Proposed Elimination of Visa Page Insert Service for U.S. Passport Book Holders
Currently, all U.S. passport book applicants may apply for either a 28-page or 52-page passport book at no extra charge. U.S. passport book holders may then apply for additional visa pages while the passport book is still valid. The Department of State proposes eliminating the option to add visa pages in passports beginning January 1, 2016. To help mitigate the need for visa page inserts, the Department began issuing the larger 52-page passport book in October 2014 to all overseas U.S. passport applicants at no extra cost. U.S. passport applicants applying domestically can still obtain the 52-page passport book at no extra charge by requesting it on the application form. The elimination of visa page inserts coincides with the Department's anticipated rollout of the Next Generation Passport in 2016. The Next Generation Passport incorporates new security features designed to protect the integrity of U.S. passport books against fraud and misuse. An interagency working group determined that the addition of visa page inserts could reduce the effectiveness of these new security features. If this change is implemented, the fee for this service will be removed from the Schedule of Fees for Consular Services.

Provision of Certain Temporary Sanctions Relief
The U.S. government is renewing temporary waivers of certain sanctions to allow for a discrete range of transactions related to the provision of satellite connectivity services to the Islamic Republic of Iran Broadcasting (IRIB). The U.S. government is renewing these waivers based on Iran's commitment to ensure that harmful uplink satellite interference does not emanate from its territory, and verification by the U.S. government that harmful uplink satellite interference is not currently emanating from the territory of Iran.
The State Department's § 515.582 List
On February 13, 2015, the Department of State published a list of goods and services produced by independent Cuban entrepreneurs that are eligible for importation into the United States, pursuant to Sec. 515.582 of the Department of the Treasury's Cuban Assets Control Regulations, 31 CFR part 515 (``CACR''). The State Department is issuing a Federal Register notice to this effect.

Issuance of a Presidential Permit To Replace, Expand, Operate and Maintain the Existing Columbus Land Port of Entry
The Department of State issued a Presidential Permit to the General Services Administration (GSA) on April 14, 2015, allowing the GSA to replace, expand, operate and maintain the existing Columbus Land Port of Entry in Columbus, New Mexico. In making this determination, the Department provided public notice of the proposed permit (79 FR 68345, November 14, 2014), offered the opportunity for comment, and consulted with other federal agencies, as required by Executive Order 11423, as amended.
Department of State FY 2014 Service Contract Inventory
Acting in compliance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Department of State is publishing this notice to advise the public of the availability of the FY 2014 Service Contract Inventory. The FY 2014 Service Contract Inventory includes the Summary Report, Detailed Report, Supplement Report, and Planned Analysis. Additionally, the FY 2013 Meaningful Analysis is available. The inventory was developed in accordance with guidance issued on November 5, 2010, December 19, 2011, and November 25, 2014 by the Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP). Provision of Certain Temporary and Limited Sanctions Relief Under the National Defense Authorization Act for Fiscal Year 2012 in Order To Continue Implementing the Joint Plan of Action of November 24, 2013 Between the P5+1 and the Islamic Republic of Iran, as Extended Through June 30, 2015
On November 24, 2013, the United States and its partners in the P5+1France, the United Kingdom, Russia, China, and Germany reached an initial understanding with Iran, outlined in a Joint Plan of Action (JPOA),that halts progress on its nuclear program and rolls it back in key respects. In return, the P5+1 committed to provide limited, temporary, and targeted sanctions relief to Iran. The JPOA was renewed by mutual consent of the P5+1 and Iran on July 19, 2014, and again on November 24, 2014, extending the temporary sanctions relief provided under the JPOA to cover the period beginning on November 24, 2014, and ending June 30, 2015 (the Extended JPOA Period), in order to continue negotiations aimed at achieving a long- term comprehensive solution to ensure that Iran's nuclear program will be exclusively peaceful. This Notice outlines the U.S. Government (USG) actions taken to extend certain sanctions relief under the National Defense Authorization Act for Fiscal Year 2012 as part of this understanding.

Notice of Public Meeting of the President's Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board
In accordance with the Federal Advisory Committee Act (FACA), the PEPFAR Scientific Advisory Board hereinafter referred to as ``the Board'', will meet as indicated below. The U.S. President's Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board will meet on Thursday, April 30th via teleconference. The meeting will be from 9 a.m. ET until approximately 10:30 a.m. ET and is open to the public (please see teleconference phone number below). The meeting will be hosted by the Office of the U.S. Global AIDS Coordinator, Ambassador Deborah L. Birx, who leads implementation of the President's Emergency Plan for AIDS Relief (PEPFAR). The PEPFAR Scientific Advisory Board serves the Global AIDS Coordinator in a solely advisory capacity concerning scientific, implementation, and policy issues related to the global response to HIV/AIDS. These issues will be of concern as they influence the priorities and direction of PEPFAR evaluation and research, the content of national and international strategies and implementation, and the role of PEPFAR in the international discourse regarding appropriate and resourced responses.
