action pursuant to Section 1244(i)of the Iran Freedom and Counter-Proliferation Act of 2012 (subtitle D of title XII of Pub. L. 112-239, 22 U.S.C. 8801 et seq.) (``IFCA'') to waive the imposition of sanctions under Section 1244(c)(1) of IFCA with respect to the following entities: the National Iranian Oil Company, the National Iranian Tanker Company, the Islamic Republic of Iran Shipping Lines, and South Shipping Line Iran, and under Section 1244(d)(1) of IFCA with respect to Goldentex FZE. The Department of the Treasury's Office of Foreign Assets Control will take action to remove these entities from its list of Specially Designated Nationals and Blocked Persons (SDN List) and/or the Non-SDN ISA List, as appropriate, as of the effective date.
