Provision of Certain Temporary Sanctions Relief

The United States Government (USG) is renewing temporary waivers of certain sanctions to allow for a discrete range of transactions related to the provision of satellite connectivity services to the Islamic Republic of Iran Broadcasting (IRIB). The USG is renewing these waivers based on Iran's commitment to ensure that harmful uplink satellite interference does not emanate from its territory, and verification by the USG that harmful uplink satellite interference is not currently emanating from the territory of Iran.
Schedule of Fees for Consular Services, Department of State and Overseas Embassies and Consulates-Visa and Citizenship Services Fee Changes

The Department of State amends the Schedule of Fees for Consular Services (Schedule) for certain nonimmigrant visa application processing fees, certain immigrant visa application processing and special visa services fees, and certain citizenship services fees. More specifically, the rule amends the application processing fees for two categories of petition-based nonimmigrant visas and the tiered application processing fees for immigrant visas. The rule also amends the security surcharge for immigrant visa services and the fees for certain immigrant visa services. Lastly, the rule raises the application processing fee for renunciation of U.S. citizenship and lowers the hourly consular officer time charge. The Department of State is adjusting the fees in light of the findings of a recent Cost of Service study to ensure that the fees for consular services better align with the costs of providing those services.

On March 15, 2013, the U.S. Department of State (the Department) issued a Notice of Intent To Prepare a Supplemental Environmental Impact Statement (SEIS) and To Conduct Scoping and To Initiate Consultation Consistent With the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA) for the Proposed Enbridge Energy, Limited Partnership, Line 67 Capacity Expansion Project (2013 NOI) in the Federal Register (78 FR 16565-67). The 2013 NOI informed the public that the Department would be preparing an SEIS in support of its review of a November 2012 application from Enbridge Energy, Limited Partnership (Enbridge) for a new Presidential Permit that would, if granted, authorize Enbridge to operate its existing Line 67 at the pipeline's full design capacity. A description of the proposed project is included in the 2013 NOI. Since that time, Enbridge has amended and supplemented its November 2012 application. In June 2014, Enbridge informed the Department that Enbridge intends to increase pumping capacity outside of the Line 67 ``border segment'' (the portion of Line 67 from the Canadian border to the first main line shut-off valve, which is the segment that would be covered by a Presidential Permit), and to interconnect Line 67 with another Enbridge line (Line 3) on either side of the border segment. Enbridge is proceeding with certain elements of these plans. Enbridge submitted documents for public release in July 2014 which can be found at https://www.state.gov/e/enr/applicant/applicants/c55571.htm. In light of the changes in the project description, the Department is issuing this amended NOI and is conducting additional public scoping. In addition, a different third-party contractor is assisting the Department with the SEIS process than the firm that was named in the 2013 NOI.

On November 24, 2013, the United States and its partners in the P5+1 (France, the United Kingdom, Russia, China, and Germany) and the EU reached an initial understanding with Iran, outlined in a Joint Plan of Action (JPOA), that halts progress on its nuclear program and rolls it back in key respects. In return, the P5+1 committed to provide limited, temporary, and targeted sanctions relief to Iran. The JPOA was scheduled to expire after July 20, 2014. The JPOA was renewed by mutual consent of the P5+1, EU, and Iran on July 19, 2014, extending the temporary sanctions relief provided under the JPOA through November 24, 2014 (the Extended JPOA Period), in order to continue to negotiate a long-term comprehensive solution to prevent Iran from acquiring a nuclear weapon and to ensure that Iran's nuclear program will be exclusively peaceful. This Notice outlines the U.S. government actions taken to implement the sanctions relief aspects of this understanding.
