The Department of State amends its regulations to eliminate the use of Form OF-224 as a method of recording an alien's entitlement to an immigrant visa classification. Due to the availability of automated systems at all immigrant visa-issuing posts, this entitlement is now recorded automatically, rendering the use of Form OF-224 unnecessary and obsolete.

As part of the President's Export Control Reform effort, the Department of State proposes to amend the International Traffic in Arms Regulations (ITAR) to revise Category XV (Spacecraft Systems and Related Articles) of the U.S. Munitions List (USML) to describe more precisely the articles warranting control on the USML. The definition of ``defense service'' is to be revised to, among other changes, specifically include the furnishing of assistance for certain spacecraft related activities. The revisions contained in this rule are part of the Department of State's retrospective plan under E.O. 13563 completed on August 17, 2011.
Notice of Availability of Finding of No Significant Impact for the Proposed Vantage Pipeline US LP Ethane Pipeline Project

The purpose of this notice is to inform the public of the availability of the Department of State's Finding of No Significant Impact on the proposed Vantage Pipeline US LP Ethane Pipeline Project. Under E.O. 13337, the Secretary of State is authorized to issue Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non-gaseous fuels to or from a foreign country. Vantage Pipeline US LP (Vantage) has applied to the Department of State (the Department) for a Presidential Permit authorizing it to develop and maintain a new pipeline facility at the U.S.-Canada international boundary, a Cross Border Facility, near Fortuna, Divide County, North Dakota. Vantage proposes to construct, operate, and maintain a high vapor pressure pipeline that would carry ethane from a source near Tioga, North Dakota, United States, northwest through Saskatchewan, Canada, to a site near Empress, Alberta, Canada. The pipeline would link a growing supply of ethane from North Dakota to markets in Alberta, Canada. The entire proposed Vantage Pipeline in the United States would consist of the installation of approximately 79.8 miles of new 10-inch-diameter pipeline in Williams and Divide Counties, North Dakota; the installation of associated aboveground mainline block valves; and the use of access roads and pipe storage and contractor yards. Consistent with NEPA (42 U.S.C. 4321, et seq.), the regulations of the Council on Environmental Quality (40 CFR parts 1500-1508), and the Department's implementing regulations (22 CFR part 161, and in particular 22 CFR 161.7(c)), the Department of State has found that issuance of a Presidential Permit authorizing the construction, connection, operation, and maintenance of the Cross Border Facility would not have a significant impact on the quality of the human environment. The Finding of No Significant Impact was signed by the Department on May 13, 2013. This Finding of No Significant Impact is not a decision on the Presidential Permit application. In accordance with E.O. 13337, the Department will now proceed to make a determination as to whether issuance of a Presidential Permit for the border facilities of Vantage's proposed Ethane Pipeline Project would serve the national interest. The Finding of No Significant Impact is available from the Department on the Vantage Pipeline Project Web site. The Department of State issued an amendment to the Presidential Permit to the City of Eagle Pass International Bridge Board on May 2, 2013, eliminating the requirement that it provide land to the federal government free of charge, so that it may begin to collect payment for the use of the bridge's temporary inspection facilities located on land leased to the federal government if certain conditions in the permit are satisfied. In making this determination, the Department provided public notice of the proposed amendment (75 FR 39089, July 10, 2010), offered the opportunity for comment and consulted with other federal agencies, as required by Executive Order 11423, as amended.

Scoping Period Extended for the Proposed Enbridge Energy Partners, Line 67 Capacity Expansion Project

The Department has decided to extend by two weeks the scoping period for the Supplemental Environmental Impact Statement for the proposed Enbridge Energy, Limited Partnership (Enbridge), Line 67 Capacity Expansion Project. Scoping will now end at midnight EDT on May 13th, 2013. The Department received a Presidential Permit application from Enbridge to amend the August 3, 2009 Presidential Permit issued to Enbridge by the Department authorizing the construction, operation, and maintenance of the Line 67 Pipeline across the U.S.-Canada border. Enbridge requests an amendment to its permit in order to operate Line 67 up to its full design capacity of 880,000 barrels per day (bpd) of crude oil with an average annual capacity of 800,000 bpd of heavy crude.

The Department is amending existing regulations governing the teacher category of the Exchange Visitor Program. The proposed amendments clarify the duration of program participation; amend eligibility requirements with respect to verifying English proficiency; and reduce the required teaching or related experience from three years to the equivalent of two years full-time teaching experience; introduce a required cultural component; and propose the implementation of a two- year bar for repeat participation to foster the purpose of the Mutual Educational and Cultural Exchange Act of 1961, (``Fulbright-Hays Act''). These proposed changes will enhance the integrity and programmatic effectiveness of the teacher category.

The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol (the KP Supplement). The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. Among the IPCC's products is a series of guidance documents for the preparation of national greenhouse gas inventories, which provide guidance to periodic submissions by Parties to the U.N. Framework Convention on Climate Change (UNFCCC). These reports are developed in accordance with procedures for preparation and review of IPCC documents, which can be found at the following Web sites:
